4 EXECUTIVE SUMMARY In 2005, the Asian Development Bank (ADB) financed a Project Preparatory Technical Assistance (PPTA) to provide consultants that will assist the Northern Power Project Management Board (NPPMB) in the preparation of Initial Environmental Examination (IEE) for the following three core subprojects: (i) 500 kv Son La- Hoa Binh and Son La - Nho Quan transmission line, (ii) 220 kv Thanh Hoa-Nghi Son-Vinh transmission line, and (iii) extension of Van Tri 220 kv substation. The IEE for Son La Hoa Binh Nho Quan Transmission Line (TL) and 220kV Thanh Hoa Vinh Transmission Line Subprojects were both approved by ADB and the Government of Viet Nam and will be updated and finalized following the detailed design, subject to ADB review and approval. For the Van Tri Substation, it was determined during the PPTA that no land acquisition will be involved and no IEE was prepared. The PPTA consultants also prepared an Environment Policy Framework to guide the NPPMB in the preparation of IEE for the following subprojects: (i). Son La - Hiep Hoa 500 kv Transmission Line (TL); (ii). Quang Ninh - Mong Duong 500 kv TL; (iii). Hiep Hoa 500 kv substation; (iv). Expansion of 500kV Thuong Tin; and (v). Ha Tinh - Thach Khe 220 kv TL At present, two subproject (Ha Tinh - Thach Khe 220kV T/L and Quang Ninh - Mong Duong 500kV T/L) have been replaced by three new subprojects (500kV Nho Quan substation 2nd transformer, 220kV Tuyen Quang substation and 220kV Bim Son substation). To utilize the loan savings, the Electricity of Viet Nam (EVN) with the agreement of ADB decided to add three more subprojects into the Loan 2225-VIE namely Kim Dong 220kV substation, Hai Duong KV substation and Thuong Tin-Kim Dong 220kV T/L. As such, in the VIE-2225 framework, there are 12 subprojects namely (i) Son La Hoa Binh Nho Quan 500kVTransmission Line, (ii) 220kV Thanh Hoa Vinh T/L; (iii) Son La - Hiep Hoa 500 kv Transmission Line; (iv) Expansion of 500kV Thuong Tin; (v)extension 220kV Van Tri Substation; (vi)hiep Hoa 500 kv substation; (vii) 220kV Bim Son substation; (viii) 220kV Tuyen Quang substation; (ix) Extension 500kV Nho Quan substation 2nd transformer; (x) Kim Dong 220kV s/s; (xi) Thuong Tin-Kim Dong 220kV T/L; and (xii)hai Duong KV s/s. On February 2, 2010, Northern Power Project Management Board (NPPMB) and VICA International Consultants Company (VICA) signed a consultancy contract on Resettlement and Environmental Consultancy of Northern Power Transmission Expansion Project funded by ADB. VICA will help NPPMB to supervise the environmental compliance of subprojects during the construction and operation stages. In 2011, the 4th, 5th, 6th and 7th monitoring reports were prepared and submitted to NPPMB. In 2012, the 8 th, 9 th, 10 th and 11 th monitoring reports prepared by VICA were implemented in April, June, September and December, respectively Due to the changes on the list of subprojects and other issues during the project implementation, there was a need to have corrective action plan to comply with the requirements of the ADB environmental safeguards. To assist the NPPMB in its compliance with the environmental safeguards of ADB, a local implementation consultant (LIC) for the environment was employed in the project. The LIC was engaged in the project for 22 months, starting March Semi-Annual Environmental Monitoring Report Page 4

5 Since then, on behalf of NPPMB, LIC Environment has provided support to VICA consultants to ensure the environmental compliance of the whole VIE-2225 project to ADB Safeguard Policy Statement (SPS) 2009 and environmental regulation of the Government of Viet Nam. This semiannual environmental monitoring report was prepared with information provided mostly from results of 10th and 11th monitoring reports prepared by VICA covering the period from July to December Some information has been referred to the 3 rd and 4 nd Quarterly Reports prepared by LIC and submitted to NPPMB and ADB. The preparation of semiannual report was additionally requested by ADB during its Review Mission to Vietnam in September To develop the report, the LIC has worked with the NPPMB, VICA and local authorities in subproject areas to update the environmental compliance of the subprojects and conducted site visit and public consultation in Hai Duong 2 220kV Substation. 6 1. OVERVIEW 1.1 Project Background 1. Project Northern Power Transmission expansion sector represents a 5- year time slice of Electricity of Viet Nam s (EVN) transmission expansion program, covering 500kV and 220kV transmission lines, and associated substations. The project covers the northern part of Viet Nam which is relatively poor. The project will enable power to be supplied to the planned industrial zones in the region, thereby facilitating employment and income generating opportunities. Thus it will benefit the poor and ethnic minorities living in the project area. The project will also create the potential for power interconnection between Viet Nam and the People s Republic of China. 2. The Project is to (i) strengthen the northern transmission network to improve system s reliability and quality of supply, (ii) facilitate power transmission by removing transmission bottlenecks, (iii) reduce transmission losses, and (iv) facilitate efficient utilization of existing and planned power plants. 3. The Project was approved on 21 December The loan agreements were signed on 22 August 2006 and declared effective on 24 November 2006 for a total loan amount of $360 million. Original loan closing date was 31 December 2010 and extended on a one-time basis to 31 December Under the Project, nine subprojects comprising three core subprojects, three non-core subprojects and three replacement subprojects have been implemented in Northern Viet Nam. The three core subprojects are: (i) 500 kv Son La- Hoa Binh and Son La - Nho Quan transmission line, (ii) 220 kv Thanh Hoa-Nghi Son-Vinh transmission line, and (iii) extension of Van Tri 220 kv substation. Three noncore subprojects are: i) Son La - Hiep Hoa transmission line; (ii) expansion of Thuong Tin 500 kv substation; and (iii) Hiep Hoa 500 kv new substation. Three subprojects which replaced originally proposed Ha Tinh-Thach Khe and Quang Ninh - Mong Duong transmission lines are: (i) expansion of the Nho Quan 500 kv substation (2nd transformer), (ii) Tuyen Quang 220 kv new substation and (iii) Bim Son 220 kv new substation. The above three replacement subprojects were decided based on the priority electricity supply requirements. 5. Three additional subprojects have been proposed for implementation utilizing the loan savings of about $29 million. The proposed new projects are: (i) Hai Duong 220 kv new substation; (ii) Kim Dong 220 kv new substation; and (iii) Thuong Tin - Kim Dong 220 kv transmission line. 6. As such, in the VIE-2225 framework, there are 12 subprojects namely (i) Son La Hoa Binh Nho Quan 500kVTransmission Line, (ii) 220kV Thanh Hoa Vinh T/L; (iii) Son La - Hiep Hoa 500 kv Transmission Line; (iv) Expansion of 500kV Thuong Tin; (v) Extension 220kV Van Tri Substation; (vi)hiep Hoa 500 kv substation; (vii) 220kV Bim Son substation; (viii) 220kV Tuyen Quang substation; (ix) Extension 500kV Nho Quan substation 2nd transformer; (x) Kim Dong 220kV s/s; (xi) Thuong Tin-Kim Dong 220kV T/L; and (xii)hai Duong KV s/s 7. NPPMB and CPPMB are two implementing units. Out of the nine approved subprojects, NPPBM is implementing eight subprojects and CPPMB is implementing one subproject which is Hiep Hoa 500 kv new substation. 8 8. In the implementation progress, international and domestic experts will assist NPPMB and CPPMB in environmental management planning and implementation of resettlement plans. 9. VICA Consultants International Company Ltd. (VICA) has been engaged by NPPBM since February 2010 to provide services in preparation of safeguards (environment and resettlement) documents. VICA will also help NPPMB to supervise the environmental compliance of subprojects during the construction and operation. 10. To further assist NPPMB to review safeguards documents to ensure compliance with ADB safeguards policy and to monitor implementation of the safeguards the local implementation consultant (LIC)- environment has been engaged in a lump-sum contract for 22 months, starting from March, This semiannual environmental monitoring report will mention on: (i) spot check environmental compliance of sub projects under VIE-2225 Loan covering the period from July 2012 to December 2012 and (ii) recommendations to improve the environmental safeguard compliance in the next period 1.2 Objectives and Study Approach 1. At present, among the 12 subprojects, the 220kV Thanh Hoa Vinh T/L was constructed with no significant environmental impacts, 220kV Bim Son Substation, 220kv Tuyen Quang started construction on December and there were also no anticipated significant environmental impacts. The IEEs of the three new subprojects: (i) 220 KV Kim Dong substation; (ii) Thuong Tin Kim Dong T/L and (iii) Hai Duong 2 substation were approved by ADB and are currently under the bidding stage. The remaining six subprojects are operational and no significant environmental issues are of concern. 2. The main objectives of the project monitoring are to implement the environmental monitoring program; assess the environment condition at the construction sites; and strengthen the effectiveness of the environmental monitoring system with the participation of the relevant stakeholders. 3. To achieve these objectives, the methodology employed are the following: 4. Review of project documents- IEEs, Loan Agreement, Project Documents, Environmental Monitoring Reports, Memorandum of understanding from ADB s missions, ADB s SPS 2009, ADB s Guidelines on environmental assessment, and the 10 th and 11 th Environmental Monitoring Report prepared by VICA; 5. Maintain close dialogue with ADB Safeguard Specialists, NPPMP, CPPMP, VICA, LIC social, CMCs, contractors, and local authorities; and 6. Site visits. Several visits were conducted to spot check the environmental compliance in the following subprojects- 500kV Son La Hiep Hoa transmission line; 500kV Hiep Hoa substation;, 220kV Thanh Hoa Vinh transmission line; Van Tri; Thuong Tin- Kim Dong; Kim Dong substation; Hai Duong 2 substation; and Hiep Hoa substation. 2. ENVIRONMENTAL COMPLIANCE OF SUBPROJECTS The status of the environmental compliance of the subprojects and LIC activities are summarized in Table 1. Semi-Annual Environmental Monitoring Report Page 8

12 kv Son La- Nho Quan- Hoa BinhT/L and 500kV Son La-Hiep Hoa T/L Subprojects Background of 500 kv Son La- Nho Quan- Hoa BinhT/L 7. The length of transmission line is 289.9km, in which the double circuit is 177km and two single circuits are 28.6km and 77.3km. The subproject passes through the provinces of Son La, Hoa Binh and Ninh Binh provinces, 11 districts, and 36 communes. The transmission line includes a 25km offshoot line to a switch bay in Hoa Binh. The subproject is comprised of the construction and installation of; (i) 269 km of double circuit 500kV transmission line and associated composite optical fiber earth wire, (ii) 500kV, 65MVar Shunt Reactor, (iii) 500kV capacitor, and (iv) 500kV switch gear. The construction component of subproject completed and the transmission lines were put in use in December This is one of the three core subprojects aimed to improve the electricity branch structure of the Northern Transmission Power Cooperation (NPT) and the power supply capacity in Viet Nam. 8. The transmission line was fully energized in November 2010 and has been transmitting power from Son La hydropower since December Background of 500kV Son La - Hiep Hoa Transmission Line 9. The total length of Son La-Hiep Hoa T/L was km. The right-of-way (ROW) of the T/L was determined in the Decree No. 106/2005/NĐ-CP and for 500 kv transmission line which was delimited by two vertical planes in parallel to the line on two sides and the distance from the planes to the nearest wire was 7m. The average width of the ROW was 30.45m. The starting point of Son La Hiep Hoa 500kV T/L was the Son La 500KV substation and the ending point was Hiep Hoa 500KV substation. The T/L traversed 19 districts. 10. The transmission line has been in operation since 31 March 2012 and it is temporarily under the management of the operation unit Environmental Compliance of 500kV Son La - Hiep Hoa and Son La-Nho Quan-Hoa Binh Transmission Line 11. On May 2011, VICA carried out its 4 th monitoring mission to some sites of the subprojects. It was found that there were no environmental issues during the operation of the subproject. It was also reported by the local resident living along the ROW of the subproject that there was no significant impact of electromagnetic field during the operation of the subprojects. Picture 1. In December 2012, LIC provided support to VICA to carry out its 11 th environmental monitoring mission to spot check to the site to ensure that the electromagnetic field will not be a significant impact in the subproject area. Hoa Binh PTC Picture 3: North West PTC kV Son La-Hoa Binh-Nho Quan T/L and 500kV Son La-Hoa Binh subproject are supervised and managed by the Hoa Binh Power Transmission Company (PTC) and North West Power Transmission Company, respectively. The consultant team worked with Hoa Binh PTC and North West operation units to review the existing management of two transmission lines under the project. The key contents focus on type of ROWs, guidelines and frequency of ROW and tower inspection, waste collection after ROW clearance, and other potential problems that may be encountered during the operation of the transmission lines. 14. Operation Management: The number of workers of each unit is approximately 20 persons. Their duties are to operate and maintain not only towers under the project but also other towers allocated by National Transmission Line Company. Each worker performed five field inspections in a month to inspect tower and ROW allocated and the maintenance of the transmission line. The remaining working days are spent at the office unit. All offices are provided with sanitation facilities including drainage, hygienic toilet with septic tank and waste bins for waste collection. Thus, the environmental impact of the operation of the office is insignificant. 15. Right of way (ROW) maintenance: The type of ROWs under two these transmission lines are the following: (i) Plantation forest (i.e. in Tam Duong, Moc Chau districts) or (ii) Natural forest (i.e. in Mai Chau, Moc Chau districts); or (iii) Rice or crop fields (corn and cassava) (i.e. on the plain in Nho Quan district, on the hill in Mai Son district). ROW maintenance plays an important role in power transmission operation. The frequency of transmission line inspection is specified by the National Transmission Line Company as: ROW inspection (including ROW clearance, if any): (i) during the day/ day time: every month; (ii) at night time: every three months; Technical inspection: (i) At unit: every month; (ii) at power transmission branch: every three months; Intensive inspection: prior to holidays such as New Year, Independent day, Labour day, political or socio-economic events such as Party congress, National Assembly meeting, People s Council meeting, extreme weather conditions such as storm, heavy rain, or overloaded transmission line; and Incident inspection: Accidents (i.e. lightning, for example). 16. Based on the IEE, the use of chemicals like herbicides and pesticides in ROW clearance has the potential to have a significant impact on the environment. In the project, all transmission line units confirm that no pesticides and herbicides were used during ROW maintenance. Semi-Annual Environmental Monitoring Report Page 13

Waste collection after clearance: For grasses and small trees, the leaves cut from the clearing operation were left inside the tower for natural decomposition. However, no more weeds can develop inside the tower; there is no impact on the tower. For larger trees, the timber is given to the owners. 18. Difficulties in ROW management: Some sections of ROWs in the Son La-Hiep Hoa 500kV transmission line were not accounted and officially handed to the operation units. In order to facilitate the transfer of management to the operation unit, NPPMB should conduct the inventory of trees and properties inside the ROW. Other ROWs for the transmission line are properly maintained. Semi-Annual Environmental Monitoring Report Page 14

Labor safety: To ensure work safety in an electric company, safety procedures and guidelines are prepared and applied by all operation units including: (i) Decision No. 1186/QD-EVN dated 07/12/2011 issued by EVN on Standard No. QT-03-01; (ii) Decision No. 0299/QD-NPT dated 12/11/2012 issued by NPT on Standard No. QT Safety training is conducted annually and personnel protective equipments (PPE) are provided to all the workers. Personnel protective equipment consist of clothing, helmet, boots, for each Semi-Annual Environmental Monitoring Report Page 15

16 worker and one electromagnetic field protective clothing for each unit when working on tower operation. For the large repair of transmission line, the PPEs is included in the general work cost. As regulated, health of all workers are examined all workers health are examined every six months at the given hospitals or clinics. However, prior to working on the electricity tower, health examination must be conducted at medical room under transmission line unit. 22. Hazard and Risk Management: Landslides surrounding the tower, lightning are some incidents arisen at Son La Hiep Hoa 500kV transmission line. The occurrence of storms or heavy rains is the main reason for these incidents. To protect the base of the tower, revetment and Semi-Annual Environmental Monitoring Report Page 16

17 drainage are constructed surrounding the tower (Photo 14-15). However, the revetment would sometimes slide the tower No. 90, for example. (Photo 16-37) Picture 14. Transmission lines are a potential hazard to aircraft during takeoff and landing. To ensure safety, each tower with over 70 m high will be painted red and white colors to improve the visibility to pilots and lessen the risk of collision. 24. Electromagnetic field: As regulated in IEE, EMF should be annually measured, yearly at the least. However, only EMP of Son La Hiep Hoa 500kV transmission line has been measured many times by power transmission branches up to the monitoring time. For Son La Hoa Binh Nho Quan 500kV transmission line, only Tay Bac Transmission Unit has carried out electromagnetic field measurement at two locations out of the ROWs, closed to residential area at tower No.95 and 96 Na Bo commune, Mai Son district, Son La province. 25. CPPMB is implementing Hiep Hoa 500 kv substation project. The substation is to be powered by Son La hydropower station through 300 km long 500 kv transmission line. Prime Minister s approval for construction and investment plan of 500 kv Son La-Soc Son transmission line in was obtained in The original location of substation was proposed at Soc Son. In April 2006, it was decided to move the location of the 500 kv substation from Soc Son to Hiep Hoa situated about 10 km north because the original location is a flood prone area and the provincial authorities not agreeing to the. Two of the three 500 kv power transformers of Hiep Hoa substation were commissioned on 17 December 2011 and the third unit was commissioned on 27 March Picture 20. Hiep Hoa 500kV substation was built to meet the increasing demand of electricity in the the Northern power system, especially Hanoi area, while receiving power from the hydropower plants in the Northwest area and thermal power plants in the Northeast area, especially Son La hydro-power plant and Quang Ninh and Mong Duong thermal-power plants. Besides, Hiep Hoa Substation creates circuit connections between the regions in the electrical system, enhancing the safe operation and the stability for the national electricity system, reducing power loss in the transmission network. Therefore, the construction of Hiep Hoa 500kV substation is needed for the improvement of the national electricity system Environmental Compliance 28. On March and September 2012, LIC visited the site and on June and December 2012, VICA has carried out the 11th monitoring mission to the project site. It was reported that there were no significant environmental issues in the area from the operation of the project. The following were observed during the site visits: 29. Hazardous wastes management: Electrical transformers and other substation equipment used oil for insulation and cooling. There are three transformers using a total of 50 tons of oil. The oil used in the equipment does not contain PCB. However, disposal of equipment containing oil must follow the guidelines on the proper disposal of hazardous wastes. In order to prevent a potential oil leak to surface water, the site will be graded to direct surface runoff to two underground oil ponds (about 100 m 3 for each). A berm was built around all oil-filled equipment and a buried drain pipe will direct surface runoff, along with any oil, to the oil pond. Any accidental release of oil will be contained until it can be collected, transported, treated and disposed by an accredited hazardous waste transporter, treater and disposal plant. These mitigating measures will minimize the potential impacts on the environment of the accidental release of oil. Picture 22.: Two underground oil ponds at Hiep Hoa 500kV Substation 30. The substation will be equipped with batteries to provide backup power for monitoring, alarm, protective relaying, instrumentation and control, and emergency lighting during power outages. Batteries are normally replaced when they are damaged. The damaged battery is considered as a hazardous waste. Damaged battery, and other wastes such as small batteries (AA or AAA), and fluorescent light tubes will be collected, transported, treated and disposed by an accredited hazardous waste transporter, treater and disposal plant. The substation manager board is planning to buy containers for hazardous wastes in the next quarter. Semi-Annual Environmental Monitoring Report Page 19

20 Picture 23.: Battery room at Hiep Hoa 500kV Substation 31. Fire prevention system: The operation of the substation is subject to the risk of fire hazard. Incidents such as downed power lines or equipment failure could generate sparks and start a fire. However, the risk of fire was minimized on the installation of high-speed relay equipment. Moreover, a fire fighting system is installed around the substation during the construction phase for fire prevention (Photo 46-49). Also, fire-extinguishers are placed in the substation (Photo 45, 47). All equipment are regularly checked. 21 32. Substation security. In terms of safety and security, the following should be regularly inspected- fences, gates, signs, alarm system, lighting system, camera, ground wire system, fire protection equipment, oil-filled equipment. Warning signs are installed at danger sites (Photo 50). There are more than 70 high-voltage lamps installed inside the substation with adjusted intensity. As regulated, health examination is conducted twice a year for all workers working at the substation and at the transmission lines. 34. Electromagnetic field: As soon as operation, NPPMB cooperated with many relevant stakeholders including DPCs, CPCs, operation units at project sites to measure EMF at Semi-Annual Environmental Monitoring Report Page 21

22 project site (See annex 3). It was observed the safety system is in place and the operation staffs are aware of the EMF impact and prepare the working shift plan to respond to the issue 35. Other concerns: There are a total of 21 workers in the substation and four workers are assigned per shift. The control house is designed to meet all the daily needs of the workers, including the following: (i) Domestic waste baskets; (ii) Sanitary toilet with septic tank; (iii) Trees in front of control house to reduce noise and improve microclimate for workers; (iv) Runoff drainage around the substation designed with manholes to keep sand and silt, bar screen for large waste, which is separated with the beam system to oil ponds; (v) The construction of substation has impact on the water flow. Thanh Hoa - Vinh 220 kv Transmission Line was one of three core subprojects of Northern Power Transmission Expansion Project (other two projects are 500 kv Son La- Nho Quan- Hoa Binh T/L and Van Tri S/s). The line has a length of km passing through ten districts of the two provinces of Thanh Hoa and Nghe An. 38. The 220kV Thanh Hoa Vinh transmission line will be connected to three substations. For the project activities, the feeder bay of all three substations would be constructed to expand the substation including (i) 220KV Thanh Hoa Substation, (ii) 220kV Nghi Son Substation, and (iii) 220KV Hung Dong Substation. At this quarter, only 220kV Hung Dong Substation has started construction Environmental Compliance 39. In order to take over the supervision duties from VICA starting in 2013, LIC started the spot check monitoring to some sites of subproject in Vinh city, Nghi Loc and Dien Chau district, Nghe An province in September In particular, LIC has visited the Hung Dong 220Kv S/S, which is the ending point of the 220KV Thanh Hoa-Vinh S/S. In Nghi Loc districts, LIC visited some towers and consulted with some DPCs of Nghi Van and Nghi Hung. Similarly, LIC has visited some towers and consulted with some DPCs of Dien Cat and Dien Tho in Dien Semi-Annual Environmental Monitoring Report Page 23

24 Chau district, Nghe An province. Most of the visited towers are located in sensitive areas of road crossing, cemetery, river, worker camp, material storage locations. 40. The observations from the site visits and consultations are the following; (i) There are no significant environmental pollution due to the construction activities; (ii) the construction of tower foundation has temporarily affect the agriculture practice and in order to address the temporary impact, the contractors/nppmp compensated the affected people; (iii) the construction of tower foundation has temporally stopped in prevention forest in Nghi Loc district and angle tower position due to land conversion agreement with the Nghi Loc forest management and the lacking of spare part of the angle tower which should be supplied by NPPMB; (iv) the consulted CPCs agreed and supported the subproject and suggested that the best month for the tower construction is in November or December, after the harvest season of farmers; and (v) some household under the ROW of the T/L are concerned on the health effects of electromagnetic field during the operation of the subproject; 41. On November 2012, VICA carried out the 11th monitoring mission to some sites of the subproject. Up to the monitoring time, 93% of tower foundation and 22% of tower erection completed (Annex1), the project progress is behind the agreed schedule for the following reasons: (i) The handover sites to contractors is pending: 26 towers (accounting for 7%), in which: 10 towers from No. 160A to No. 169A in the protection forest (Nghe An province) are in need of the Government s permission and 16 towers located in the resident land: no agreement with the compensation price is the reason that the sites is not handed over to contractors; (ii) Accessories for tower erection and stringing are not fully supplied by NPPMB. 42. The contractors complied with the mitigation measures to minimize the impact on the environment and on the people in the project area. In particular, there are some issues as following: (i) Rehabilitation of the project area upon completion of site work has been mostly conducted by contractors; (ii) Some sections of the existing roads were used as access road. The contractors have consolidated or repaired after construction completion. In particular the contractors have back filled the top soil, to repair the access roads; (iii) Construction materials gathered at the road side could obstruct the traffic safety but only in some road sections; (iii) The domestic and construction waste were found in some construction sites; (iv) Even the contractors have been complied with labor safety regulations by wearing labour protective equipment, especially helmet, safety belt for workers; but there some workers are not using boots and gloves at the construction site. 26 43. Domestic wastes were scattered at some towers. The wastes are mainly from tower erection activity such as papers placed between tower bars (Picture 42-43). Some domestic wastes and remaining construction material are also found at towers No. 34A and 28A (Picture 44-45). The domestic wastes produced at houses renting for workers are often collected by local environmental unit. However, domestic wastes generated at project camps are not often collected. Contractors should follow the guidelines on the collection and disposal of wastes. Labor Safety: Only a limited towers are under erection during the monitoring time because each contractor have one or two teams (each team consisting of 12 workers) for tower erection, and each team can be erected for one tower. As mentioned in the previous Semi- Annual Environmental Monitoring report, work safety is especially taken notice during tower erection. Objects and workers falling from height are reminded by contractors. Even the contractor has been complied with work safety regulations by equipped labour protective equipment, especially helmet, safety belt for workers; some workers are not using boots and Semi-Annual Environmental Monitoring Report Page 26

27 gloves at the construction site (Picture 44-45). The consultant team still reminds all workers and all contractors taking more notice on that for the next towers and coming activities. Although there were no reports of any accident to local people on the sites, the contractors shall pay attention to having signs and fencing placed fully in order to ensure occupational safety during construction. The site restoration shall be performed for the next works; the sites shall be cleaned right after the construction phase is completed; impacts on traffic and irrigation shall be immediately resolved; Continue monitor the operation of equipments and construction machines follow the regulations; strictly follow the regulations on hygiene and environmental protection and work safety. 46. Since the subproject is still in progress, environmental monitoring should be continuously observed in the next quarter. In addition, the capacity building for stakeholder could be an issue. LIC with supported by NPPMB will work closely with VICA to make sure the environmental compliance in whole subproject areas kV Bim Son substation and 220kV Tuyen Quang substation Background 47. Subproject of Tuyen Quang 220kV substation is proposed in order to meet capacity transmission for Tuyen Quang Provincial load in particular and for Northern Vietnam region in general; enhance reliability and safety of power supply and power quality for Tuyen Quang s and Northern Vietnam region s power network. The project creates combination among regions in Northern Vietnam mountainous power system that is an important basis to operate system that is stable and contributes to reduce the loss of capacity of the system. The proposed Tuyen Quang 220kV substation is located on low hill area planting eucalyptus and tea in Kim Phu Commune, Yen Son District, Tuyen Quang Province. 48. The proposed Bim Son 220kV substation is located in Bac Son ward, Bim Son town, Thanh Hoa province. Main project features are the 220kV side, the 110 kv side and The 35kV and 22kV side. Main objects of subproject are contributing to meet the electricity supply demand for Bim Son town and industry zones, strengthen and enhance networks that provide the long-term stability and reliability for two provinces Thanh Hoa and Ninh Binh; To increase stability, operational safety for power network and reduce the loss of electric energy, the loss of power in the grid and contribute to raise the efficiency of electricity production and trading of Semi-Annual Environmental Monitoring Report Page 27

28 EVN. Therefore, 220kV Bim Son substation will play an important part in the power source which mainly supply electricity for the fast development of load in this area Environmental Compliance 49. The civil work contracts have just been awarded to contractors. It is expected that construction will commence in late December. The civil works contracts are estimated at $3.343 million and $3.623 million for Tuyen Quang and Bim Son substations, respectively. 50. There is no need to do spot check monitoring this year because the project has just commenced construction in December. 51. However, LIC will work closely with NPPMP to conduct the spot check environmental monitoring in the July Three additional subprojects of 220kV Kim Dong Substation, 220kV Thuong Tin Kim Dong T/L and Hai Duong 2 S/S 52. There are three additional subprojects for VIE-2225 in order to utilize loan savings. The three subprojects are Hai Duong 220 kv new substation, King Dong 220 kv new substation, Thuong Tin - Kim Dong 220 kv transmission line. 53. VICA is responsible for the preparation of IEE and CEP in order to comply with the ADB SPS 2009 and Government, respectively. LIC reviewed and evaluated the IEEs of Kim Dong 220kV S/s and 220kV Thuong Tin-Kim Dong T/L. 54. LIC was also requested by NPPMB to prepare the IEE for 220KV Hai Duong 2 S/S. Several meetings with NPPMP and ADB Safeguard Specialist were conducted in order to help the LIC to understand the project and properly prepare the IEE. 55. LIC was also requested by NPPMB to prepare the IEE for 220KV Hai Duong 2 S/S. LIC was requested to organize the public consultation in project area of Hai Duong 2 S/s. Public consultation meeting was held in 21 April 2012 in An Phu commune, Kinh Mon district, Hai Duong province. The revised IEE has also been approved by ADB on September, Picture 48. The proposed site for the 220kV Kim Dong S/S in Toan Thang commune, Kim Dong district, Hung Yen province (close to the National Road No 18) Picture 49. LIC suggest that the three subprojects would be closely monitored during the construction in the next half year of Before that, however, LIC will provide support to NPPPM to ensure the agreed EMP should be incorporated in the bidding documents. 3. CONCLUSIONS AND RECOMMENDATIONS 3.1 Conclusions 57. Overall, the contractors implement the mitigation measures during the construction phase and site restoration after the completion of construction kV Son La Hiep Hoa and 500kV Son La-Nho Quan-Hoa Binh transmission line subproject have operated properly and up to now there is no accident or problem recorded. Site restoration for borrowed lands was completed; affected road has been repaired; electrical field intensity inside and outside of ROW are lower than permitted level; the ROW distance has been maintained kV Hiep Hoa substation subproject is also operated properly. Up to the time of the monitoring trip, there is no accident recorded. The management and operation unit is also closely monitoring the cleanliness and fire prevention in the project area and control house. Site restoration for borrowed road, canal closed to the substation has been done completely. the electromagnetic field (EMF) is under safe condition kV Thanh Hoa Vinh transmission line subproject has completed construction of nearly all the tower foundation and the contractor is starting to construct the tower installation and stringing. The impact on local environment from subproject activities is unremarkable; site restoration for borrowed land has been done well Kv Bim Son and 220kV Tuyen Quang Substation are just being constructed. No environmental concerns were observed. 62. IEEs of 220 kv Thuong Tin- Kim Dong subproject, Kim Dong S/S, Hai Duong 2 S/S are being finalized with the guidance of ADB. 3.2 Recommendations 63. For the environmental concerns, the consultant recommendations the following to help the stakeholders improve the implementation of the environmental management plan: Semi-Annual Environmental Monitoring Report Page 29

30 kV Son La Hiep Hoa transmission line subproject: continue maintenance activities on the ROW, regularly inspect occupational safety along the transmission line; periodically measure the intensity of electrical field; ensure safety for maintenance workers during their work on the line kV Hiep Hoa substation subproject: Continue maintain the substation well and ensure the safety for operation workers; conduct medical examination periodically for operation workers; equip and maintain fire fighting gear regularly. It is needed to periodically monitor the electromagnetic field (EMF) kV Thanh Hoa Vinh transmission line subproject: The site restoration shall be performed for the next works; the sites shall be cleaned right after completion, impacts on traffic and irrigation shall be immediately resolved, strictly follow the regulations on hygiene and environmental protection and work safety Kv Bim Son and 220kV Tuyen Quang Substation, 220 kv Thuong Tin- Kim Dong subproject, Kim Dong S/S, Hai Duong 2 S/S should be properly monitored in the succeeding site visits.
