1 CITY OF REEDLEY Approved by WASTEWATEROPERATORTRAINEE WASTEWATERTREATMENT PLANT OPERATORI WASTEWATERTREATMENT PLANT OPERATORII WASTEWATERTREATMENT PLANT OPERATORIII Date O ) DEFINITION Under direction (Wastewater Operator Trainee, Wastewater Treatment Plant Operator I and II), under limited direction (Wastewater Treatment Plant Operator III) by the assigned supervisor to perform a variety of duties involved in the operation of the wastewater treatment plant and pump station equipment and facilities. DISTINGUISHINGCHARACTERISTICS Wastewater Operator Trainee (For Grade 1 OperatorCertification) - Wastewater Operator Trainee is an entry level position for candidates qualified to learn the duties of a Wastewater Treatment Plant Operator, as defmed by the California State Water Resources Control Board (SWRCB). The incumbent may not work as a "lone operator" as defmed by the SWRCB in Title 23, Division 3, Chapter 26, Article 1, Section 3671 and approved pursuant to Article 3. Section Wastewater TreatmentPlant OperatorI - This is an entry level position in the wastewater treatment plant series. This position requires prior sewage plant experience and applicable certification as defined by the California State Water Resources Control Board (SWRCB). Incumbents work under general direction and are expected to perform a full range of duties and meet the qualification standards for the class. Employees in this class may be promoted to Wastewater Treatment Plant Operator II upon obtaining a Grade II Certificate. - Wastewater Treatment Plant Operator II Positions in this class are normally filled by advancement from the lower class of Wastewater Treatment Plant Operator I, or when filled from the outside require prior sewage plant operation experience and applicable certification as defmed by the California SWRCB. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. A Wastewater Treatment Plant Operator II works under general supervision and is expected to perform the entire range of plant operation work. Work in this class is distinguished from that of the Wastewater Treatment Plant Operator I class by the greater complexity of the work, by the greater independence with which an incumbent is expected to operate, and the required possession of a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California Water Resources Control Board. Wastewater Treatment Plant Operator III - The Grade III Wastewater Treatment Plant Operator position is normally filled by the advancement from the lower class of Wastewater Treatment Plant Operator II position, or when filled from the outside, requires prior wastewater treatment plant operation experience and applicable certification as defined by the California SWRCB. Appointment to this higher position requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. 1

2 A Wastewater Treatment Plant Operator III is expected to perform the entire range of plant operation work and is distinguished from the Operator II class by an increasing knowledge and experience, more independence in completing operational tasks, the required possession of a Grade III Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board. May act as "Designated EXAMPLESOF IMPORTANT AND ESSENTIALDUTIES Examples listed may not cover all duties that may be performed. Operates wastewater treatment facilities to control flow of wastewater, sludge, and effluent. Operates, monitors, maintains, lubricates, inspects, and repairs a wide variety of equipment, including: motors, pumps, centrifuges, valves, gates, vehicles (including, but not limited to, front end loader, dump truck, tractor and attachments, forklift, and pick-up trucks), screening equipment, gear boxes, belt drives, and various other pieces of equipment. Starts up and shuts down high speed centrifuges, pumps, motors, treatment process equipment, and other related equipment in the course of routine operations, maintenance, and during emergencies. Utilizes a local area computer network and distributed control system in the routine operating and monitoring of the treatment facility and the collection and maintenance of plant operational data. Notifies appropriate staff of electrical and instrumentation malfunctions. Reads and interprets meters, dials, gauges, charts and other data recording instruments for operational control and record keeping. Changes flow meter charts. Makes treatment process adjustments based on information gathered, samples taken, readings, and records after informing supervisor. 2

3 Collects and preserves samples of wastewater industrial discharges, groundwater, and wastewater sludge for analysis. Performs required routine lab work in the absence of regular laboratory personnel. Follows the City approved safety rules and policies. Informs supervisor of any unsafe conditions, accidents, or injuries. Assists chlorine and sulfur dioxide gas, in maintaining adequate inventories of janitorial, chemical, polymer, oil, grease, chlorine, shop, and other supplies essential to plant operation. Keeps the appearance of the plant and related facilities neat and clean. Performs janitorial work including, but not limited to; sweeping, mopping, dusting, bathroom cleanup, window washing, etc... Paints equipment and buildings, as needed. Performs landscape maintenance, including: weeding, pruning, raking, pesticide spraying, and watermg. Picks up, cleans, and puts away all tools and equipment after use. Reports missing, broken, or lost tools and equipment to the supervisor. Reports all observations of importance to the plant supervisor. OTHERJOB RELATEDDUTIES Performs all related duties and responsibilities, as assigned, in a safe, timely, and efficient manner. 4 Skills to: Operate a motor vehicle safely. Perform manual labor for extended periods of time in all types of weather. Ability to: Leam operational characteristics of specialized wastewater treatment equipment. Leam materials, methods, and practices used in the operation of wastewater treatment facilities and equipment. Learn to read meters and gauges correctly and to act quickly and competently. Learn policies and operating routines of the wastewater treatment facilities. Learn the fundamentals of laboratory analysis, interpretation, and calculations. 5 Education/Training: As required by the SWRCB in Article , the required minimum education is a high school diploma or equivalent _and six (6) educational points. Educational points may be received in accordance with Article Educational Points. License or Certificate: Possession of a valid California driver's license. Ability to obtain a Wastewater Operator-In-TrainingGrade I Certificate issued by the California State Water Resources Control Board within 90 days of employment. Ability to obtain, at a minimum, a Grade I Wastewater Treatment Plant Operator Certificate issued by the CSWRCB within one year or maximum three years from time of hire as a Wastewater Treatment Operator Trainee at which time the trainee becomes eligible to progress to a Wastewater Treatment Plant Operator I. Failure to successfully complete the certification process may be cause for termination. The Wastewater Treatment Plant is classified as a Grade III Plant; therefore, the ability to obtain, at a minimum, a Grade II Wastewater Treatment Plant Operator Certificate is required. The established time to obtain the certificate shall be dictated by the requirements set forth by the CSWRCB and the City. Wastewater TreatmentPlant OperatorI In addition to the qualifications for Wastewater Treatment Plant Operator Trainee: Knowledge of: Operating characteristics of mechanical and electrical systems. Operational characteristics of specialized wastewater treatment equipment and disposal systems. Materials, methods, and practices used in the operation of wastewater treatment facilities and equipment. Safe work practices around gases, electricity, and chemicals. Occupational hazards and standard safety precautions necessary in wastewater treatment plant operation. 5

8 Knowledge of: The principles, policies, treatment processes and routine duties required in the operation of a wastewater treatment facility. Sampling, laboratory analysis, lab procedures, interpretation of results, and QA/QC required in a wastewater lab. Basic supervisory skills needed to organize projects, manpower, and work schedules, as necessary, for wastewater treatment plant operations. Skill to: Operate, start-up, shutdown, and repair all wastewater treatment plant equipment in routine and emergency situations. Work with vendors and contractors to complete repairs, projects, and obtain parts or services necessary for the efficient operation of the wastewater treatment plant. Ability to: Work independently, to organize, complete projects and assignments with little or no direct supervision. Fill in for plant superintendent in his absence, performing necessary functions to maintain plant operations. Fill in for lab personnel in their absence, performing necessary functions to maintain lab operations. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Advanced experience in the operation, maintenance, and mechanical repairs of hydraulic pumps, valves, gasoline powered engines, and motors. Journey level experience in the operation and maintenance of a wastewater treatment plant and lift station. Required years of experience as defmed by the California SWRCB in Article

Possession of a Wastewater Treatment Plant Operator Grade III Certificate issued by the State of California Water Resources Control Board. SPECIAL REQUIREMENTS Essential duties require the followingphysical abilities and work environment: Physical Abilities: Primary functions require sufficient physical ability to work in a plant, laboratory, and field setting and operate assigned equipment. The frequencies noted below are general and may change depending upon the specific physical activities necessary to complete assigned tasks. Continuous:walking, standing. Frequent: sitting, standing, walking, reaching with arms and hands, crouching, smelling, kneeling, stooping, talking, handling, fingering, data entry, keyboarding, repetitive hand/arm movement, climbing, balancing, lifting, carrying, bending, and squatting. Environment: Wastewater TreatmentPlant: Exposure to noise, heat and vibration of plant machinery and other equipment; mechanical and electrical hazards of operating equipment; fumes and odors of sewage, chemicals, and gases; explosive materials/environments; confined spaces; toxic substances such as chemicals, cleaners, solvents, and gases; all types of weather and temperature conditions; health hazards such as bacteria and viruses; traffic hazards. Work and/or walk for long periods of time on various types of surfaces including slippery or uneven surfaces and rough terrain. Work environment is informal, team-oriented, having both routine and variable tasks with variable pace and pressure. Work is performed mainly outdoors in the City streets and alleyways. Work is performed both indoors in plant area and outdoors in field and collateral facilities. Other: ALL POSITIONS: May be assigned to work any shift, varying hours, overtime, and weekends. Subject to 24-hour emergency callbacks to assist Wastewater Treatment Plant Operators. Safety regulations prohibit incumbents from wearing contact lenses when working with certain chemicals, or from wearing beards or other facial hair that prevents a proper respirator fit as required, depending on work assignment. Must pass annual respirator physical and fit testing depending on work assignment. Subject to required immunizations. 10
