Project Background Department of Industries, Government of National Capital Territory of Delhi (GNCTD) is primarily responsible for developing various policies, facilities and frameworks for development of industrial infrastructure in Delhi. GNCTD along with DSIIDC, a wholly owned subsidiary of GNCTD, has developed various industrial areas in Delhi; prominent among those are Bawana, Narela etc. The basic framework for developing these industrial areas as of today is that industrial lands are identified and notified for the said purpose and with basic infrastructure like power, internal roads, water supply, effluent treatment are developed by the Department / DSIIDC or through various other GNCTD departments / agencies and municipal bodies. With the advent of time and use of infrastructure facilities/assets, the condition today is not state of the art and is deteriorating with the time, as GNCTD doesn t have sufficient resources and capabilities to manage, operate and maintain such assets. In order to overcome such situation and developing a sustainable framework for industrial areas management, GNCTD is now actively seeking private sector efficiencies in managing all infrastructure assets and the area as a whole. The selected Private Partner would be responsible for developing, if required, managing, operating and maintaining all infrastructure assets in an integrated manner for a particular industrial area. The industrial areas currently identified for this purpose are Narela, Bawana, Patparganj and Okhla Industrial Estate. Department of Industries, GNCTD has appointed a Project Development Advisors for infrastructure mapping, gap assessment, identification of various projects on PPP mode and undertaking the bid process management to select private sector players for the projects identified. The selected Private Partner would be responsible for designing, financing, developing / upgrading, managing, operating and maintaining all infrastructure assets, utilities and facilities in an integrated manner for a particular industrial area for the defined concession period. The proposed project envisages development/ up-gradation, management and O&M of Physical Infrastructure (like roads, storm water drainage, street lighting, sewerage / effluent conveyance, treatment plant, solid waste management, parking, maintenance of green/ open areas etc). The appointed Private Partner shall be entitled to revenues from the billing of water supply (in line with DJB tariff structure), effluent conveyance & treatment charges (as per other existing CETP society tariff structure) and Maintenance Charges (likely to be Rs 10 per sqm of plot area per month) from all leased plots in the industrial estates. 6 2. Introduction to Industrial Development in Delhi In the last 50 years there has been tremendous growth and development in the Indian Industrial Sector. The growth of both organized and unorganized Industrial sectors especially in and around Delhi has played a pivotal role in the economic development of the country. Industries play a vital role in the economic development of the National Capital Territory of Delhi. It contributes to about 21% of the State Income of the Territory. There has been a phenomenal growth of small-scale industries (SSI) in Delhi in the last four decades, where a sharp increase in the number of units from 17,000 in 1961 to 129,000 in has been recorded. The city has witnessed impressive growth during the last decade, driven primarily by the impressive performance of the Secondary and Tertiary sectors of the city s economy. Delhi s gross state domestic product (GSDP) grew at an impressive compound annual growth rate of per cent between and to reach US$ 312 billion. The secondary sector has been the fastest growing, driven by growth in sub-sectors such as manufacturing, electricity and gas and water supply, Delhi's GSDP US$(in billions) construction and power sectors, while the tertiary sector is the second fastest growing. Over the years, the Delhi Government, DSIIDC and DDA have been engaged in the promotion of industries and in the process have developed a number of industrial Estates, Flatted Factory Complexes and other industrial accommodation in Delhi. To combat unemployment and to cater to the needs of the weaker sections, Industrial Work Centers and Industrial Estates have been constructed at different locations in and around Delhi. The Industrial Areas some of which are over ten years old are facing various issues with the existing civic amenities which were provided from the beginning. This has drawn the attention of the stakeholders, private and government agencies and resulted in identifying the major gaps in the areas to take necessary measures for improvement. Profile of Bawana Industrial Area The development of Bawana Industrial Area was entrusted to DSIIDC by the GNCTD in The objective of developing this Industrial Area was to provide a modern Industrial Area to the industries with all requisite infrastructures. It also provided a planned industrial setup with appropriate infrastructure for the relocation of non-conforming industries. Bawana Industrial Area is spread over an area of Ha out of which 53.22% is under industrial use. The types of industries in the industrial area include High tech industries such as Electronics, Instrumentation & Process control Equipments, Machine tools, Hand tools & Tooling, Light Engineering, Refrigeration & air conditioning, Electrical and house-hold equipments, Plastic goods, Medical and Pharmaceuticals, Food processing, Leather goods, Textiles and Sport goods, Packaging, Scientific and Laboratory equipments. 3.1 Location & Connectivity Bawana is located 23 Km in North-West of Delhi and comes in urban extension Zone N of Delhi, Zone N is Bounded by Western Yamuna Canal on North-East, Rohtak Railway line in South, 100M wide road in south east and Haryana state boundary on west & north west. Zone N is bound by Western Yamuna Canal on North-East and Rohtak Railway line in South. Bawana Industrial Area is situated on the West of Bawana Town and falls within the revenue villages of Bawana, Holambi Kalan and Holambi Khurd. 8 Narela Industrial Complex is about 7Km from the study area to the north-east; Badli Industrial Area is about 11 Km to the south-west. The National Highway -1 (G.T. Karnal road) passes at a distance of 10 Km from the Industrial Area. Figures 2-1 & 2-2 show the location of Bawana Industrial Area in Delhi and proposed connectivity to its surrounding. Figure: Connectivity of Bawana Industrial Area Two major proposed roads 80 M Master plan road on the North-West and 100 M Master plan road on the south-east of the Industrial Area and a proposed MRTS (metro) link to Barwala & Holambi Kalan are planned to ensure connectivity of the industrial Area with the rest of the NCR. The proposed roads are supposed to act as major corridors between G.T. Karnal Road in the north and Rohtak road industrial areas in the south-west thereby linking the proposed Bawana Industrial Complex, Kanjawala, Tikri Kalan and Narela Industrial Complex. These roads need to be constructed as originally planned to ensure connectivity of the Industrial Area with the rest of National Capital Region. Bawana is located in the National Capital Region of Delhi. It is at a distance of 23 Km North of Delhi in the urban extension zone N. Bawana Industrial Area is situated on the West of Bawana Town. The JJ Cluster Colony and other Small villages scatter around catering to its daily basic needs lies to the North. Local workforce is also easily available in these areas. Narela industrial Complex is about 4-5 Km from Bawana. The National Highway -1 passes at a distance of 10 Km from the Bawana Industrial Area which is connected with a proposed 100 M wide road. 9 Figure: Surrounding Areas of Bawana Industrial Area 3.2 Existing Landuse Distribution Bawana Industrial Area is spread over an area of Ha ( Acres). 53% of the area is under industrial plots, 14% under recreational and 6% under commercial. A detailed land use distribution for the Industrial Area is given in Table below. These clusters have industrial plots with sizes varying from 100 to 250 sqm. Each sector and cluster of Bawana Industrial Area is planned so as to provide necessary facilities and services to cater to the industrial requirement which are summarized in Table 2-3. 11 The Bawana Industrial Area consists of Industrial plots. At present the estimated direct employment at the Industrial Area is approximately 11,321 and total worker population including the floating worker population in the Industrial Area is estimated as 13,585. 12 Further the employment scenario at the Industrial Area indicates that 82% of the people are associated with manufacturing industry, 10% of the people are working in sales & trading while the remaining 8% are employed in service units. If the population of currently functioning units is calculated based on industry norms derived from secondary study the estimated number of workers is higher as shown in Table 3-3. The direct employment at the Industrial Area works out to be approximately 14,016 and total user population including the floating population in the Industrial Area is estimated as 18,602. The worker population estimated from densities derived by Industry Norms has been considered as optimum and utilized in estimation of current infrastructure requirement. 2 As the industries are manufacturing units indirect employment and visitors are minimal. 13 As Master Plan 2021 focuses on development of IT / ITeS related industries and due to growth of tertiary sector in Delhi, a shift in industry profile to service and trade based units is foreseen. Service based industry growth is linked to residential development signalling availability of skilled labour as well as consumers has been assumed as the timeframe for this change. Saturation of other planned industrial areas and the development of areas of NCR beyond the Bawana & Narela Industrial Areas will also affect the working status of these industrial areas. A minimum of 15 years has been considered for this development. Based on the above assumptions the profile of functioning industries has been projected as 2021 Manufacturing: 70% Service Related Industries: 30% 2031 Manufacturing: 20% Service Related Industries: 80% Change in the industry profile will affect the gross worker population of the industrial area as well as the infrastructure demand. In 2021 the majority of the workforce will still be involved in manufacturing activities. However by 2031, the character of the workforce will change to service. The indirect workforce and visitor population will also increase with a change in profile of industries from manufacturing to services. The units on roads whose width is 24m and above will be more likely to change to service and IT related units to take 3 As the industries are mainly manufacturing units indirect employment and visitors are minimal. 14 advantage of greater visibility. The map below highlights the roads with ROW of 24m or above and the plots adjacent to these roads. Figure: Industrial Plots Located on Roads of ROW 24M and above 3.4 Industry Profile Successive master plans of Delhi have encouraged the growth of small-scale industries. All the units in Bawana fall into this category of small and medium scale units. Figure below shows current grouping of units in the Bawana Industrial Area, the categorization is based on that used in the Draft Industrial Policy, GNCTD. 15 These groups can further be broadly categorized into Manufacturing, Service Industries and Trading Establishments. 91% are composed of Manufacturing Units, 8% of the units are service oriented industries, while remaining 1% are units involved in trading and storage (Figure below). Therefore, Bawana Industrial Area currently is a base of small and medium scale manufacturing units. Figure: Categorization of Functioning Industries by Activity 3.5 Infrastructure Status This section analyses the existing physical and social infrastructure and services in the Bawana Industrial Area; estimates the demand for the scenarios outlined in previous sections; and assesses the gap between current supply & projected demand. The infrastructure assessed includes Water Supply, Effluent/ Waste Water, Solid Waste Management, Power Supply, Road & Parking Facilities, Greens & Open Spaces and Common Facilities Water Supply All infrastructures required for piped water supply to the industrial units (the supply network and storage tanks) was constructed during the development of the industrial area. The Estimated demand of water at the time of inception of the industrial Area was 28MLD (6MGD), of which 25 MLD was for Industrial, Commercial & Facilities and 3 MLD for Horticultural & fire water requirement to be provided by recycling the treated effluent. Against the total estimated requirement of 6 MGD, 1.5 MGD was proposed to be made available by DJB. For rest of the requirement 12 Tube wells are installed in the industrial area with an average yield of 650 LPM. Currently there is very limited supply of water by DJB to the industrial area and hence source for water i.e. Ground water has been considered in immediate term and envisaged to be backed by DJB supply. 16 Table: Water Demand Assessment Scenarios Demand (MLD) Existing 9.67 Year Year WATER SUPPLY NETWORK LAYOUT :BAWANA INDUSTRIAL AREA 2.5ML 5.6 ML 3.25ML Sewage and CETP / STP Sewerage network in Bawana industrial area is envisaged and laid to take care of both domestic sewage and effluent discharged by the various industrial units. The system is designed considering the industrial area of 350 Ha which excludes roads and green belts. One common effluent treatment plant (CETP) of 35MLD capacity is constructed to take care of the effluent from industries. Keeping in view the flat terrain of the industrial area, pumping of sewage is proposed through three intermediate pumping stations. It will ensure an average flow of 3,504 million liters per day (with Capacity 19.88MLD, 6.2MLD & 8.96MLD) to CETP planned from different locations. The recycled water from CETP is supposed to be fit for horticulture or to be discharged into the Bawana Escape (canal) passing through the industrial area. Table below outlines the comparative waste water generation in the three given scenarios. The internal roads have a hierarchy of ROW ranging from 40 M, 24 M, 18 M, 15 M to 12 M. There is also provision for a 4M wide cycle track with 7 M wide green belt, on both sides of the sectors. The Road strengthening and improvement works have been recently completed except few cluster and sector roads were part of work could not be taken up for the reason of ongoing construction of industrial units. A storm water drain, Bawana Escape is passing through the Industrial Area. The drain is an escape provided to WYC by Haryana Irrigation Department in order to DELHI STATE INDUSTRIAL AND INFRASTRUCTURE DEVELOPMENT CORPORATION LIMITED 15

19 maintain water level in the WYC. The area South East of western Yamuna Canal is served by two drains namely Bawana Escape and Ghogna drain. The run-off generated was estimated as 38.4 Cumecs (138240m3/hr). As per the proposal, Bawana Escape passing through the site is used as outfall, having a bed width of 4.6 m and a water depth of 1.5 m, which is at a distance of about 0.5 Km from the southern edge of the complex. Rain water Harvesting was proposed under three tiers at Scheme Level, Sector/Cluster level and Individual plot Level. Generation: Estimation of storm water run-off of an area is based on the existing land-use. Land-use of an area determines the quantum and distribution of permeable (soft/ earth) surfaces and non-permeable (built-up/ paved) surfaces, which in turn translates into how much of the storm water is absorbed into ground and quantum of run-off generated. As occupancy of the industrial area will increase, the built-up area and paved surfaces will also increase, thereby increasing the generated run-off. 20 3.5.5 Street Lighting All roads in Bawana Industrial Area have sufficient street lights. There are 4374 nos. street lights in the industrial area Municipal Solid Waste The solid waste management system in Bawana needs to be augmented to ensure a sustainable waste management. There is no existing solid waste management system. The solid waste is usually dumped in open areas or in the green space. There are designated collection points (dhalaos) constructed at various points within the industrial area. These are, however, not maintained. Garbage dumped at the dhalaos is not removed; but the collected garbage is incinerated in the open at regular intervals. Solid Waste Generation: The total quantum of solid waste generated aggregates to tonnes per day. The types of waste generated include Municipal and Industrial Plastic Waste, the major portion being municipal in character. Collection: There is no mode of door-to-door collection of waste from the industrial units. Road Sweeping: Road sweeping is not carried out daily as observed at the site. But, it doesn t include any operational cost, regular maintenance costs and any other incidental cost.
