During the mining of Chrome Ore, over burden material as detailed below has to be excavated from the strata. Cutting and loading of these material is done mechanically and transported by dumpers to the over burden dump area for dumping. The characteristics as well as quantity of the over burden material which is the only solid waste excavated is given below. 4 PART G IMPACT OF THE POLLUTION ABATMENT MEASURES TAKEN ON CONSERVATION OF NATURAL RESOURCES AND ON THE COST OF PRODUCTION. The main pollution control measures taken at Sukinda Mines (Chromite) Project of M/s Indian Metals & Ferro Alloys Limited are as follows : 1.Measures for control of Air Pollution : Various air pollution control measures are taken follows. Drilling Operation The Drilling Machine has been provided with the wet drilling arrangement and it is being ensured that only wet drilling is done. Blasting The dust generation due to blasting is minimised by proper blast hole design, correct charge per delay and water spraying at faces before charging & after blasting. Loading & Transportation: By constructing haul road with proper compaction,maintaining & cleaning regularly. Regular water sprinkling is done on haul road, waste dump yard and stackyard to minimise the fugitive dust emission. By controlling vehicular emission with the help of proper preventive maintenance & monitoring regularly. Overloading of vehicles is avoided to reduce spillage. Main Haul road has been black topped. Air quality (ambient as well as work envionment) is monitored periodically through an approved external agency & is found within permissible limit. AC Cabin has been provided in all HEMM to prevent exposure to dust by the operators. Beside this other steps has been taken for control of Air Pollution those are a. Green belt development in the surrounding of the mine lease hold area. b. Green belt development at the over burden dump slope area. c. Avenue plantation inside mining lease hold area. 2. Utilisation of mines strata water At present, there is no strata water. We have not encountered ground water table. Page 4 of 8
5 3. For control of Sound and Vibration Pollution : Preventive maintenance of machineries is being carried out properly in order to control noise level below 85 db in the work environment. Blasting vibration study has been carried out through ISM,Dhanbad. As per their recommendations, the controlled blasting technique has been adopted to minimise noise & vibration. Workers engaged in blasting, drilling & HEMM operations are provided with ear plugs/ muffs. Noise level (ambient as well as work environment) is being monitored perodically through an approved external agency & is ensured within permissible limit. AC Cabin has been provided in all HEMM to prevent exposure to noise by the operators. Niose mapping is being carried out quarterly. 4. Measures for control Soil Erosion and Soil Contamination : As far as soil erosion is concerned, care has been taken to ensure the afforestation both the slopes and terraces for stabilisation. About nos of plants are already planted at dump slope, safety zone and other area within lease during the period from to Coir matting area of 2976 sq m at slope of the First stage OB dump and an area of 3890 sq m coir matting at the second stage O/B dump have been carried out for stabilisation and to avoid generation of suspended solids from the fresh dump slope during rainy season.during the finacial year out of 1565 nos sapling along dump slope, 840 nos of sapling have been planted over coir matting area of second stage OB dump. The barren areas, which are not being used for any purpose related to mining, are developed as green belt. To control soil erosion of the dump slopes inward slope at terraces has been made in each stages of dump. 5. Water pollution control measures: Surface Run-off There is no COB plant. Garland drains are provided around the quarry in order to prevent inrush of rain water into it. The dump yard & ore stack yard are also surrounded by the garland drain and the accumulated water is passed through check dam/settling tanks to allow the silt to be settled before final discharge to outside. The garland drain & settling tanks are cleaned regularly for de-siltation & maintenance properly. Water samples of rainwater passing through waste dump, ore & sub grade ore stack yard are taken and analysed regularly & the content of Cr +6 is found to be within the permissible limit i.e 0.1 mg/ltr. Provisions have been made to collect such water through garland drain, which can be channelized to ETP for treatment before final discharge to out side in case Cr +6 content is found beyond permissible limit. The up-graded ETP as per the conceptual plan of lit, Kharagpur for treatment of mine drainage water & surface run off etc. has been commissioned from 25 th June, Page 5 of 8
6 6. Green Belt Development-Plantation Programme : Afforestation for creating ecological balance constitutes an integral and essential part of environment management of any mining project. This programme of bringing ecological balance has been designed and implemented both inside and out side lease area under a long-term programme. Considering the prevailing situations a programme of afforestation is under way. A statistical figure of which is given below. 7 PART - H ADDITIONAL MEASURES/INVESTMENT PROPOSED FOR ENVIRONMENTAL PROTECTION INCLUDING ABATEMENT OF POLLUTION AND PREVENTION OF POLLUTION A. Future plantation programme year wise. During the year ,2000 nos of plants have been planted along with the school & villages to restore ecology of the surrounding environment as well as to improve the forestry and aesthetic value in and around the Mining lease area. Steps are also taken for providing training on afforestation, programme on health and hygienic aspects to the people in the nearby villages. World Environment day & MEMC Week are celebrated every year involving the local school children to create awareness among them. Sukinda Mines (Chromite), have developed a nursery within the leasehold area (capacity hectares), to produce 10,000 nos of sapling per year. The above programs will continue. This will help in developing new patch of green cover and restoring the damaged ones. Page 7 of 8
8 Additional Steps Taken to Maintain the Quality of Environment. 1. The company has prepared the Environmental Management Plan by identyfying all the environmental aspects and its mitigation has been done by preparing the operational control procedure, which will help in maintaing a good environment and safeguard for the future environmental hazards occur due to present mining operation. ISO (2004) has been implemented in the mine and well maintained. 2.A separate environmental management cell with suitable qualified personnel has been set-up under the control of a Senior Executive, who is reporting directly to the Head of the Organization. 3.The policy towards Corporate Environment Responsibility has been framed and submitted to Ministry of Environment and Forest on dated Surface run off water from Ist stage O/B dump has been chanelised through 630mm PVC pipe line along dump slope during rain to the settling pond for treatment at ETP before discharges to outside. 5.Rain water harvesting structure are provided at our colony premises and our adminstrative office building. 506 KL of rain water have been recharged at the rain water harvesting structure at adminstrative office building KL of rain water have been recharged at the rain water harvesting structure at residencial colony KL of rain water have been recharged through the bottom of the pit. 6.HSE(Health,Safety & Environment) department has been set up at site to take proactive measures for reducing the environmental hazards occur due to present mining operation.
