2 August 17, 2016 Department of Sanitation releases The DSNY Private Carting Study the City committed to conduct a comprehensive study of commercial waste collection zones, to determine if there are substantial inefficiencies in the way waste is collected and if so, whether exclusive collection zones would reduce those inefficiencies and possibly create ancillary benefits such as improved recycling rates, working conditions, and wages. 1 1 DSNY Private Carting Study,
