5 Inspection Scope. Comprehensive. A comprehensive inspection is a substantially complete and thorough inspection of all potentially hazardous areas of the establishment. An inspection may be deemed comprehensive even though, as a result of the exercise of professional judgment, not all potentially hazardous conditions or practices within those areas are inspected. Partial. A partial inspection is one whose focus is limited to certain potentially hazardous areas, operations, conditions or practices at the establishment. 1. A partial inspection may be expanded based on information gathered by the CSHO during the inspection process consistent with the Act and Area Office priorities. (plain view hazard) 2. CSHOs shall use pre-determined criteria from their offices to determine the necessity for expanding the scope of an inspection, based on information gathered during records or program review and walkaround inspection. (applicable Emphasis Program)

6 Deletions Inspection History A programmed inspection will be deleted from the list if the facility has undergone a comprehensive, or records only inspection within a defined timeframe - generally months of opening conference of previous inspection. Company size Programmed inspections will be deleted if a facility does not employ a requisite number of workers generally less than 11, sometimes less than 20. NAICS Code Programmed inspections will generally list specific NAICS codes to be included in the program emphasis - usually found in an appendix.

9 Site Specific Targeting Deleted from inspection list if a comprehensive or records only inspection within 24 mos of opening previous inspection Deleted if less than 20 employees and DART rate is above 2 x the national average Uses 2011 injury illness data for calculation Inspection conducted if DART rate is at or above 3.6 Or the DAFWII is at or above 2.2

12 Hazardous Machinery Amputations Deleted where (other than location where amputations are known to have occurred) establishments have undergone a comprehensive, or partial, inspection within 24 months Deleted if 10 or fewer employees Confirm NAICS code, partial inspection of equipment for nip points, pinch points, shear points, cutting actions, and other points of operation.

14 Hexavalent Chromium Deleted if health inspection addressing hexchrome occurred within 24 months. No deletion based on company size NAICS Code verified, verify if processes expose employees to Cr(VI) or other listed substances: Iron Oxide, Arsenic, Manganese, Cadmium, Nickel, Calcium Oxide, Silver, Cobalt, Tin, Copper Fume, Zinc Oxide, Lead Partial inspection

18 Falls / Overhead Power Lines % fatalities fall related 15% construction electrocution from power lines (75% in Region VII) All construction sites observed to have fall hazards, overhead power lines, or scaffolds in use, shall be inspected Weekends included Scope - Partial limited to fall hazards, overhead power lines, scaffolds unless plain view hazards are present.

19 Falls / Overhead Power Lines If other hazards are noted expanded to a Focused Inspection Concentrate on project safety and health plan and Focus Four: Electrical Hazards Caught in/between Struck by Construction Inspection Emphasis weeks (2) CSHOs provided specific areas of high construction activity and stop at all sites within the area where fall hazards, OPL s and scaffolds are present.
