1 CITY OF REDLANDS WASTEWATER FACILITIES OPERATIONS SUPERVISOR DEFINITION Under general direction, to plan, schedule, supervise and participate in the operation and maintenance of the City s wastewater treatment, and recycled water facilities; to assign and review the work of crews involved in the operation and maintenance of treatment facilities; and to assist with additional utilities projects; and provide staff support to the Municipal Utilities Water Operations Manager and other Utilities Department managerial staff. SUPERVISION EXERCISED Exercises direct supervision over assigned staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Supervise, schedule and direct personnel in a wide variety of activities and work relating to the operation of wastewater treatment plants; assist in the setting of flow rates and chemical dosages utilized in wastewater treatment and recycled water distribution. Establish goals, objectives, schedules, and methods for operation of wastewater treatment and recycled water facilities; implement policies and procedures. Maintain wastewater operational and organizational records; participate in the maintenance of daily wastewater treatment and operations records; prepare and submit detailed records of wastewater quality as required by Federal, State law and local regulatory agencies. Supervise and participate in the expansion of existing facilities and the construction of new wastewater treatment and recycled water facilities and instrumentation systems; assist with expansion and construction planning. Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for purchase of additional supplies and equipment; monitor and control expenditures. Supervise and participate in the planning of the daily collection and analysis of wastewater samples and sludge to determine water and sludge quality. 2 Read and interpret drawings, blueprints, and specifications; inspect completed projects, systems, and installations for compliance with plans and specifications as prepared. Organize projects in accordance with available personnel, equipment, and materials; assign proper personnel and equipment for desired results. Provide recommendations for upgrading systems, equipment, and techniques; develop field techniques to increase efficiency and reduce costs. Maintain the inventory of operational supplies; recommend the requisition or reorder of replacements as required. Recommend materials, supplies and equipment for acquisition; determine type and quantity needed. Prepare, maintain, and present routine progress reports and other special reports as requested. Supervise, train, and evaluate assigned personnel OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Operational characteristics, services and activities of a wastewater plant operation and maintenance program. Organizational and management practices as applied to the analysis and evaluation of wastewater plant and recycled water programs, policies and operational needs. Modern and complex principles and practices of program development and administration and project scheduling and management. Methods, materials, techniques and equipment used in the operation and maintenance of wastewater facilities. Modern and complex principles and practices of wastewater treatment. 3 Types and level of maintenance and repair activities generally performed in a wastewater treatment plant maintenance and repair program. Standard principles of biology, chemistry and mathematics as related to wastewater treatment. Principles of budget preparation and control. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Occupational hazards and standard safety practices necessary in the area of work. Safe driving principles and practices. Skill to: Operate a variety of plant instruments and testing equipment. Operate modern office equipment including computer equipment. Operate a motor vehicle safely. Ability to: Manage and coordinate the work of assigned personnel. Select, supervise, train and evaluate staff. Provide administrative and professional leadership and direction for the Wastewater Division, including construction, maintenance and operations of the wastewater treatment plant and related facilities, and emergency disaster response. Recommend and implement goals, objectives, and practices for providing effective and efficient wastewater plant operation and maintenance services. 4 Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations. Prepare and maintain accurate and complete records. Prepare clear and concise reports. Prepare and administer budgets. Respond to requests and inquiries from the general public. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Five years of responsible experience in the operation, maintenance, and construction of wastewater treatment and recycled water facilities, including two years of lead supervisory experience. Training: Equivalent to a high school diploma supplemented by college level course work in engineering, wastewater treatment and operations, wastewater collection, or a related field; or an equivalent combination of training and experience. License or Certificate: Possession of a valid driver's license. Possession of, or ability to obtain within one year, a Grade IV Wastewater Treatment Operator Certificate issued by the California Water Resources Control

5 Board. A Grade V Wastewater Treatment Operator certificate obtained within three years of appointment will be desirable. Possession of a Grade II Collection System Maintenance Certificate issued by the California Water Environment Association is highly desirable. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 40 lbs.; exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
