3 MINUTES of a Sustainability Advisory Committee Meeting, held in the Corporate Boardroom, 7 Victoria Street West, Kamloops, BC, on Tuesday, August 14, 2018, at 10:00 am. RECOMMENDATION: That Council receive the August 14, 2018, Sustainability Advisory Committee minutes for information. PRESENT: D. Cavers, Councillor, Chairperson T. Lange, Councillor A. NEW BUSINESS Air Quality in Kamloops: Ralph Adams, Environmental Protection Division, Monitoring, Assessment and Stewardship Mr. Adams provided a summary and identified smoke and odour as the main air quality concerns in Kamloops. The 2017 wildfires had a major impact on air quality in Kamloops. Both the magnitude and duration of elevated levels of PM 2.5 were unprecedented; however, when the effects of wildfires are removed, Kamloops has met all air quality objectives for the last several years. Total Reduced Sulphur (TRS) levels, a source of pulp mill odour, are far below the levels observed in Prince George, and comparable to those observed in Quesnel and Castlegar. However, there appears to have been an increase in the number of TRS exceedances in O 3, NO 2 and SO 2 levels remain well below objectives and no apparent trend is evident. Efficiency BC and Home Renovation Rebate Program: Municipal Contribution Opportunity The Sustainability Services Supervisor provided an overview of the Home Renovation Rebate Program, managed by the Province of BC and co-funded by the Federal Low Carbon Economy Leadership Fund. BC Hydro, FortisBC and BC Housing are contracted by the Province to administer this residential rebate program. Municipalities are invited to top up this Provincial rebate offer, promote it locally, and receive program participant data. The Sustainability Advisory Committee endorsed the initiative and suggested that the August 28, 2018, report to Council include a request of $15,000 from the Climate Action Fund (CAF) reserve to fund a municipal contribution to the Province s new Home Renovation Rebate Program to incentivise up to 100 energy assessments by a Certified Energy Advisor. 4. UPDATES Energy Step Code Update The Sustainability Services Supervisor provided a brief update on the Energy Step Code. Discussion took place regarding the education and training opportunities being coordinated with staff and the Canadian Homebuilders Association Central Interior (CHBA-CI). Page 4 of 5

5 MINUTES OF A SUSTAINABILITY ADVISORY COMMITTEE MEETING August 14, 2018 Page 3 Greenhouse Gas Community Action Strategy Update The Sustainability Services Supervisor noted that the project will commence in October Wood Stove Exchange Program Update The Sustainability Services Supervisor provided an update on the Kamloops Wood Stove Exchange Program (KWSEP) report going to Council on August 28, The Committee discussed the results of the 2018 Kamloops Wood Stove Exchange Program and the recommendation to implement the KWSEP for a second year in 2019, including a wood stove buy back pilot program. Transportation Demand Management Plan Update The Development, Engineering, and Sustainability Director provided an update on the Transportation Demand Management Study. Discussion included the cost and confirmation of a parking component in this study. Solid Waste Update The Environmental Technician and Solid Waste Services Analyst provided an update on solid waste diversion and recycling, noting the challenges and successes encountered in Kamloops. 5. NEXT MEETING The next meeting is scheduled for October 9, 2018, at 10:00 am, in the Corporate Boardroom, City Hall. 6. ADJOURNMENT The meeting adjourned at 12:00 pm. Certified Correct: E.
