INTRODUCTION This report presents the results of water testing for lead in drinking water using flush sampling following the Minnesota Department of Health (MDH) Reducing Lead in Drinking Water: A Manual for Minnesota Schools for those elevated outlets as reported in the FIELD ENVIRONMENTAL August, 204 report. As indicated in that report, the following sites had lead levels above the action limit: Afton-Lakeland (4 outlets) Lake Elmo (2 outlets) Stillwater Area High School ( outlet) Stonebridge Elementary (2 outlets) Withrow Elementary (2 outlets) *The fixture at Oak-Land Junior High was since removed and is not included in this round of sampling. Samples were collected by FIELD ENVIRONMENTAL on September 2, 206. II. DISCUSSION Lead is a toxic metal that is harmful to human health when it is ingested or inhaled. Unlike other environmental contaminates, lead is stored in our bones and can be released over time into the bloodstream. Lead exposure is a serious health concern, especially for young children and infants. Children s bodies absorb more lead than adults. Exposure to high levels of lead in children and infants may result in developmental delays, lower IQ s, hearing loss, hyperactivity, and learning disabilities. The Lead Contamination Control Act of 988 (LCCA) applies to all schools, whether they purchase water from a water utility (i.e., city or rural water) or they supply their own water (i.e., well). The intent of the LCCA is to identify and reduce lead in drinking water at schools and day care facilities. It relies on voluntary compliance by individual schools and school districts. The United States Environmental Protection Agency (EPA), Minnesota Department of Health (MDH), and the Minnesota Department of Education (MDE) recommend testing of potable water sources (water used for consumption) every five (5) years to determine the presence of lead. The EPA and MDH recommend that actions be taken if lead concentration exceeds 20 parts per billion (ppb) or 20 micrograms per liter (ug/l).

METHODOLOGY FIELD ENVIRONMENTAL collected flush samples for those elevated outlets as indicated in the August, 204 report. Flush samples consist of water emitted from an outlet after a stated flush time. Prior to the flush sampling, the water emitted from the fixture must have been sitting (not used) for a period of 8 hours or more but not exceeding 8 hours. Water was collected immediately in the morning before it could be used for other purposes. FIELD ENVIRONMENTAL and ISD #834 specified two unique flush times; five (5) minutes and ten (0) minutes. Flush samples were collected using clean (250 ml) sampling bottles treated with 2.5 mls Nitric Acid (20%). The bottles were filled to the top, capped, recorded and transported to the lab. Analysis was conducted by of Minneapolis, Minnesota using EPA Method ICPMS for determination of trace elements in drinking water. Per the request of ISD #834, first draw samples were also collected at Afton-Lakeland Elementary. IV. RESULTS Laboratory analysis of first draw samples for those identified fixtures at Afton-Lakeland Elementary revealed that ten (0) fixtures had lead results above the action level of 20 ppb. However, flushing for either five (5) or ten (0) minutes reduced those levels to below the action level. Five (5) or ten (0) minute flush draw sampling at Lake Elmo Elementary, Stonebridge Elementary, Withrow Elementary, and Stillwater Area High School for those identified fixtures reduced lead levels to below the action level. A complete table of all locations sampled and corresponding results is provided in Appendix A. Building maps indicating sampling locations and results are provided in Appendix B. Pace Analytical laboratory reports are provided in Appendix C. V. CONCLUSIONS Flushing for five (5) or ten (0) minutes prior to consumption (i.e. morning) reduces lead levels to below the action level for those identified fixtures. However, midday flushing may need to be included if there s a concern that lead levels may rise above 20 ppb later on in the day. A sign should be posted to indicate the need for flushing prior to use for those identified fixtures. ISD #834 should communicate results according to their School Board Policy or Lead in Water Program. VI. REMARKS The environmental services performed by FIELD ENVIRONMENTAL s technicians, analysts and project managers for this project have been conducted in a manner consistent with the degree of care and technical skill exercised by environmental professionals currently practicing in this area under similar budget and time constraints.
