2 OVERVIEW The Shoreway Environmental Center ( Shoreway facility ) serves as a regional solid waste and recycling facility for the receipt, handling and transfer of recyclables, organics and garbage from the RethinkWaste service area. Located on the border of the Cities of San Carlos and Redwood City at 225 and, San Carlos, the integrated campus includes the following buildings and uses: Transfer Station, Materials Recovery Facility (MRF), Public Recycling Center, Environmental Education Center, Recology San Mateo County offices and South Bay Recycling (SBR) offices. The facility is operated by SBR on the JPA s behalf through December 31, 2020, with three one-year options to extend the agreement. Residential and commercial solid waste, recyclable materials and organics that are collected by the franchised hauler (Recology) are taken to Shoreway for processing, staging and shipment. A certified LEED Gold facility from the U.S. Green Building Council, the Shoreway Environmental Center is also a 2012 Recycling Systems Excellence Gold Award recipient from the Solid Waste Association of North America (SWANA.) RethinkWaste purchased the facility, then known as the Shoreway Recycling and Disposal Center, in March 2000 from BFI Waste Systems of North America. 3 Services and Rates Public Recycling Center The Public Recycling Center includes a Buy-Back Center and free Drop-Off Center: o Buy-Back Recycling Center for California redemption value (CRV) containers (aluminum cans, glass bottles, and plastic bottles) may be redeemed at the Buy- Back Recycling Center. Customers can also drop-off for free non-redemption curbside recyclable materials (cardboard, mixed paper, newspaper, magazines, glass, cans, bottles, and plastic bottles). o Clean Cardboard Buy-Back for customers with large volumes. A minimum of 300 pounds of clean cardboard is required for payment. o Free Drop-off recycling area for: o Used clothing (including shoes and purses) o Electronics (e.g. computers, computer monitors, TVs, copiers, faxes, VCR's and other consumer electronics) o Scrap metal o Clean film plastic (grocery/produce, dry cleaning, bread and frozen food bags; shrink wrap) o Used motor oil (up to 15 gallons) o Used motor antifreeze (up to 10 gallons) o Used motor oil filters o Latex paint ONLY (up to 10 gallons) o Fluorescent lighting tubes (up to 6 tubes) o Compact fluorescent lights o Cell phones o Household batteries o Car batteries o Hard and soft cover books o Cooking oil (home generated only, up to 15 gallons) o Sharps Transfer Station The Transfer Station accepts household and business solid waste, clean green waste and wood, appliances*, auto and truck tires, concrete and asphalt and like materials, clean fill dirt, mixed demolition debris, and other non-hazardous materials and items. *Refrigerant units accepted only with certification of Freon removal. Rates are charged by the cubic yardage, by ton or per unit. Acceptable forms of payment include: cash, business checks, credit cards, debit cards with a Visa/Mastercard logo and American Express. No personal checks. Customers who have recyclable items for drop-off at the Recycling Center will be directed by scale house staff to the Public Drop-Off area. 5 TOUR PROGRAM The Tour Program at the Shoreway Environmental Center is designed to help educate visitors about sustainability and recycling. There are free tour programs currently offered to schools and the general public. Tour participants learn about resource conservation and the 4Rs (Reduce, Reuse, Recycle and Rot), and have the unique opportunity to see firsthand what happens to their garbage, recyclables, yard trimmings and food scraps once they are collected. The Environmental Education Center at Shoreway is a key component of the tour programs and includes museumquality exhibits, reuse art, a talking robot and an educational classroom. Reservations can be made online for the tours at RethinkWaste.org. School Tours Program RethinkWaste provides bus transportation for 4 th through 6 th grade classes for both public and private schools in the RethinkWaste service area. The tour activities are based on the best practices in environmental education and provide connections to the California State Content Standards and include pre- and post-tour materials for teachers. The approximately two-hour tour includes visiting the Transfer Station, MRF and the Environmental Education Center. Public Open House Days RethinkWaste holds Public Open House Days at Shoreway, geared to providing community groups and the general public an opportunity to tour the facility. The Public Open House Days are held the third Thursday of every month, from 9:30 am to 10:30 am, and 11:30 am to 12:30 pm. Reservations are recommended, but not required, to ensure space availability. 4

6 Shoreway Transfer Station The Transfer Station at the Shoreway Environmental Center performs the function that its name implies a building where various materials are delivered by the general public, contractors or Recology San Mateo County s franchised collection vehicles serving the RethinkWaste service area. The various delivered materials are consolidated by type and then loaded into large transfer trailers for shipment offsite to either a landfill or recycling facilities. The Transfer Station is operated by South Bay Recycling (SBR) on the agency s behalf. The garbage is sent to Ox Mountain Landfill located off Highway 92 in Half Moon Bay, the only active landfill in San Mateo County. The C&D and other types of construction materials are sent to the Zanker Road recycling facility in San Jose. The yard trimmings and food scraps (organics) are sent to the Newby Island and Grover composting facilities located in San Jose and near Tracy, respectively. Significant improvements were made to the Transfer Station as part of the Shoreway master plan. These include a 15,000-square-foot expansion with a separate entrance, area and exit for the public to dump their materials. These improvements offer greater safety for the public by providing more floor space for people to dump their materials separately from large commercial vehicles. This added area also provides space for materials recycling by SBR, boosting landfill diversion. The $5 million in Transfer Station improvements project was completed in June 2011 and expanded the building to nearly 75,000 square feet. 7 Shoreway Materials Recovery Facility MRF Facts: Operations: 5 days per week Shifts: 1 per day Annual Capacity: 80,000 tons Daily Tons Processed: 250 tons per day Optical Sorters: 4 Shipping Docks: 4 If laid end-to-end, the MRF conveyors would stretch nearly a mile - longer than the middle span of the Golden Gate Bridge. The First Solar-Powered MRF - 2,700 solar panels on the roofs supply nearly all of the power used by the sorting equipment, making this a truly green facility! The yearly energy savings from recycling plastics will equal about 17.5 million kw, enough to power 1,650 households for one year. The total weight of all of the recycling equipment in the MRF is approximately 3 million pounds - equal to about four 747 jumbo jets. The Materials Recovery Facility (MRF) at the Shoreway Environmental Center is where all of the recyclables collected by Recology San Mateo County from the approximately 93,000 households and 10,000 businesses in the RethinkWaste service area are delivered, processed by type and sent to end markets for remanufacturing. The MRF is located in a newly constructed 70,200 square foot building. It includes state of the art single stream (commingled) processing equipment designed and installed by Bulk Handling Systems (BHS), and became fully operational in April The new building and processing equipment each cost approximately $17 million. The MRF is operated by South Bay Recycling (SBR) through a 10-year contract with RethinkWaste. SBR has a partnership with the San Mateo County Vocational Rehabilitative Services (VRS) for the sorters who work at the MRF. The partnership provides job training opportunities for those with barriers of finding employment over an 18-month period in preparation for entering the work force. The MRF includes separate tipping areas for residential and commercial recyclables, which are then processed using a series of conveyors, screens, magnets and optical sorters to separate paper from containers. These materials are then further separated into newspaper, mixed paper, cardboard, glass, aluminum, tin and plastics. The MRF equipment does the bulk of the materials separation, while the sort-line workers remove non-acceptable items from the separated recyclables.

8 Shoreway Public Recycling Center One of the unique features of the Shoreway Environmental Center is its redesigned Public Recycling Center easily accessible to the general public. The Public Recycling Center encompasses both a free drop-off area for such items as cardboard, scrap metal, electronics, household cooking oil, sharps, and fluorescent tubes, among others, and a buy-back area for California Redemption Value (CRV) bottles and cans. The Public Recycling Center includes two new automated Reverse Vending Machines, where the public insert their CRV glass, plastic and aluminum containers for a cash redemption. The Public Recycling Center is accessible via Gate 1, and is located in front of Shoreway s Materials Recovery Facility building, where all residential and commercial recyclables are processed. The location provides the general public a safer and more convenient experience with its own entrance and exit, allowing users to drop off the materials without having to go through the Transfer Station scales. The public is encouraged to first visit the Public Recycling Center to recycle as much materials as they can before taking them to the Transfer Station. This will help them save money while doing the right thing. 10 Shoreway Environmental Center The Shoreway Environmental Center, California s greenest Recycling Center and Transfer Station, serves as a regional solid waste and recycling facility for the receipt, handling and transfer of recyclables, organics and garbage from the RethinkWaste service area (southern and central San Mateo County.) Owned by RethinkWaste, a public agency, Shoreway serves as a national model for sustainable building practices and innovative recycling and material handling operations. A certified LEED Gold facility from the U.S. Green Building Council, the Shoreway Environmental Center is a 2012 Recycling Systems Excellence Gold Award recipient from the Solid Waste Association of North America (SWANA), the top national award for a recycling facility. The facility, which sits on 16 acres in San Carlos, is operated by South Bay Recycling (SBR) on the Agency s behalf and is permitted to receive 3,000 tons per day. Recology San Mateo County is the franchised collection services provider for the RethinkWaste communities. A grand opening was held on September 27, 2011 to mark the completion of a $46 million master plan construction project to transform the former outdated facility into the new Shoreway Environmental Center. The threephase capital project included traffic improvements, a new state-of-the-art Materials Recovery Facility (MRF), an expanded Transfer Station, a new Environmental Education Center, and green building features all designed to increase customer convenience and safety. Environmental Education Center: RethinkWaste offers free tours to schools and the general public of the Shoreway Environmental Center. Visitors learn about resource conservation, the 4Rs and what happens to materials once they are picked up from homes and businesses. Recology San Mateo County Offices: Recology has its administrative offices located at 225 Shoreway Road, San Carlos and is open to the public for bill payments and customer questions. Recology s operations yard is also located at Shoreway. South Bay Recycling (SBR) Offices: SBR, which operates the Shoreway Environmental Center on behalf of RethinkWaste, has its administrative offices housed in the MRF building. SBR s operations yard is also located at Shoreway.

12 Greenest Recycling Center & Transfer Station As a public agency dedicated to promoting resource conservation and recycling, RethinkWaste wanted to ensure that the Shoreway Environmental Center reflected the Agency s core sustainability goals and values. This included the incorporation of LEED and sustainable design features as part of the entire facility master plan project. Shoreway was certified LEED Gold from the U.S. Green Building Council in June Solar-Powered MRF Approximately 100% of Shoreway s MRF sorting equipment energy needs are supplied through the installation of 2,700 photovoltaic panels on the roofs of the MRF and Transfer Station buildings in December The solar project is one of the largest installations in the Bay Area, and is estimated to save approximately $2.1 million in energy costs over the next 20 years for RethinkWaste. Ecoplexus installed the solar panels through a Solar Power Purchase Agreement (PPA,) which includes financing, owning, operating and maintaining the photovoltaic system. In return, RethinkWaste will host the system and purchase the electric output for a predetermined price over the life of the 20- year contract. Other Green Features Window shade features and white roofs (cool roofs) have been installed on all new buildings. The white roof cools the surrounding area by reflecting the sun s heat instead of absorbing it. Reducing the temperature on the building s roof results in lower energy usage. Many resource conservation features were included in the construction, such as: translucent roof and wall panels to reduce lighting needs, high-efficiency motors in the sorting equipment to reduce power use, bio-swales and a rainwater harvest tank to conserve water. Building materials such as concrete and steel framing members are made up of post-consumer recycled content. Using materials with recycled content reduces the demand on virgin materials and saves valuable resources. Wood-based products are certified to be from sustainable timber that preserves the integrity of the forest ecosystem by maintaining soil and water quality. A comprehensive construction waste management plan diverted 95% of construction waste and debris from the landfill during construction of the new buildings.
