2 National institutional framework The Parliament of the Republic of Moldova adoption of the state policy. The Government of the Republic of Moldova - approval of policy documents and legal framework on waste management: - The Ministry of Environment elaboration and promotion of the state policy; - The State Ecological Inspectorate the state control of the enterprises in the above-mentioned field. Ministry of Health - sanitary-epidemiological supervision of waste management Individuals and legal entities

3 Local institutional framework Local Public Authorities - coordination of activities on waste management at local level. Development of local waste management programs; co-ordination of the activity of all economical agents who work on subordinated territory; Systemic registration of the generation, accumulation, procession of waste; Provision of the public information concerning waste administration; Insurance of execution of the waste management laws at the local level.

4 Legal framework Laws: - Law on environmental protection, nr.1515-xii from ; - Law on Production and Domestic Wastes, nr.1347-xiii of ; - Law on the Payment for pollution of the Environment, nr XIII of Government Decision, strategies and programs: Government Decision No. 606 from On the national program for production and domestic waste utilisation. Government Decision No. 486 from Concept on salubrity of localities from the Republic of Moldova. Regulation on the transboundary transport of waste and its disposal (approved by the Government Decision No. 637 of ) which implements the Basel Convention.

9 Current situation in waste management Lack of equipment for the waste collection and transportation. Increasing the quantity of waste. Lack of capacities for the waste disposal. The waste dumps are common practice for household waste disposal. Waste disposal without any pre-treatment. No organized recycling system at the moment. Low level of public awareness about waste management. Annually above 1300 thou. tones are transported to the landfill (170 ha). The existing dumps for waste disposal in rural area come up to Dumpsites are often subject to uncontrolled burning. The total areas of these landfills are above 1300 ha.

10 Future legal and policy requirements for waste management Develop a new law on waste. Develop a law on chemicals. Develop the National strategy for waste management and the National program for waste management. Establish the Plan of a new landfill construction according to EU standard. Share the international experience in the field of solid waste management in order to promote the BAT and BEP. Comply with obligations taken by country in the frames of implementation of the MEAs.

11 Urgent action is needed Promote the separate waste collection, using different containers and modalities for their location (close or open platforms). Establishment of measures to minimize the distance of transportation of household waste by using a big volume truck, where it is possible. Increasing of recycling rate according with the national program of waste. Separation of packaging waste. Establishing of recycling centers for packaging waste. Treatment of electronic waste or other specific waste. Packaging waste reductions and changes in the manufacturing process. Use biodegradable materials. Reduce, reuse, recycle the amount of waste at source.

12 What cad we do? Harmonization of the national legislation on waste management at UE directives which will affect positively the public behavior due to increasing the degree of localities sanitation. Development of the National Strategy for waste management and local waste management program. Increase the education and public awareness through sharing examples of the waste impact on human health. Creating a adecvate infrastructure for waste management (separate collection, reuse, recovery and final disposal).
