6 The solid waste management, collection and disposal The Resolution No. 132/2010/NQ-HDND dated on 13 October 2010 of the Provincial People's Committee about the approval of the Proposal "Solid waste management in Ha Tinh city until 2015 and orientation for coming years", Project "Socialization of environmental sanitation and solid waste collection" in the city on 27 December 2013.

7 Situation of solid waste management, transportation and disposal in the locality Domestic waste Estimated about 96 tons/per day 93.5 tons/per day is collected. The plant produces compost from waste generated in Cam Quan commune Ha Tinh Urban and Environment Company is assigned to collect waste in the locality The collection and processing of waste is being done in 16 wards and communes.

8 Situation of solid waste management, transportation and disposal in the locality Normal industrial solid waste Total of solid waste generated in the locality is estimated to be 3 tons/per day. The amount of normal industrial solid waste is being collected and processed together with domestic waste generated in the city

9 Results of implementation of solid waste management Local management policies People's Council of Ha Tinh city issued the Resolution No. 48/2013/NQ-HDND dated on 27 December 2013 supporting and investing infrastructure construction, production development and environmental sanitation in the city, in which environmental sanitation groups

10 Results of implementation of solid waste management Organizational structutre At city level: 01 Vice Chairman in charge of the sector, the Division of Natural Resources and Environment, in cooperation with the Division of Urban Management, has main responsibilities in solid waste management in the locality. Environmental protection is defined as long-term and priorities of local governments as well as being supported by different government levels

11 Results of implementation of solid waste management Inspection and handling of violations of waste management The City Policemen and the Urban Order Management Team, local goverments at ward/commune levels are assigned to strengthen inspection and handling of violations of waste management, especially in bordering areas. At the same time, handling of violations are also announced to local people. Cooperating with Ha Tinh Urban and Environment Company to strengthen inspection methods and promptly warning households and businesses

12 Hindrances, reasons Low awareness of environmental issues in a part of local people. Dissemination of environmental protection laws, examination and handling of violations have not yet regularly and continuously conducted In fact, expenditures always exceeds revenues

13 Reasons Objective: Lack of human resources most of staff in charge of environmental issues at ward/commune level are working concurrently, not yet trained professionally. Provincial and city budgets are still limited Objective: Lack of regular and prompt advise and guide Lack of initiatives and creativeness

14 Solutions Professional training and capacity building for staff at different levels about the environmental protection Strengthening management, inspection, supervision of the implementation of tasks, programs, plans on environmental protection and solid waste management Strengthening awareness raising activities on environmental protection Planning points and areas, those are allowed for collecting construction waste Encouraging all economic sectors to invest in the field of environmental protection
