It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Government Purchasing (NIGP). This specification may not be sold for profit or margin gain. If this specification is altered in any way, the header and all references to TxDOT must be removed. TxDOT does not assume any liability when this specification is used in the procurement process by any other entity. 1. SCOPE: This specification describes service to provide wastewater treatment plant operations, wastewater treatment testing, potable water tests and maintenance at the location(s) specified on the solicitation. 2. PERIOD OF SERVICE: Period of service shall be as specified on the solicitation. 3. RESPONDENT QUALIFICATIONS 3.1. Respondent shall be regularly engaged in wastewater treatment plant operations, wastewater treatment testing, potable water testing and maintenance. 4. VENDOR REQIREMENTS 4.1. Vendor shall provide a state certified Class A, B, or C operator to operate the wastewater treatment plant(s) and service shall be in accordance with all current ordinances, regulations, and guidelines required by the Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), federal, state and local authorities. The vendor shall provide wastewater treatment plant operation in accordance with the current revisions of the following: Solids Management Plan: The solid management plan is a specific plan for each location of a wastewater plant and is included as an attachment to the solicitation Operation and Maintenance of Package Aeration Plants (Texas A&M Extension Service) TCEQ Wastewater Permit: Applicable for each location as permitted by TCEQ The TCEQ Wastewater Permit sets the State Requirements applicable to each permitted location for Final Effluent Limitations and Monitoring Requirements and Final Effluent Limitations and Monitoring Requirements Outfall #001. (See Attachment A). This Specification Supersedes Specification No., Dated August

2 Additional applicable permits shown on the solicitation as required by the TxDOT district needing the service Vendor shall provide a Certificate of Competence (operator s certificate to operate sewage treatment plants) prior to beginning work Vendor shall have an answering machine or answering service available in operation 8:00 a.m. - 5:00 p.m., Monday through Friday Vendor shall contact the TxDOT representative within 24 hours of problems with plant operation and provide immediate notification of major repairs necessary to keep plant in a normal operational state. Major repairs shall be considered as repair/replacement of blowers, motors, chlorinator and control devices TxDOT will provide the TxDOT representative s name and telephone number upon award of the purchase order Vendor shall provide all supplies and/or equipment necessary to perform the listed service requirements required to meet state and federal regulations Prior to beginning work, the vendor s representative and operator shall meet with TxDOT s representative to discuss procedures to be implemented and followed during the term of the purchase order. 5. DESCRIPTION OF SERVICE: The vendor shall perform all laboratory testing and complete all reports in accordance with state and federal agency requirements concerning wastewater treatment plants and shall perform all procedures and tests in accordance with TCEQ requirements OPERATION AND TESTING Daily: Performed 8:00 a.m. 5:00 p.m. Sunday Saturday, unless otherwise specified on the solicitation, or on an attachment stating additional special requirements Test and record in daily log ph in aeration chamber and effluent chamber (desired value 7.8 to 7.4) Balance Dissolved Oxygen (DO) in top and bottom of aeration chambers (maintain from 1 to 3 mr/l) Test and record chlorine residual in effluent discharge (maintain from 1 to 4 mg/l) Perform 30-minute settleability test in aeration chamber (desired value between percent) Check sludge depth in clarifier (desired sludge depth is 1/3 of clarifer depth or 4 feet) Sweep down sludge deposits from clarifier hopper, weir and skimmer Clean barscreens Wash all concrete areas to maintain a clean work environment Test chlorine, record chlorine test results and fill chlorine tank 2-5

3 Record daily water usage at meter and flow reading Record all changes made at plant Visually inspect the plant, including all lines, pumps and motors Effluent shall be monitored by use of a grab sample and shall contain minimum dissolved oxygen of 2.0 mg/l Weekly: The following shall be performed on the same day each week Test mixed liquor suspended solids (MLSS) Evaluation of MLSS to determine living organisms Test Biochemical Oxygen Demand (BOD) Calculate Sludge Volume Index (SVI) (desired value 70 to 150) Submit report for ph, DO, BOD, 30 minute settleability test in aeration chamber and sludge depth in clarifier Submit report for ph, chlorine residual, Total Suspended Solids (TSS), BOD and flow of the effluent. Provide and deliver effluent sample to state approved laboratory. The laboratory shall perform TSS test using Test Method 209C and BOD 5 Test using Test Method 507 in accordance with the current edition of Standard Method for the Examination of wastewater, which is acceptable to the EPA and TCEQ. Written reports shall be furnished to TxDOT and shall include the date, time of day and name of person taking sample Effluent shall be monitored by use of a grab sample and shall contain a minimum dissolved oxygen of 2.0 mg/l Provide a typed report of the results of all tests run in the aeration and effluents chambers Remove scum from clarifiers Remove scum from aeration chamber Monthly: The following tests shall be performed during the first week of each month Complete and submit TCEQ effluent self-reporting forms/dmr S to the TxDOT representative by the 15th of each month Maintain quality assurance reports from laboratory that performs testing of monthly samples Bi-Monthly: These tests shall be performed every other month Conduct fecal coliform bacterial count by grab sample on the effluent of the wastewater. 3-5

4 Supplemental If the weekly BOD is above permitted limits, a BOD shall be performed daily to determine when the BOD returns to permitted limits. At that time extra BOD tests shall be performed, at no additional cost to TxDOT, to return the BOD monthly average to permitted limits. If weekly TSS is above permitted limits, extra TSS tests may be required, at no additional cost to TxDOT, to return TSS monthly average to permitted limits Make minor adjustments to chlorine application and air blower as needed Move solids from the clarifier to the digester as needed Accompany TxDOT representative on visual inspection of the facility Accompany TCEQ representative on annual inspection of facility All tests shall be in accordance with Attachment A and TCEQ requirements. 6. FINAL EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS: During the period that starts on the beginning date of the service and lasting through the date of expiration, the permitee is authorized to discharge from the outfall of each plant. Such discharges shall be monitored by the permitee as specified on Attachment A Monthly Effluent Limitations. 7. MAINTENANCE 7.1. Maintain oil level in pumps Grease all equipment fittings as required Adjust tension on all drive belts as needed Maintain all electric lines from main circuit breaker to dry well, wet well, top off tank, and to all motors Change oil in all pumps as required Calibrate the flow meter as required Clean and paint unit as needed Vendor shall dispose of sludge as required in accordance with TCEQ requirements Maintain all piping from comfort station to wet well, to top of tank, and all pipes in the tanks. 8. PAYMENT: Payment will be in accordance with the requirements specified on the solicitation For any day that services are not satisfactorily completed, as determined by TxDOT, one day s pay will be deducted from the vendor s monthly payment One day s pay will be determined by dividing the monthly bid price by the number of days in that month. 9. RESPONSE SUBMISSION 9.1. Completed and signed Invitation for Bid. 4-5

5 9.2. REFERENCES: Respondent shall submit with their response, the name, address, telephone number and point of contact of a minimum of three firms for which the respondent has provided wastewater treatment plant operations, wastewater treatment testing, potable water tests and maintenance service within the preceding 24 months. References will be checked prior to award. Any negative responses received may result in disqualification of response 9.3. HUB Subcontracting Plan, if applicable. 10. AWARD: Award will be made to the lowest, responsive, responsible respondent meeting specifications. 5-5
