It is about 700m east of village Rupapali. The maximum elevation is about 320 m from M.S.L and minimum is 299 m with the ground slope constituting a small hillock has been shown in the map/plan. Requirement) Manpower Requirement Skilled person - 01 Unskilled labour INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION (i) Identification of Project and Project Proponent Name of the Project: Stone Quarry at Village Rupapali, Tehsil Basna and District Mahasamund, Chhattisgarh Project Proponent Collector, Mahasamund granted Stone Quarry of Village Rupapali District- Mahasamund To Shri Jayant Kumar Choudhary for the quarrying of Stone for 10 years from to As per Environment Impact Assessment (EIA) Notification, (as amended) requires mining projects (new projects, expansion or modernization of existing projects as also at the stage of renewal of quarry lease) all the mining projects (new projects, expansion or modernization of existing projects as also at the stage of renewal of mine lease) irrespective of the lease area requires to be obtained prior environment clearance under the provisions thereof. Mining projects with lease area up to 50 ha are categorized as category B. Category B projects are considered by the respective State Level 7

4 Environment Impact Assessment Authority, notified by MoEF under the EIA Notification, Supreme Court of India in Special leave petition (C) dated 27 th February 2012 directs that leases of minor mineral" including their renewal for an area up to 25 ha or less be granted by the states/uts only after getting environment clearance from the MoEF. Further Government of India, Ministry of Environment and Forest issued guidelines dated 24 th Dec 2013 and amendments are made regarding categorization of B category projects as B1 and B2. Further Government of India, Ministry of Environment and Forest constituted district level Environment Impact Assessment Authority (DEIAA) and District level Expert Appraisal Committee (DEAC) as per their notification dated to issue clearness for mining of Minor Minerals of 5 hectares and less under category B2. (ii) (iii) (iv) (v) Brief Description of Nature of the Project This is a small quarrying project for exploiting Stone. The method of quarrying will be opencast, semi mechanized by deploying equipments for excavation of Stone and loading for transportation. Need for the Project and its importance to the country and or region Stones have the great importance as building material. Bigger size stone as blocks are used to fill the foundation of building while small pieces are usually mixed with cement and other ingredients to create mortar for building. Demand Supply Gap The demand of Stone is huge. The raw Stone also has market to be used as Aggregate and building material. To fill up the demand, the Stone mined out from the quarry lease area will be supplied in the open market in raw form. Demand Supply Analysis 8

5 In order to have the great demand for Stone the supply is limited. To fulfill the demand of market the mined out Stone will be supplied in the market. (vi) Employment Generation (Direct and Indirect) due to the Project Unskilled 18 labors will be required for loading the mined out Stone on trucks etc and skilled 1 people will be required for supervision purpose, maintain the record of production and shipment etc. 3. PROJECT DESCRIPTION (i) Type of Project (including interlinked and interdependent project, if any) This project is a small quarrying project. Location (map showing general location, specific location and project boundary & project site-specific layout) with coordinates The Stone quarry lease area is situated near village Rupapali in Tehsil Basna and District Mahasamund of Chhattisgarh State. The area falls in survey of India Toposheet No. 64 K/15. The detail of the area is as under: District : Mahasamund Tehsil : Basna Village : Rupapali Area (ha) : 2.14 Ha. (ii) (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted No alternate site is considered as the quarry lease is a site specific activity. In the present case, the collector has granted the quarry lease to the owner for the quarry of Stone. As for as the environmental considerations are concerned the area is away from the human habitation, in the Government land, free from forest. This quarry activity does not affect the water table of the area. Limited machinery will be required for mining of Stone and limited transport vehicles are needed for shipment of produced material. Size or Magnitude of operation. The quarry lease area 2.14 Ha in which the working area is 1.47 ha and the average rate of production of Stone is about tons per day that too with blasting etc. Hence the size or magnitude of operation is very small. Project Description with Process details (a schematic diagram/ Flow chart showing the project layout, components of the project etc. should be given The Stone quarrying will be carried out mainly by semi mechanized with the use of quarrying equipments and finally transported through trucks, tippers etc. to the end users. Drilling: Drilling will not be required for exploration work but jack hammer drilling may be used for blasting purpose to break the hard rock in this quarry plan period. 10

7 Blasting: Blasting will be done by licensed contractor hence magazine is not required in the mining site. Type of explosives used / to be used Not applicable. Storage of explosive (like capacity and type of explosive magazine) As blasting will be done by licensed contractor, hence magazine is not required in quarry area. (iv) Raw Material/ Consumables Required along with estimated quantity, likely source, marketing area of final product, mode of transport of raw material and finished product No any raw material/ consumables are required. The Stone produced from the mine and transported through trucks, tippers etc. to the end users. (v) Availability of water, its source, Energy/power requirement and source should be given As much as about 10 KLPD water will be required for mining operations including dust suppression along haul road/mine faces, cleaning, washing, and drinking as well as plantation. Energy/power is not required as the mining activities are carried out in day time only. Quantity of wastes to be generated (liquid and solid) and scheme for their management/ disposal About 10% sub grade materials will be generated. This sub grade material is nothing but the crushed and broken pieces of Stone. Hence it is proposed to stack this sub grade material in a suitable place. Selection of Dumping Site The stacking of the sub grade material generated during mining is proposed in the mine area itself at a suitable place. 11

8 SITE ANALYSIS Connectivity The area is about 90 km from district HQ Mahasamund. The nearest railway station Mahasamund is about 92 km. (i) Land Form and Land Ownership The land on which this quarry lease sanctioned is 2.14 Ha. on Government land in Khasra No Part of 111 and part of 112. (ii) Topography along with maps The lease area is part of hillock with devoid of vegetation. It is about 700m east of village Rupapali. The maximum elevation is about 320 m from M.S.L and minimum is 299 m with the ground slope constituting a small hillock has been shown in the map/plan. The lease area has been surveyed on a scale of 1:1,000. (iii) Climatic data from Secondary Sources Mahasamund district has a tropical climate and receives an average rainfall of 150 cm. from June to October. Rainfall records show the maximum rainfall is about 200 cm. and the minimum 60 cm. (iv) Social infrastructure available It is expected that the project will lead to much needed employment opportunities in the villages which will contribute to the socio-economic development of this area. 5) PLANNING IN BRIEF Planning Concept (type of industries, facilities, transportation etc) town and country Planning / Development authority classification: The Stone quarrying activity has no other concept except quarrying and transportation of mined out material to end-users. Population Projection: Since there will be hardly any influx of people from outside in the region, hence there will not by any impact on the population projection of the region 12

9 accept the normal increase in population. (i) Land Use Planning Area of Stone quarrying is 2.14 Ha. The area under excavation will be only 1.47 Ha while for plantation the required area will be ha along lease boundary. It is non forest; Government land situated near village Rupapali thinly populated village. (ii) Assessment of Infrastructure Demand (Physical & Social): Since there will not be any major influx of people from outside, in this region because of the project, no adverse effect on physical and social infrastructure like roads, electricity, water supplies etc are anticipated. 6. PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) There is no proposal for any infrastructure development. (ii) Residential There is no plan for development of residential area in the region. (iii) Green Belt Afforestation will be taken up in 0.67 ha over the soil dump along the lease boundary in first five year plan period. About 1675 saplings of the local species will be planted in the proposed area in during this plan period. (iv) (v) Social Infrastructure It is expected that the project will lead to much needed employment opportunities in the villages which will contribute to the socio-economic development of this area. Drinking Water Management (Source and Supply of Water) The drinking water requirement for personnel working at the site will be met from the dug wells and bore wells. 13

10 (vi) Sewerage System In view of the personals engaged in the project the movable type of sewerage system may be installed /deployed nearby the mine area. This may avoid polluting the land / water / air of the area. (vii) Industrial Waste Management No industrial waste will be generated hence management not required. (viii) Power Requirement & Supply / Source Not required. 7. Rehabilitation and Resettlement (R & R) Plan Not required as the area is away from village and free from habilitation. 8. Project Schedule and Cost Estimates Total expenses estimated about 20 lakhs. Recommendations The quarry of Stone and allied activities has no impacts on the surrounding environment. Moreover based on development of this project certain positive impact will be there on the nearby village population in terms of employment generation etc. Hence this project may be cleared and clearances accorded.
