Geo., Hydrogeologist of Pacific Hydrology Consultants Ltd., and it is in reply to your (Richard Chapman) letter of November 27, 992 concerning the above-mentioned proposed subdivision of part of the Basil Property east of Penticton..O NTRODUCTON From the aforementioned communication, we understand that the present subdivision proposal calls for creating a 44.5 hectare (0* acre). parcel consisting of that block of land comprising the northwest part of the Residue of Sub Lot 7, D.L. 270, Plan 89, S.D.Y.D., of the Basil Property east of the City of Penticton. The boundary of the subject parcel is shown on Figures _, 2 and 3 in Appendix A.

R.D.O.S. Bylaw No. 300 defines "Proof of Water'' for groundwater suppl i es as fol ows : (b) Groundwater Supplies ( i) For any proposed subdivision dependent upon individual groundwater sources of water for each parcel, the developer shall provide, on each. parcel, prior to registration of the subdivision: in Electoral Areas A, E, C, D, E, F and G, a well capable of providing a minimum yield of three (3) gallons (23.5 L) per minute for each proposed parcel; and in Electoral Area H, a well capable of providing,000 gallons (4545 L) per proposed parcel per day; O R a detailed investigation report of groundwater conditions sufficient to evaluate water quality and the chances of constructing successful wells, which meet the above yield requirements, on all the parcels within the subdivision. This letter-report has been prepared to fulfil the alternative of ''a detai ed investigation report...'. The di scussion contained in thi s etter-report does not repeat general comments about groundwater geology and groundwater supply in the subject area, as these issues have previously been thoroughly discussed in the reports listed above. 2.0 GROUNDWATER GEOLOGY AND GROUNDWATER SUPPLY One new additional well record in the area has been added to the summary table contained in our most recent letter-report of July 4, 992; this table, which has been updated, is included, for easy reference, with this letter-report as Appendix B. The record of the new well (No. 5 in Table ; Page B - 4, is for that of a well drilled at the Basil Residence in August/September 992; the informati-on provided by the driller for this, >

5 Richard Chapman & Associates Proof of Water for a Proposed Subdivision of Part of the Basil Property East of the City of Penticton March 26, Page 4 well is consistent with the results expected, in that the overburden is thin and the aquifer underlying the site is bedrock. The very high estimated capacity of the we by the dri i ng contractor confirms earl i er conclusions that the bedrock aquifer is locally capable of yielding quite high capacities to individual wells. Again, as has been previously discussed, an occasional we may not i ntersect suff i ci ent water-beari ng fractures at a particular location to provide an adequate domestic water supply. However, under the prevailing condition and very large lot size, it is a simple matter to drill a second well, if required. At this time, no unsuccessful wells are known in the area but future drilling may show that conditions are not everywhere suitable for an adequate domestic well. 3.0 SUMMARY The proposed new large lot to be created by the subject subdivision is located in an area where the gneisses and schists of the Shuswap Group of Rocks have been shown by the drilling of at least fifteen water wells to contain intense fracture networks that result in wells of more than adequate capacity as domestic water sources. All things considered, we are confident that a well of suitable capacity can be developed on the lot to be created by the proposed subdivision. As has been previously di scussed, groundwater from rock we s i n the subject area can be expected to be fairly hard and moderately mineralized but generally acceptable for domestic uses. Since elevated fluoride is known to occur in the same sequence of rocks further north, it is probably advisable, before consuming the water, to confirm that the fluoride from any particular well is not excessive. Slightly elevated fluoride content in water is not of particular concern to healthy adults but it should be taken into account if the water is to be consumed by infants and small children.
