X A-3 Information about the project A3.1 Short description of the environmental problem The existing waste disposal site has been in use for around 35 years. Since technical measures of environment protection have not been applied, it represents a threat for the environment and the health of the people. The disposal site is polluting the surface and ground water, and the lack of a gas removal or utilization system poses a threat to both air quality and safety. The existing disposal site can only be used for a short period of time because of the increasing amount of waste and the insufficient space for its enlargement. A3.2 Origins and positive environmental impact of the project A3.2.1 Description of factors that inspired the project (driving forces) Sole method of communal waste treatment is disposal to site, without any previous treatment. Recycling of communal waste is not organized. Therefore we lose a lot of secondary raw materials and energy, and shortens life cycle of the existing waste disposal site. It diminishes the pressure on the landfill, increases its life time and at the same time diminishes pollution of the surface, ground water and air. It decreases the use of natural resources and energy needed for their exploitation and cultivation. Recycling will become a communal service and it will help prevent illegal collection of raw materials. The city will create standards in waste recycling.
