2 Macedonia is a landlocked country (with land area of km²), but has three natural lakes: Ohrid Lake, Prespa Lake and Dojran Lake.

3 Water Policies and Legal framework With the provisions of the Law on Waters (Official Gazette of the RM No.87/08), the Ministry of Environment and Physical Planning has the leading role in the water policies, and the responsibility for water resources management start from 2011 The Law on Waters regulates : water use and exploitation, protection against harmful effects of water, protection of water against exhaustive water extraction and pollution, sources for financing of water management activities, concessions, transboundary water resources management The Water Law provides three types of water management, planning and development documents: National Strategy for Waters (adopted in 2012) Water Master Plan and River basin management plans (Prespa lake management plan prepared in 2012) The territory of the Republic of Macedonia consists of four river basins districts and these are the river basins districts of the rivers Vardar, Crn Drim, Strumica and Juzna Morava Based on the Law on Waters: - National Council for waters was established in National Commission for Dams was established in Annual Programme for water management - Annual Plan for maintenance of rivers

5 Water supply management According to the Law on Self-government, drinking water supply is responsibility of the self government units, as well as wastewater collection, disposal and treatment of the wastewater. All cities have public utilities (enterprises), which manage the water supply systems. These public utilities are also performing other activities such as: disposal of the solid waste, maintenance of the green areas in the cities, management of the green markets etc. Municipality establishes the utility, owns the assets, approves the strategy for the public utility, appoints the General Manager, decides about the annual budget, the tariff changes and is responsible for the investments. In average of 70 % of population is connected to public water supply, while the reaming of 30 % has mainly local facilities in urban areas. On the national level water tariffs vary between 15 and 52 Eurocents per m3,with an average of 30 eurocent per m3 for domestic consumers. Average of collection rate is about 55 %. 5

6 MATERIAL BASIS AND FINANCING OF THE WATER MANAGEMENT AND DEVELOPMENT IN REPUBLIC OF MACEDONIA The concept of the legal framework for water in Macedonia is based upon the principle of user pays/cost recovery system. The water-pricing policies is provide a sound incentive for the water users to use water resources efficiently and thereby contribute to the realization of the environmental objectives, in a manner that different water users shall pay adequate contribution. The realization is based upon the economic analysis taking into account the social, environmental and economic effects of the recovery as well as the geographic and climatic conditions of the region or the region effected. Financial resources for management and development of the water resources are provided from: Water use fee; Waste water discharge fee; Sand, gravel and stone extraction fee; Lease for the state owned land leased out, which is recorded as under water in the Cadastre of real estate; Contribution on waters The Budget of the Republic of Macedonia; The budgets of municipalities, and Other financing sources in accordance with law.

7 Investment in water Programme for water management for 2013, for which implementation is responsible MoEPP (Official Gazette of the Republic of Macedonia no. 4 from ) provided investment of thousand EUR. Those money are allocated to fund projects in development and management of water, especially for the construction and maintenance of new and improvement of existing public water supply facilities and for cleaning riverbeds under the Action Plan for cleaning of river beds in From grants from other donors, ore from bilateral and multilateral foreign aid, funds totaling 5.32 million EUR in 2012 and 4.06 million EUR in 2013 wastewater treatment plant in Gevgelia is ongoing, with time frame of realization for , with a value of 9.6 million EUR (of which 89% is foreign aid and 11% domestic co-financing ), project for the construction of wastewater treatment plant in Volkovo, Municipality of Gorce Petrov, with timeframe for implementation and a value of 5.8 million. EUR (of which 26% are bilateral assistance from the Government of Slovenia and 74% domestic co-financing), project for a river basin management plan for the river Bregalnica with the timeframe of realization with a total value of 4,37 milion EUR (of which 85% are bilateral assistance from the Government of Switzerland and 11% domestic co-financing).
