II (Fitness fr Duty: Managing Alchl and Drug Use) implement by July 2019 (except fr randm testing) randm testing requirements implemented by December 2019 CNSC staff are currently reviewing the implementatin plan Bruce Pwer t prvide update n implementatin in Fall 2018 Implementatin f Alchl and Drug use is separate frm relicensing and is nt an impediment t licence renewal nuclearsafety.gc.ca 15

19 Emergency Management: PNERP Implementatin In April 2018, the Office f the Fire Marshall and Emergency Management prvided update t Cmmissin (CMD 18-M21) n the 2017 Prvincial Nuclear Emergency Respnse Plan (PNERP) Master Plan and Implementing Plan apprved Plans available n Ontari Ministry f Cmmunity Safety and Crrectin Services website Bruce Pwer meets all the requirements f the new PNERP: Master Plan and Implementing Plan Current plans fr Municipalities are effective Incremental imprvements will be made by the Municipalities t address Implementing Plan The Prvince f Ontari will maintain versight f the Municipalities incremental imprvements Bruce Pwer s Emergency Management and Fire Prtectin Prgrams meet CNSC regulatry requirements nuclearsafety.gc.ca 19

24 Fracture Tughness fr Pressure Tubes CNSC Regulatry Oversight (1/3) In January 2018, CNSC staff presented in CMD 18-M4 n fuel channel evaluatins fr Canadian Nuclear Pwer Plants rigrus regulatry prcess is applied t ensure fitness-fr-service requirements have been met prcess is applied cnsistently with ALL licensees CNSC staff perfrm assessments t ensure Structures, Systems and Cmpnents (SSCs) required fr safe peratin cntinue t meet structural integrity requirements (such as thse fund in CSA standards) key requirements are prvided in CMD 18-H4 nuclearsafety.gc.ca 24

26 Fracture Tughness fr Pressure Tubes CNSC Regulatry Oversight (3/3) During Part 1 Hearing, the Cmmissin requested CNSC staff t strengthen the licence cnditin n fracture tughness mdel fr HEQ in excess f 120 ppm: Updated: Befre hydrgen equivalent cncentratins exceed 120 ppm, the licensee shall demnstrate that pressure tube fracture tughness will be sufficient fr safe peratin beynd 120 ppm. Cmpliance verificatin criteria fr the Licence Cnditin are defined in the Licence Cnditins Handbk CNSC staff will reprt t the Cmmissin n status f the pressure tubes thrugh the annual Regulatry Oversight Reprt (ROR) fr Canadian Nuclear Pwer Generating Sites Bruce Pwer will nt be allwed t perate beynd 120 ppm HEQ until the fracture tughness mdels have been accepted by CNSC staff nuclearsafety.gc.ca 26

Adequate safety margins will always be maintained 2. Strng knwledge f degradatin mechanisms f pressure tubes 3. Bruce Pwer has an effective pressure tube inspectin and mnitring prgram 4. A rbust regulatry versight prcess is in place fr CNSC staff t ensure Bruce Pwer will meet its cmmitment nuclearsafety.gc.ca 27

32 Cnclusins and Recmmendatins Overall Cnclusins CNSC staff cnclude that as per sectin 24(4) f the NSCA: Bruce Pwer is qualified t carry n the activities authrized by the licence; and In carrying n the licensed activities, Bruce Pwer has made, and will cntinue t make adequate prvisin fr the prtectin f the envirnment, the health and safety f persns and the maintenance f natinal security and measures required t implement internatinal bligatins t which Canada has agreed nuclearsafety.gc.ca 32

Renew the PROL t authrize Bruce Pwer t cntinue t perate Bruce A and B fr a perid f 10 years, pursuant t sectin 24 f the NSCA 2. Cnslidate the three specified licences (Class II and Nuclear Substances) int the PROL 3. Authrize Bruce Pwer t perate Bruce A and B up t 300,000 EFPH nuclearsafety.gc.ca 33
