5 Publicly-owned/ operated wastewater utility serving southwest Ohio Serves a population of about 855, ,000 residential and 250 industrial users Operates seven wastewater treatment plants; treating 70 billion gallons/year

6 Cincinnati is one of 772 cities in the United States with a combined sewer system.

7 MSD is under a federal mandate (Consent Decree) to reduce sewer overflows into local streams and rivers. Combined sewers carry both sewage and stormwater in the same pipe.

8 Project Groundwork is our plan to reduce sewer overflows Includes hundreds of sewer and stormwater management projects across Hamilton County Phase $1.4 billion (2006 dollars) Phase 2 Post 2018 $2.1 billion (2006 dollars)

9 MSD has constructed 96 of the defined projects listed in Attachment 1B of the Final WWIP. Under Construction 2% Bidding 3% Design 10% Planning 2% The remaining projects are on schedule to be submitted in accordance with Consent Decree milestone dates. Completed 83% MSD has 14 current projects in Green Township

12 Located at the southwest corner of the Werk and Westbourne intersection CSOs are a frequently recurring problem Overflows result in sewer debris in stream bed and odors Creates potential public health and environmental concerns

13 MSD has made it a priority to reduce combined sewer overflow occurrences at the Werk & Westbourne CSO site.

14 Best solution for the Werk & Westbourne site Specifically designed to capture, store, and disinfect peak flows before they are released into local waterways Provides on-site storage and disinfection Will manage CSO occurrences at this location for a majority of wet weather events - Captures First Flush - Provides 100% coarse screening

15 Operate during wet weather when combined sewer is full Are much smaller than conventional treatment facilities Can process wastewater more quickly using chemically-enhanced treatment Can be designed to fit in to residential areas

16 Capture, store and treat overflows from the combined sewer system Better protect public health and environment Improve the neighborhood by: - Reducing sewer debris released into creek bed - Significantly reducing odors from overflow events Incorporate elements of the surrounding neighborhood

17 Will be a demonstration facility for EHRT technology Will provide coarse screening for all wastewater coming from CSO #522 Can process at least 35 million gallons of wastewater per day with chemically-enhanced sedimentation and treatment Is designed to accommodate future expansion, if needed

21 Facility construction will begin mid MSD will put in place measures to minimize disruptions as much as possible during construction: On-site staging and construction parking Normal working hours Consolidated supply deliveries as much as possible Install temporary fencing around construction site (will be replaced with permanent decorative fencing when construction is complete)
