Western Regional Partnership Reliable Outcomes for America s Defense, Energy, Environment and Infrastructure in the West June 2016

WRP Vision and Mission 3 WRP Vision WRP will be a significant resource to proactively identify and address common goals and emerging issues and to develop solutions that support WRP Partners. WRP Mission WRP provides a proactive and collaborative framework for senior-policy level Federal, State and Tribal leadership to identify common goals and emerging issues in the states of Arizona, California, Colorado, Nevada, New Mexico and Utah and to develop solutions that support WRP Partners and protect natural resources, while promoting sustainability, homeland security and military readiness.

: Introduction and Recent Developments Webinar Demonstration Joint Western Regional Partnership Energy Committee, and GIS Support Group June 6, 2016 Presented by: Jim Kuiper Argonne National Laboratory

The is a public web-based mapping application initially developed for the Eastern Interconnection, (the electrical grid serving most of the U.S. and Canada east of the Rockies) Developed for the Eastern Interconnection States Planning Council (EISPC) by: Argonne National Laboratory (Project Lead) Oak Ridge National Laboratory, and National Renewable Energy Laboratory Recent energy-water enhancements with Sandia National Laboratories Funded by the U.S. Department of Energy, Office of Electricity Delivery and Energy Reliability 2

The provides data, models, reports, and policy information for nine clean (low- or no-carbon) energy resource categories in the Eastern Interconnection Milestones March 2012: Launched for EISPC users March 2013: Access extended to public August 2013: Energy Zones Study completed 2015: New Corridor and Energy-Water Additions November 2015: Decision to extend to full U.S. 3

Water Wind Biomass Nine Clean Energy Resource Categories Models and reports include more than 30 grid-scale energy generation technologies Clean Coal (with carbon capture and storage) Geothermal Storage Solar Nuclear Natural Gas

Recent Activities: Extend Geographic Scope to U.S. November 2015: DOE decision to begin extending the geographic scope to the rest of the U.S. Phase 1: Mapping Library Approximately 10% of the mapping library extended Prioritized by level of usage of data and use in reports Supported by hosting task (routine database updates) and commercial data task Funding requested to accelerate process Completed layers Annual ave. wind speed (80m and 100m) for North America 13 layers from the Energy Information Administration, including power plants and pipelines About 25 layers in progress Phase 2: Power Plant and Corridor Models, and Policy Database Argonne wind speed data for North America EIA power plants for U.S. and Platts transmission lines for North America

Data Content Examples (275 GIS Layers Currently Available) American Bird Conservancy Data (4 layers) Elevation and Slope Offshore Wind Energy Lease Areas with Offshore Wind Turbine Model Results Baseline Water Stress (Withdrawals/Available Flow)

Power Plant Suitability Modeling Currently only for the Eastern Interconnection Models generate heat maps showing suitability of areas for developing clean energy resources Inputs include: Energy resource data Land cover/landforms Environmental factors Population density Existing infrastructure Other suitability factors Models are user-configurable and fully customizable Users can design new models using any of 75 input model layers Default models precomputed for convenience 7

Power Plant Suitability Modeling Interface 8

Suitability Modeling Approach Example for Concentrating Solar Power Input Modeling Layers Energy Potential: Solar CSP Slope Land Cover Area Distance to Rivers 64,500 gpm Population Density Distance to Transmission 345kV Protected Lands (Composite of many sources) Habitat (Composite of many sources) 9

Suitability Modeling Approach m Each 250m x 250m cell, in each layer, is coded with a suitability value from 0 (unsuitable) to 100 (highest suitability) Input data Model Parameters Composite Score Geometric Mean Computation 10

Corridor Routing Tools Corridor tools Currently only for the Eastern Interconnection Sketch and revise corridors on map, or generate with modeling approach Modeling: 1. Corridor suitability surface (three default models/strategies) 2. Corridor route generation tool Corridor report Viewshed sample data provides proof of concept data for minimizing scenic impacts Landscape visibility from the Appalachian Trail (visual magnitude) Example Route
