Introduction of Project / Back Ground Information : Introduction of the Project and the Proponent. Name of the project Proponent: is a medium scale unit is located at Madap Village Tq. Khalapur Dist Raigad. having total plot area is m2 & total investment after proposed expansion will be Rs Cr. and intend to expand the capacity of existing production capacity. Lakeland Chemicals (India) Ltd. is one of the largest surfactant manufacturing companies in India. These products are especially used in Food, Cosmetics, Pharmaceuticals, Textiles, Household Cleaning, Industrial Cleaning, Metal Working, Mining, Lubricants, Oil Fields, Agriculture, Paints and Pigments. The unit has experienced technocrats having more than 30 years of experience in manufacturing and marketing of specialty chemicals worldwide. The company has prepared well equipped production plant which will be managed by dedicated, qualified & skilled persons. The company has planned to expand the capacity of specialty chemicals with total capacity of 1125 MT per month. The proposed expansion project area lies on N Latitude & E Longitude. M/s. Lakeland Chemicals (India) Ltd is located at Plot. No. 63,6A,6B, Rasayani Road, Vill. Madap, Tq. Khalapur, Dist. Raigad in Maharashtra state. Khopoli is the nearest railway station in the study area; where, almost all the important mail & express trains stop. Entire study area is well connected with the other major cities of the state and the country. Beside the rail connectivity, and also well connected by road transport. There is a good network of roads in the area and contributes for the development and economic growth of the area. The Expressway (Pune Mumbai) is now six lanes, double tracked, more elevated and Jam free highway. This highway has given a further boost to the economic growth of this area. The other major road is national highway No.4 (Mumbai - Bangluru). Almost every village is now well connected to each other by a Pucca road. About Khopoli Town: Khopoli Township has emerged as an Industrial hub. Administratively, it is a part of Raigad district. After the establishment of MIDC estate, Khopoli has gained a special status on the industrial map of the country mainly for chemical industrial units. Over the years, it has emerged as a major cosmopolitan industrial township equipped with hospitals. school, colleges, community centers, temples, churches, mosques, cinema house, fire stations, blood banks, water filtration plants, police stations, post offices, banks, telephone exchanges hotels, guesthouses etc. The town has got a major face-lift after the completion of national highway and other links roads are of good standard. Mumbai, the economic capital of the country is 52 km from Khopoli; The district Head Quarter Raigad is 30 km from the Khopoli town. M/s. Lakeland Chemicals (India) Ltd was incorporated in 2004 and is engaged in the business of manufacturing and marketing Specality chemicals. The company has its corporate office at Unit No 17, Ground Floor, Cama Ind Estate, Sitaram Jadhav Marg, Sun Mill Compound, Lower Parel ( W ), Mumbai and Manufacturing unit at Plot no 63,6A,6B, Rasayani Road, Vill. 3 The Company is managed by the promoters and whole time Directors Mr. Deepak Tikkekar and Mr. Vijay Athalye who are ably assisted by Directors Identification of the project proponent The Company is managed by the promoters and whole time Directors Mr. Satish Tikkekar and Mr. Yash Tikkekar BIODATA OF PROMOTERS Mr. Deepak Tikkekar Msc (Chem) 28 years of production experience of speciality chemicals. He has handled reactions like ethoxylation, propoxylation, esterification, sulphonification, quaternisation, distillation etc. He was in charge of a speciality chemical plant near Mumbai employing approx.100 workers, production capacity of 4800 MT Per year. Mr. Vijay Athalye Commerce graduate with 38 years of experience in speciality chemical industry. He was working as Vice President looking after Finance, Administration, Human Resource, Taxation in a well known speciality chemical manufacturer in Mumbai with annual turnover of cr. He has very good knowledge about speciality chemical market in India. (ii) Brief description of nature of the Project : M/s. Lakeland Chemicals (India) Ltd proposes the expansion of their production capacity at Plot no 63,6A,6B, Rasayani Road, Vill. Madap, Tq. Khalapur, Dist. Raigad. The proposed expansion project involves in the production of Synthetic Organic Chemicals. As per the EIA notification as amended proposed products are covered under category 5(f) A and hence required Prior Environmental Clearance. For the proposed project, the company intends to procure the available latest technology for manufacturing the products listed in Enclosed Annexure. The industrial sector in the past 5 to 7 years has seen a drastic boom and also the keeping in mind the globalization trend, we have identified the demand for the proposed products and with continuous R & D found that it can be developed in-house and produce commercially for domestic market as well as an eye more on export markets. (iii) Need for the project and its importance to the country and or region : The proposed project provides a potential growth opportunity for the already running business of the company. The company is already engaged in the business of manufacturing of specialty chemicals. The project would decrease the overall import and also save the foreign currency. Products are now well established and acceptable in the local markets. Additional capacities of product range required over & above our existing capacities, as the company expect strong growth to the extent of 40-50%. Raw materials for the production of specialty chemicals and these raw materials are plenty in India. 3

4 (iv) Demand Supply Gap : The products have very high specific demand as these specality chemicals products are especially used in Food, Cosmetics, Pharmaceuticals, Textiles, Household Cleaning, Industrial Cleaning, Metal Working, Mining, Lubricants, Oil Fields, Agriculture, Paints and Pigments. (v) Imports vs. Indigenous production : Existing products manufacturing in the country will be very much economical compare to Imports of the same and also the export of the same will earn extra revenue generation for our county. (vi) Export Possibility : Existing products have high export potential. Presently these products are export to countries like USA, Brazil, Argentina, Chile, Peru, Columbia, UK, Germany, Turkey, Russia, Indonesia, Malaysia, Singapore, Australia and New Zealand. Additional capacities of product range required over & above our existing capacities, as the company expect strong growth to the extent of 40-50%. Local market also showing strong growth potential. (vii) Domestic / export Markets : Our products are used in variety of industry as surfactants. These are having very good market in domestic as well as international markets. (viii) Employment Generation (Direct and Indirect) due to the project : There will be very good opportunity of employment generation directly and indirectly due to proposed expansion project. Due to proposed project there will be requirement of manager, supervisor, operator and semi skilled workers. For that company will employ about additional 30 people to fulfill it s need to handle the plant. So that 30 people will be directly employed and more than 50 will be indirectly employed. 3. Project Description : Type of Project including interlinked and interdependent projects, If any : (ii) (iii) The proposed project is an interdependent project of the company. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted : The proposed activity will be accommodated in the existing premises having proper industrial infrastructure so; there is no alternate site consideration. (iv) Size or magnitude of operation : (v) As per the proposed project cost the project is covered under Medium Scale category of manufacturing industries. And the nearest air port (Mumbai) and port are 60 KM away from the project site by road. (ii) Land Form, Land use and Land ownership : The land is in the form of industrial shed owned by self. (iii) Topography (along with map) : (iv) Topography map showing the elevation of the study area below. The topographical map is enclosed as Annexure-9. Existing land use pattern (agriculture, non-agriculture, forest, water bodied ( including area under CRZ)), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of Gazette notification should be given : Existing land is used as industrial purpose. The nearest distance of site from various location is enclosed as Annexure -10 (v) Existing Infrastructure : The area has the entire available infrastructure like water, electricity, roads, rail, transportation, availability of raw material. (vi) Soil classification : General soil classification of the area is as under : The soils of the district are formed from the Deccan trap which is the predominating rock formation of this district with small out-crops of laterite at a few places in the Poladpur taluka and in the Matheran hills. Various types of these soils are marked out as per topographical situation and location. They ' are generally grouped as forest, varkas, rice, khar or salt, coastal alluvial and laterite soils. 5

6 The project site around 10 km radius mixed soil type for Varkas soil, Khar soil, this type of soil not suitable for cultivation purpose, This land suitable for industrial development -100% The Patalganga River is located from 2.85 km distance on the site location, this river both side of mixed soil type (Sand, clay, Basaltic soil) (vii) Climate data from secondary sources : Rainfall Data : The project site location receives annual rainfall of 2800 to 3000 mm in 94 rainy days with coefficient of variation of 65 %. The south-west monsoon commences by about the first week of June and the rains continue till about the beginning of October. The average annual rainfall for the district as a whole is 3,028.9 mm. (119.25"). The rainfall increases rapidly from the coast Howards the Western Ghats on the eastern border of the district. In the coastal strip the annual rainfall decreases from south to north. Uran and Alibag at the northern end of the coast get annually 2,072.3 mm. (81.58") and 2,080.8 mm. (81.92") of rain, respectively, Matheran gets as much as 5,167.5 mm. (203.45") of rain annually. Nearly 95 per cent, of the annual rainfall is received during the south-west monsoon months, and the rainfall in October forms the major portion of the rest. July is the month with the heaviest rainfall, the same being 38 per cent of the annual rainfall. The year-to-year variations in the annual rainfall of the district are not large. Temperature Data: The project site temperature The period from March to May is one of increasing temperatures. May is the hottest month with a mean daily maximum temperature at 31.7 C (89.1 F) and the mean daily minimum temperature at 26.4 C (79.5 F). Rainfall and Temperature maps of the project site are enclosed as Annexure-11. (viii) Social Infrastructure available : Social Infrastructure in Raigad district is as under : Education : There are 2738 primary and 321 secondary and higher secondary, there are 6 ITIs offering several industrial training Institutes programs. There are 28 Colleges is present in the district Source: The Gazetteers Department Health: There are 49 primary healthcare centres, 16 Rural hospitals, 10 Government and 1 Districtl hospital present in the district. Raigad has several private specialized hospitals to provide a comprehensive range of tertiary and secondary care services backed by state-of- the- art technology and trained medicos. Tourism: Dr Babasaheb Ambedkar memorial at Mahad is the prominent memorial of India. Being a coastal district beaches are very famous and tourist attraction. The famous tourist attractions are Raigad, Kulaba Fort, Murud-Janjera, Karnala Bird Sanctuary, Matheran, Memorial of Dr. Babasaheb Ambedkar at Mahad 5. 7 There is a cluster of numerous large-scale, medium-scale and small-scale industries, engaged in manufacture of variety of products, for example oil & natural gas,pharmaceuticals, dyes and chemicals, paper mills, paints, plastics, packaging, textiles, specialilty chemicals, pesticides and others in the nearby area. (ii) Population Projection : Not applicable (iii) Land use Planning (breakup along with green belt etc) : The existing and proposed expansion project is located within the Industrial land and due to the proposed project there will not be any change in the land use pattern of the region. Proposed Green belt planning in the project area is enclosed as Annexure-12. (iv) Assessment of Infrastructure demand ( Physical & Social) : There is no need for any infrastructure demand in terms of physical or social needs for proposed expansion. (v) Amenities/ Facilities : Khopoli has the entire available infrastructure like water, electricity, roads, rail, transportation, availability of raw material. 6. Proposed Infrastructure : Industrial Area (Processing Area). The proposed infrastructure to manufacture products will be built with standard engineering design considering all the relevant parameters related to environment, health and safety. Lay out plan is enclosed. (ii) Residential Area (Non Processing Area) : No residential area is involved in the proposed expansion project (iii) Green Belt : Green belt will be provided and maintained at the tune of 33% of the total land area. (iv) Social Infrastructure : Not applicable (v) Connectivity (Traffic and Transportation Road/ Rail/ Metro/ Water ways etc) : The project site is very well connected by road through National Highway no. 4, Central railways. (vi) Drinking Water management ( Source & Supply of water ) : Source of water is from river Patalganga. (vii) Sewerage System : Industry has provided septic tanks to dispose the sewage effluent. (viii) Industrial Waste Management : Industrial liquid effluent regeneration during the manufacturing of proposed products will be treated in the primary, secondary & tertiary ETP and will be disposed through CETP. Generated domestic liquid waste is being disposed off through septic tank and soak pit system. 7

8 (ix) Solid Waste Management : Enclosed as Annexure 13. (x) Power Requirement & Supply / Source : Power requirement for proposed project will be taken from MSEDCL. 7. Rehabilitation and Resettlement (R&R) Plan: Policy to be adopted (Central/ State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given): There will be no rehabilitation and resettlement undertaken as labours and workers from local & nearby areas for the proposed construction activity which will be minor as the proposed expansion activity is to be undertaken at the existing site. 8. Project Schedule & Cost Estimates : Likely date of start of construction and likely date of completion ( Time schedule for the project to be given ) : After obtaining Environmental clearance and Consent to Establish from MPCB, the company shall start the proposed construction and commissioning of the project. (ii) Estimated project cost along with analysis in terms of economic viability of the project : Estimated project cost along with the analysis in terms of economic viability of the project is enclosed as Annexure Analysis of Proposal ( Final Recommendations): Financial and social benefits with special emphasis on the befit to the local people including tribal population, if any, in the area: Proposed expansion activity will provide benefits to the local people in terms of financial and social welfare. Local people will get direct financial benefit by way of employment. Local people will get some contracts of supply and services to get indirect income. Company will contribute in improving education and health facilities in nearby area. 10.
