Release of petroleum product 100 Litres or greater Release of petroleum product less than 100L. Release of 500 ml or more of mineral oil labelled as 50 mg/kg or more PCB Release of 500 ml or more of mineral oil from a 1982 or older transformer with a positive screen test or which cannot be screen tested within 4 hours or with insufficient mineral oil remaining for screen test. Release of mineral oil less than 100L that is from a transformer 1983 or newer. Release of mineral oil less than 100L that is from a transformer 1982 or older with a negative screen test. AS SOON AS A REPORTABLE RELEASE IS IDENTIFIED, report as outlined below and complete the Field Response section: TRANSMISSION & DISTRIBUTION: Call the ECC ( ) who will report the information to Environmental Emergencies. POWER GENERATION: Call the Thermal Station Control Room or the Hydro Energy Dispatcher ( ) who will report the information to Environmental Emergencies. 2 Emergency Oil Release Response Procedure Power Delivery FIRST NSP PERSONNEL RESPONDING TO AN OIL RELEASE As soon as it is safe to do so: STOP FURTHER DISCHARGE, CONTAIN SPILLED OIL AND BLOCK ANY DRAINS LEADING FROM SITE BEGIN IMMEDIATE CLEAN UP REPORT TO SUPERVISOR AND ENVIRONMENTAL RESOURCE CONDUCT SCREEN TEST ON ELECTRICAL EQUIPMENT 1982* OR OLDER COLLECT OIL SAMPLE FROM ELECTRICAL EQUIPMENT 1984** OR OLDER (if insufficient oil remains, a core paper sample is required) SUPERVISOR OR DESIGNATE ENSURE SPILL IS ADEQUATELY CLEANED-UP INFORM RELEVANT MUNICIPAL AUTHORITIES ENSURE RELEASES REPORTABLE TO ECC ARE REPORTED WITHIN 4 HOURS IF THE ESTIMATED AMOUNT OF OIL RELEASED INCREASES, NOTIFY YOUR ENVIRONMENTAL RESOURCE IMMEDIATELY. Non-Reportable Release oil release less than 100 litres from electrical equipment manufactured after 1982; OR a negative screen test AND, Not a Federal PCB Reportable Release COMPLETE ONLINE INCIDENT. For Distribution Field Operations only: complete Emergency Oil Release Report & attach to online incident. Federal PCB Reportable Release (to Environment Canada by NSPI Environmental Services): Any volume of oil released from equipment not in use, tanks, cable, drums, etc. with PCB >2 mg/kg*;or A release of PCB which would total 1 gram or more of PCB by weight from in use equipment. Obtain oil sample for lab analysis to determine if PCB is >2 mg/kg*. COMPLETE EMERGENCY OIL RELEASE REPORT Operations: forward report to Supervisor; complete online incident; attach report to online incident. ECC: forward report to Environmental Coordinator Reportable Release (to Environmental Emergencies within 4 hrs): oil release greater than 100 litres OR, mineral oil labeled > 50 mg/kg PCB OR; positive mineral oil screen test OR; mineral oil cannot be tested within 4 hrs OR; insufficient mineral oil remaining for test OR, release to a watercourse ENERGY CONTROL CENTRE ENVIRONMENTAL EMERGENCIES *Equipment manufactured in 1984 or earlier potentially contains 2 mg/kg or more PCB **Equipment manufactured in 1982 or earlier potentially contains 50 mg/kg or more PCB Revised: March 4, 2015

Select a class of chemicals that best describes the type spilled from the list of TDG (Transportation of Dangerous Goods) classes below, any volume released during transport, those listed under additional substances, or any chemical spill into water frequented by fish (see reverse). STOP FURTHER DISCHARGE CONTAIN SPILL BLOCK ANY DRAINS LEADING FROM SITE BEGIN COLLECTING MATERIAL N O N - R E P O R T A B L E RELEASE Non-Reportable Release: see Chemical Release Report for Reportable Limits R E P O R T A B L E RELEASE Reportable Release: see Chemical Release Report for Reportable Limits ENSURE THAT QUALIFIED PERSONNEL OR CONTRACTORS ARE ON SITE TO RESPOND TO THE RELEASE INITIATE EVACUATION IF NECESSARY SEE THAT ALL CLEANUP PROCEDURES ARE PROPERLY FOLLOWED INFORM RELEVANT MUNICIPAL AUTHORITIES KEEP ENERGY CONTROL CENTRE UPDATED REGARDING CLEAN-UP COMPLETE ONLINE INCIDENT For Distribution Field Operations only: ensure an Emergency Chemical Release Report is completed & attach to online incident. ENSURE AN EMERGENCY CHEMICAL RELEASE REPORT FORM IS COMPLETED COMPLETE ONLINE INCIDENT REPORT AND ATTACH EMERGENCY CHEMICAL SPILL REPORT FORM TO ONLINE INCIDENT CONTACT ENERGY CONTROL CENTER ECC REPORT TO ENVIRONMENTAL EMERGENCIES* * All reportable releases must be reported to ENVIRONMENTAL EMERGENCIES within FOUR HOURS of the time when the spill first became known by NSPI.
