1 Peace River Regional District REPORT To: Chair and Directors Date: July 14, 2017 From: Paulo Eichelberger, General Manager of Environmental Services Subject: Recommendations from the Solid Waste Committee meeting of July 6 RECOMMENDATION No. 1 [All Directors Corporate Unweighted] That staff be authorized to investigate the latest innovations in solid waste disposal which could be implemented as a means of improving landfill operations and efficiencies. RECOMMENDATION No. 2 [All Directors Corporate Unweighted] a) That the June 28, 2017 report regarding conversion of the Tumbler Ridge and Hudson s Hope solid waste transfer stations into a designated Tier 1 transfer station be tabled to the August 3 solid waste meeting; and b) That staff be authorized to speak with the respective municipalities to obtain their comments and concerns with respect to converting their transfer station sites. RECOMMENDATION No. 3 [All Directors Corporate Weighted] a) That the Regional Board award the Waste Transfer Station Operating and Haulage Contract No to Tervita Corporation, Calgary, Alberta for an estimated annual cost of $1,064, (excluding taxes and unforeseen additional costs), for a five year term; and b) That the Chair and Chief Administrative Officer be authorized to sign the contract on behalf of the Regional District. Note: unforeseen additional costs refers to costs of infrequently performed tasks on the part of the Contractor such as snow removal, waste compaction for bulky waste trenches, dust control. RECOMMENDATION No. 4 [All Directors Corporate Unweighted] That recycling options for agricultural plastics be expanded to include horticulture and industrial plastics. OPTIONS: None STRATEGIC PLAN RELEVANCE: Environmental Services Operations FINANCIAL CONSIDERATION(S): Within the Regional Solid Waste Management budget COMMUNICATIONS CONSIDERATION(S): None OTHER CONSIDERATION(S): These recommendations were passed at the July 6, 2017 Solid Waste Committee meeting and are presented to the Regional Board for its consideration. 2 Peace River Regional District REPORT To: Solid Waste Committee Date: June 28, 2017 From: Loryn Day, Solid Waste Coordinator Subject: Tumbler Ridge and Hudson s Hope Transfer Station Conversion RECOMMENDATION(S): Option B: That the Solid Waste Committee recommends to the Regional Board to not convert the Tumbler Ridge and Hudson s Hope solid waste transfer stations into Peace River Regional District (PRRD) designated Tier 1 transfer stations. BACKGROUND/RATIONALE: As per Board Recommendation: R-1 May 12, 2017 Paulo Eichelberger, General Manager of Environmental Services Recommendations from the May 9, 2017 Solid Waste Committee Meeting MUNICIPAL SOLID WASTE AGREEMENTS (Recommendation No. 3) RD/17/05/14 (25) MOVED Director Rose, SECONDED Director Goodings, That staff be directed to bring forward additional information with respect to the municipal solid waste agreements, to include: d) A comparison between Tumbler Ridge and Hudson s Hope transfer station current operations to that of operating a Tier 1 Transfer Station; and That, if feasible, the report be brought forward to the next Solid Waste Committee meeting. CARRIED. This reports discusses converting the solid waste transfer stations in Tumbler Ridge and Hudson s Hope into Peace River Regional District (PRRD) Tier 1 designated transfer stations. The attendant also monitors the accumulation of recyclable materials and coordinates pick-up on the behalf of DHH. No tipping fees are charged at each TS site for household waste deposited into the Transtor bins. Fees for disposal of household waste at the Chetwynd Landfill are paid by the respective Districts and applied to taxes of the residents. Similarly, the cost associated with the management, transport, and processing of recyclable materials is also applied to the residents municipal taxes. Conversion of Tumbler Ridge TS Site Into a PRRD Tier 1 TS: One challenge in converting the Tumbler Ridge TS site into a PRRD designated Tier 1 TS is that the PRRD only owns a small portion of the land within the TS (Attachment A). The land owned by the PRRD is where the Transtor bins are located. The remaining TS infrastructure along with the DTR Waste Water Treatment operation is situated on land owned by the DTR. The existing land constraint will not allow for conversion of the TS into a PRRD Tier 1 TS. If the Tumbler Ridge TS was to become a PRRD Tier 1 TS, it would be necessary to establish a transfer of land or purchase agreement with the DTR to acquire more of the property. The TS property would require subdivision so that the DTR would still own and maintain control of the Waste Water Treatment Facility on the property. A second challenge is that DTR owns and operates the recycling drop-off center at the TS site. The DTR site also processes recyclable materials under the PRRD Recycle BC program (formerly Multi Material BC). A vertical baler is in use that bales cardboard and various other recycling materials. A horizontal baler has also been purchased by the DTR to increase the capacity for processing recyclable materials for shipment. This building and equipment would have to remain the property of Tumbler Ridge. Currently the PRRD pays the DTR $100,000 for one and a half attendants to monitor the acceptance of solid waste at the Transtor bins and $105,000 for Excel Trucking to haul the waste collected in the three Transtor bins to the Chetwynd Landfill. It is difficult to determine transport and processing costs for the recyclable materials (wood, scrap metal, tires, oil, etc.) as the quantities of these materials generated at the DTR site is unknown. A PRRD Tier 1 TS is operated such that wood waste is typically hauled to the nearest landfill for shredding and such material would be transferred to the Chetwynd Landfill. General scrap metal collected from transfer stations also gets hauled to the closest landfill for further processing. It is possible that metals may: Get hauled to the Chetwynd Landfill for processing OR; Be picked up directly from the TS site for processing by the metal recycler. In addition, there would be some recyclable materials (i.e. oil and electronic waste) that would no longer be accepted under a Tier 1 TS. Conversion of Hudson s Hope TS Site into a PRRD Tier 1 TS: Current operations at the DHH TS site are a shared responsibility between the PRRD and the DHH. The PRRD is financially responsible for the removal and transport of waste from the Transtor bins. There are two Transtor bins provided by the PRRD for the collection of waste dropped off by residents or curbside household waste brought in by the DHH.

4 Report Solid Waste Committee June 28, 2017 Page 3 Within this site the DHH also collects a variety materials including household recycling, scrap metal, wood, tires, electronics, paint, etc. These materials are the responsibility of the DHH because the PRRD only owns the portion of the TS where the Transtor bins are located. The PRRD pays for the attendant providing oversight of the TS while the DHH is responsible for costs to manage the ancillary operations at the TS. OPTIONS: Option A: That the Solid Waste Committee recommends to the Regional Board to enter into agreements with District of Tumbler Ridge and Hudson s Hope to convert the Tumbler Ridge or Hudson s Hope solid waste transfer stations into Peace River Regional District (PRRD) designated Tier 1 transfer stations. Option B: That the Solid Waste Committee recommends to the Regional Board to not convert the Tumbler Ridge and Hudson s Hope solid waste transfer stations into Peace River Regional District (PRRD) designated Tier 1 transfer stations. Option C: That the Solid Waste Committee provide staff with alternative direction. STRATEGIC PLAN RELEVANCE: N/A FINANCIAL CONSIDERATION(S): With respect to Option A, there are many unknown variables in determining the cost for conversion and operation of the Tumbler Ridge and Hudson s Hope transfer stations as a Tier 1 transfer station. In the case of Option B, there are no additional cost impacts to the Solid Waste Budget.
