3 Summary Action Plan Strategic Estuary Coordination Management Plan 2016: Revise the Exe Estuary Management Plan to update and reflect lessons learnt through social profiling and communication strategy works. Local Development Framework: Continue to work with the District and City Councils to progress. Management Measures: Support management measures as recommended by Disturbance Study, South-east Devon European Site Mitigation Strategy and Recreational Framework, working with user groups where appropriate and monitoring management prescriptions. Guidance on Moorings: Likely to be best achieved by signposting from EEMP website to websites of individual mooring authorities/associations. Annual Review 2015/16: Create report reviewing Partnership s achievements in 2015/16. Action Plan 2016/17: Prepare 2016/17 Action Plan for approval by Management Partnership. Investigate sources of long-term partnership funding as well as for one-off projects and events including development levies through the LDF. Mission Statement: Creation of a Mission Statement for the EEMP. Introduction The Exe Estuary Management Plan The Management Plan states the s (EEMP) objectives for a 5 year period from The Management Plan incorporates the Scheme of Management for the Special Protection Area (EC Birds Directive). Thereby identifying the actions needed to achieve favourable condition for the wildlife and supporting habitats protected under the SPA. An Interim Management Plan has been produced for Over this period, the Exe Estuary Management Plan will be revised to update and reflect lessons learnt through social profiling and communication strategy works through the Living with a Changing Coast (LiCCo) project, which concluded at the end of February The Interim Management Plan is the overarching document from which Action Plans were prepared from during the past 3 years. Future Action Plans will be prepared from the new Management Plan Throughout this Action Plan each objective is followed by a list of the Management Plan aims which it will contribute to achieving. Where the aims appear in bold this indicates those aims which are a requirement to the Scheme of Management for the SPA. The 2016 Management Plan will be based on The State of The Exe Estuary 2014, a scientific report displaying the information currently available on the condition of the environment. The Management Plan is the sole document from which the Exe Estuary Officer will be guided as an official representation of the Management Partnership s views and objectives. The Management Partnership The structure of the management partnership has existed since the mid 1990s and is the management group responsible for the delivery of the scheme of management for the SPA. The Management Partnership consists of the organisations that fund the group; Devon County Council, East Devon District Council, Teignbridge District Council, Exeter City Council, Natural England, Exmouth Town Council, Dawlish Town Council, the RSPB, Starcross Parish Council, Woodbury Parish Council and Lympstone Fishery and Harbour Association along with organisations invited due to their relevance and knowledge of the Estuary but who do not contribute financially to the Partnership. These are Devon and Severn Inshore Fisheries and Conservation Authority and the Environment Agency. 4

Strategic Estuary Coordination 1.1 Exe Estuary Management Plan 2016 A new Management Plan will be developed by the end of March 2016 to follow the Interim Management Plan The 2016 Management Plan will be based on The State of The Exe Estuary 2014, the recently completed scientific report displaying the information currently available on the condition of the environment. A Management Plan Review will take place during , to identify any gaps in delivery and ensure all objectives are met. It should incorporate actions that can attract funding for the management of the estuary, such as the Local Development Framework. Climate Change (2): Use local knowledge and existing surveys to analyse past occurrence of climate related incidents on social, economic and environmental aspects of the Estuary. Assess the effects of climate change on the SPA and identify suitable mitigation. Habitats and Designations (3.1): Achieve favourable condition status of the SPA, SAC and SSSIs. Improve understanding of the implications of climate change on management of the Estuary. Ensure all Estuary users comply with site legislation Ensure moorings within the Estuary do not affect the nature conservation features of the designated sites through the development of an integrated mooring management plan. Achieve greater appreciation and awareness of biodiversity Develop and produce an appropriate management framework to control and manage all fisheries 5

Strategic Estuary Coordination - Continued Farming and Farmed Landscape (4.1): Identify further and improve understanding about the link between catchment land use, water quality and sediment deposition in the Estuary (Water Framework Directive activities). Fisheries (4.2): Ensure that fisheries within the Exe are sustainable and have no adverse effect on the SPA. Recreation (4.3): Continue to work with recreation organisations (e.g. those representing sailing, mooring and angling) to optimise opportunities and minimise conflict and environmental damage. Tourism (4.4): Develop the Exe Estuary brand. Commercial and Other Uses (4.6): Better understanding of the effects of military & commercial activity on the Exe Estuary. Improve the understanding of the Estuary s natural environment and its economic value. Water Quality (5.2): Carry out regular pollution contingency plan exercises. Continue to maintain and improve chemical and biological water quality. Contingency Plan (7.1): Implement the reviewed Devon Coastal Pollution Contingency Plan and carry out regular exercises. Coastal Defence and Shoreline Management (7.2): Ensure that, wherever suitable habitats are seen as a natural form of sea defence & that opportunity is given to protect, maintain & enhance them. 1.2 Local Development Framework Continue to develop the evidence base necessary to support the charge of a levy on new developments in areas adjacent to the estuary on the basis that any increase in population will cause a subsequent increase in pressure on the site. Money generated through this levy will be used, through future Action Plans, to implement actions that help to alleviate this pressure, such as a review of user Codes of Conducts. 1.3 Management Measures The Exe Estuary Disturbance Study was completed in 2012, with the production a findings report and management suggestions for minimising disturbance to the overwintering birds that are the main feature underpinning the estuary s designation as a European Special Protection Area and Ramsar Site. Following completion of the report, the South-east Devon European Site Mitigation Strategy was published and the Exe Estuary Recreational Framework compiled information about 6

Strategic Estuary Coordination - Continued the current activities on and alongside the Exe Estuary, together with analysis of the perception of the existing behavioural controls that manage these activities. The Estuary Officer will continue to publicise findings of the reports and work with relevant agencies, local communities, user groups and clubs to instigate the management prescriptions proposed by the documents. Management measures which are implemented should be monitored to investigate their effectiveness. These management measures will include tackling such issues as driving on the foreshore, PWC (Personal Water Craft / Jet Ski) management, revision of the Zoning Scheme and raising awareness with local clubs and communities of particularly sensitive areas. These actions are necessary due to the increasing development in the area which will lead to an increase in the number of people living in close proximity to the Exe Estuary and therefore increased use of the Exe. The Officer will support the continued development of management prescriptions and will continue to attend the Habitat Regulations Working Group meetings to provide input into this work. The Officer may need to source additional funding to support these measures following the reduction in core contributions. The Officer should work with partners and Natural England to produce and implement an integrated monitoring plan for the designations of the Exe. Habitats and Designations (3.1): Limit conflict with recreational activities and protect nature conservation through revision of existing zoning Ensure recreational access and use does not adversely affect the designated sites Wildlife (3.2): Limit conflict with recreation & protect biodiversity through revision of zonation scheme Recreation (4.3): Develop an effective strategy for ensuring that the disturbance caused by recreational activities is minimised Seek to investigate the recreational capacity of the Estuary Commercial and Other Uses (4.6): Understand the effects of military and commercial and recreational activity on the Estuary Recreational Zoning Review Development that is currently underway and planned for the future around the Exe Estuary will result in an increase in the number of people living in close proximity to the Exe and therefore an increase in users of the Estuary. Several measures will have to be reviewed to mitigate the effects of this increase in users on the SPA (see section 1.3), including a review of the zonation for activities on the Exe. This review will look at whether the current zonation is fit for purpose or whether a new zonation scheme should be introduced, working with relevant authorities, wildlife organisations, user groups, local clubs, and communities in the area. 7

Strategic Estuary Coordination - Continued Habitats and Designations (3.1): Limit conflict with recreational activities and protect nature conservation through revision of existing zoning Ensure recreational access and use does not adversely affect the designated sites Wildlife (3.2): Limit conflict with recreation & protect biodiversity through revision of zonation scheme Recreation (4.3): Develop an effective strategy for ensuring that the disturbance caused by recreational activities is minimised Seek to investigate the recreational capacity of the Estuary Commercial and Other Uses (4.6): Understand the effects of military and commercial and recreational activity on the Estuary Codes of Conduct Review One of the management measures proposed will comprise of a review of the effectiveness of zoning schemes on the estuary in terms of both minimising bird disturbance and maintaining the safety of people enjoying recreational activities on the estuary. This review will look at whether the current zonation is fit for purpose or whether a new zonation scheme should be introduced, working with relevant authorities, wildlife organisations, user groups, local clubs and communities in the area. This scheme aims to help improve recreational management, which could include means of raising awareness and better enforcement of existing measures. A scheme for monitoring the effectiveness of the management framework proposed should be included. Habitats and Designations (3.1): Increase awareness of all users of the implications of the site designations Ensure all Estuary users comply with designated site legislation Limit conflict with recreational activities and protect nature conservation through revision of existing zoning Ensure recreational access and use does not adversely affect the designated sites Wildlife (3.2): Minimise the adverse impacts of recreational, commercial and military activities wherever possible Limit conflict with recreation & protect biodiversity through revision of zonation scheme Achieve greater appreciation and awareness of biodiversity 8

Strategic Estuary Coordination - Continued Recreation (4.3): Develop an effective strategy for ensuring that the disturbance caused by recreational activities is minimised Develop effective ways to promote and educate users about policy restrictions and controls within the Exe Estuary, boating safety and mooring standards Seek to investigate the recreational capacity of the Estuary Promote a comprehensive approach to safety Commercial and Other Uses (4.6): Understand the effects of military and commercial and recreational activity on the Estuary 1.4 Guidance on Moorings Development of guidance on moorings is likely to be best achieved by compiling Exe Estuary moorings information and signposting from the EEMP website to websites of individual mooring authorities/associations. Habitats and Designations (3.1): Ensure all Estuary users comply with site legislation Ensure moorings within the Estuary do not affect the nature conservation features of the designated sites through the development of an integrated mooring management plan. Recreation (4.3): Continue to work with recreation organisations (e.g. those representing sailing, mooring and angling) to optimise opportunities and minimise conflict and environmental damage. 1.5 Annual Review and Action Plan Create Annual Review report reviewing Partnership s achievements in 2015/16 and prepare Action Plan 2016/17 for approval by Management Group. 2. Community Projects 2.1 Education Delivery of 10 half day educational sessions at Exmouth LNR involving at least 300 students. Community Projects - Continued Climate change (2): Encourage responsible behaviour and increase public understanding of people s contribution to climate change and the likelihood of potential impacts. Wildlife (3.2): Achieve greater appreciation and awareness of biodiversity. Education and Interpretation (6.1): Improve awareness and understanding Improve education and interpretation facilities around the Estuary. 2.2 Clean Up Events Spring Clean Up: 2.30pm to 4.30pm, 9th May 2015 (Low tide 16.33) Autumn Clean Up: 3pm to 5pm, 20 th September 2015 (Low tide 16:51) Continue the success of the 14 events completed so far over the past 8 years. This will enable the 6 monthly theme of delivery that volunteers have become accustomed to. Where possible, coordinate with different sites to maximise coverage of the event over the whole estuary and attract press coverage. Consider maximising volunteer involvement when planning the date, times, refreshments and additional activities for the event (the autumn event is to continue to coincide with the MCS National Beach watch event). Continue to actively seek support and assistance from local organisations to aid delivery of the events. The Estuary Officer should work with the Litter Free Coast and Sea campaign to target sources of pollution and rubbish, specifically harbours and marinas. Identify wrecked hulks which should be removed from the foreshore, working in coordination with the Environment Agency. Wildlife (3.2): Increase awareness of the threats posed to wildlife by the presence of litter and waste Fisheries (4.2): Remove all fishing gear and infrastructure that is not being actively used. Water Quality (5.2): Educate and inform about the impact of human activities on water quality. Waste Management and Recycling (5.3): Promote regular beach and shoreline clean-ups Reduce the amount of waste, litter and fly tipping on the Estuary. Increase public awareness of waste and recycling 10

Community Projects - Continued 2.3 Bird Screen Creation of a bird screen at Exmouth using contributions from passengers of Stuart Line Cruises and path surface improvement at the site using Devon County Council Locality Funding from Cllr Bernard Hughes OBE. Signage and additional structures will be required on site, funded and co-ordinated with East Devon District Council. Habitats and Designations (3.1): Ensure recreational access and use does not adversely affect the designated sites Wildlife (3.2): Minimise the adverse impacts of recreational, commercial and military activities wherever possible Achieve greater appreciation and awareness of biodiversity. Recreation (4.3): Develop an effective strategy for ensuring that the disturbance caused by recreational activities is minimised Support sustainable improvements to access facilities on the Estuary Identify and promote further recreation opportunities and resources on the Estuary Commercial and Other Uses (4.6): Understand the effects of military and commercial and recreational activity on the Estuary 2.4 Exe Action and Issue Groups (Task and Finish Groups or User Groups) These groups will be used to involve the local communities in the work of the management partnership and to facilitate discussion of relevant issues. Exe Action and Issue Groups will: Have a clear, specific objective or purpose for meeting Will meet over a clearly defined time schedule Will seek to invite all relevant groups as well as be open to any interested individuals Address issues from the Management Plan identified by the EEMP All groups will be chaired by either the Forum Chair or Vice Chair. The Estuary Officer will attend and will accept agreed actions in order to achieve the group s objectives. Where actions are proposed that would incur a notable cost or are outside of those agreed in this action plan the Chair and Officer will present the recommendations to the EEMP for approval. Details of the groups, including minutes, will be available on the Estuary website with further opportunity for comment and input from those who have not attended. 11

12 2. Community Projects - Continued Recreation (4.3): Achieve a balance of interests on the Exe where conflicts arise. Increase awareness and understanding of each other s needs amongst users of the Exe. Continue to work with recreation organisations such as those representing sailing, mooring and angling to optimise opportunities and minimise conflict and environmental damage. Facilitate a responsible approach to any new recreation activities emerging on the Exe. 3. Public Awareness 3.1 Leaflets Exe Explorer was updated in November 2013 and Exe Activities was updated in April Al three of the main EEMP leaflets are in need of significant updating. The content of the leaflet will be revised to take account of suggestions received from local businesses. Leaflet stocks will be monitored, new print runs procured, and leaflets distributed to local outlets subject to available budget. Recreation (4.3): Identify and promote further recreation opportunities and resources on the Estuary. Public Transport and access (4.5): Promotion of sustainable transport to access the Estuary Encourage walking and cycling as a means of accessing and exploring the Estuary. Education and Interpretation (6.1): Improve education and interpretation facilities around the Estuary Ensure that an improved consistent approach to interpretation of the many qualities of the Estuary is created 3.2 Website Dedicate a minimum of 2 hours per week to keep the website up-to-date and fresh. Incorporate new services regularly to keep the website interesting and interactive to encourage regular visitors. Raise awareness of how and to whom to report incidents to. Increase usage of the website where possible through promotion and competitions. Continue to incorporate an art element to the website by promoting and displaying personal interpretations of the Exe by local schools and artists. Promote use of the recently added sightings page of the website as well as the website in general. Ensure that work relating to the LiCCo project is included on the EEMP website, with consideration to an interactive element such as a Forum page. Explore whether a new website design is feasible within budget constraints. 12

Public Awareness - Continued 3.3 Exe Heritage The Heritage Lottery Fund (HLF) bid re-submitted in November 2011, incorporating additional elements requested by HLF and working in partnership with the RSPB to create a combined larger bid was, unfortunately, unsuccessful. There is now a need to take stock and review options for action, after discussion with the HLF about whether it would be worthwhile making a revised bid. Funding opportunities should be explored to further promote the heritage of the Exe, following the development of heritage materials through the LiCCo project, which focussed on historical coastal change to illustrate the dynamic nature of the coast to prompt consideration of likely future changes. Further work could involve development of a photographic archive, story telling and sound clips and lead to the development of interpretative or educational materials. Habitats & Designations (3.1): Ensure all estuary users comply with designated site legislation. Ensure recreational access and use does not adversely affect the designated sites. History and Archaeology (3.4): Improve the general level of understanding of the value and sensitivity of historical and archaeological sites, features and related evidence. Take opportunities to celebrate the historic heritage of the Exe Education and Interpretation (6.1): Improve education and interpretation facilities around the Estuary Ensure that an improved consistent approach to interpretation of the many qualities of the Estuary is created 3.4 Newsletter Quarterly editions of the Exe Press newsletter will be produced and distributed via post and . Create clear links between all of the information services that the partnership provides ensuring a cohesive approach to information dissemination. Where possible display and promote the use of the Exe as an inspiring landscape for the creation of art. The newsletter contributes to a large number of the Management Plan objectives, by raising the awareness and level of understanding of readers to features included in the newsletter. Examples of specific objectives addressed through the newsletter include: Climate Change (2): Encourage responsible behaviour and increase public understanding of their contribution to climate change and the likelihood of potential impacts. 13

Public transport and Access (4.5): Promotion of sustainable transport to access the Estuary Commercial and other uses: Increase understanding of the marine related business activity on the Estuary and the economic benefits Water Quality (5.2): Educate and inform about the impact of human activities on water quality. Waste Management and Recycling (5.3): Increase public awareness of waste and recycling Education and Interpretation (6.1): Improve awareness and understanding on the following (long list) Coastal Defence and Shoreline Management (7.2): Improve public awareness of the impact of tidal flooding, storms and coastal erosion on people, property and the environment through the LiCCo project. Improve public understanding of coastal processes, sea level rise, and the wider impacts of climate change 14

Public Awareness - Continued 3.5 Exe Trail Interpretation Existing signage should be updated as appropriate to include newly developed parts of the Trail on the map and current information about the Estuary. Habitats & Designations (3.1): Ensure all estuary users comply with designated site legislation. Ensure recreational access and use does not adversely affect the designated sites. Recreation (4.3): Promote a comprehensive approach to safety Public Transport and access (4.5): Promotion of sustainable transport to access the Estuary Encourage walking and cycling as a means of accessing and exploring the Estuary. Education & Interpretation (6.1): Improve education and interpretation facilities around Estuary Ensure that an improved consistent approach to interpretation of the many qualities of the Estuary is created 4. Exe Estuary Forum 4.1 Network Development Review the Access database of EEMP stakeholders and the categorisation within it. Ensure compliance with Data Protection Act requirements. Ensure accuracy and that records are as up to date as possible. Carry out gap analysis and seek to secure new members from poorly represented or disengaged groups where appropriate and evaluate sectoral balance. Relate database to Excel database used for distribution of Exe Press newsletter. 4.2 Summer Festival Develop a summer Spirit of the Exe: Exe-Travaganza Festival to celebrate the beauty and value of the Exe Estuary in terms of commerce, recreation and wildlife. The aim of the Festival is to celebrate and promote the value and potential of the Exe Estuary as a whole and to raise awareness of the great opportunities tourists and locals can find in the estuary in terms of its global environmental importance as well as its economic and social value. Encourage all local community and voluntary groups, charities, businesses, recreational groups and environmental groups to be involved with the festival. 4.3 Exe Estuary Winter Forum The autumn / winter Forum will remain a more formal presentation based event to be hosted at the Council Chamber or Coaver Club at County Hall, scheduled for February The theme of the evening will depend on relevant issues at the time and will be agreed by the Management Partnership in due course. 15

Exe Estuary Forum - Continued The Management Plan Objectives relevant to Forum events depend to an extent on the themes covered in the events, but could potentially include all those listed for the newsletter at 3.4 above. Objectives not relating to themes could include: Public Transport and Access (4.5): Facilitate improved access for all Waste Management and Recycling (5.3): Prefer and choose businesses using and supplying sustainable packaging when purchasing or contracting services and suppliers. Increase public awareness of waste and recycling Education and Interpretation (6.1): Improve awareness and understanding 5. Partnership 5.1 Promoting the Partnership The Estuary Officer will liaise with local organisations and community groups whenever appropriate in order to raise the profile of the EEMP. Wherever possible events, such as the Estuary Clean Up, will be used to involve local organisations, clubs, societies, and community groups in the management of the Estuary. Press coverage will be a key component of any event in order to raise public awareness of the EEMP. Keep abreast of current local and National events and issues in order to respond promptly to enquiries and make the most of possible linkage with National events, e.g. The Marine Conservation Society National Beachwatch Big Weekend. The first meeting during June 2015 assesses progress so far and the meeting during January 2016 will be used to approve the 2016/2017 Action Plan. 5.5 Officers Working Group (OWG) The OWG will meet at four times to monitor progress a minimum of two weeks prior to the MG Meetings, to prepare items, additional meetings will be added if appropriate. The OWG will comprise of the Supporting Officers from each of the funding bodies. 5.6 Researching Funding Create a Funding Strategy to investigate sources of long-term partnership funding as well as for one-off projects and events including development levies through the LDF. Investigate potential sources of funding to improve the sustainability of the Partnership by encouraging additional partners to join as well as applying for one off grants to deliver a specific project or event. 5.7 Mission Statement Create a Mission Statement for the EEMP to outline the purpose of the Exe Estuary Partnership and to explain clearly what we do.
