2 CDM Executive Board page 2 SECTION 4. Application of a onitoring ethodology and plan D.1. Nae and reference of approved onitoring ethodology applied to the project activity: The project will use the approved consolidated onitoring ethodology ACM0001 Consolidated onitoring ethodology for landfill project activities D.2. Justification of the choice of the ethodology and why it is applicable to the project activity: The chosen ethodology is to be used in conjunction with baseline ethodology ACM0001. The proposed project activity eets all the applicability requireents requested for this ethodology.

For conservativeness, however, this project will use the highest (ost conservative) CEF for a given country, which is tco 2 e/mwh (Orot Rabin Plant), as if the country s energy atrix was entirely based on heavy coal. Using this CEF is in fact highly conservative, since ost of the electricity used by the pups and flares is in fact likely to be supplied by an off-site biodigester (that is not part of the project but which provides zero-eissions renewable electricity).

The ain forula, as described in section B.2 is: Where: ER y = (MD project,y MD reg,y ) * GWP CH4 - PE y + BE y MD reg,y = MD project,y * AF PE y = EG y * CEF electricity,y and BE y =ET y * CEF theral,y MD project,y = MD flared,y + MD electricity,y + MD theral,y MD flared,y = LFG flared,y * w CH4, y * D CH4 * FE MD theral,y = LFG theral,y * w CH4, y * D CH4

8 CDM Executive Board page 8 Where: ER y : greenhouse gas eission reduction achieved by the project activity during a given year y (tco 2 e). MD project,y : aount of ethane actually destroyed/cobusted during the year y (tch 4 ). MD flared : quantity of ethane destroyed by flaring in year y (tch 4 ) MD theral : quantity of ethane destroyed by use in boilers for theral energy in year y (tch 4 ) MD electricity : quantity of ethane destroyed by use for electricity generation in year y (tch 4 ) (not applicable to this project) AF : Adjustent Factor (%). GWP CH4 : approved Global Waring Potential value for ethane (21 tco 2 e / tch 4 ). PE y : Project eissions of the landfill gas coponent fro electricity consued by the project during a given year y (t CO 2 e). BE y : is the baseline eissions of theral displaceent (not applicable to this project) (tco 2 e). EG y : net quantity of electricity used during the year y (MWh). CEF electricity,y : CO 2 eissions intensity of the electricity used during year y (tco 2 e/mwh). ET y : quantity of theral energy displaced during the year (not applicable to this project) (TJ). CEF theral,y : CO 2 eissions intensity of the theral energy displaced (not applicable to this project) (tco2e/tj). LFG theral,y : is the quantity of landfill gas fed for the generation of theral energy easured in noral cubic eters (N 3 ). LFG flared,y : the quantity of landfill gas flared during year y (N 3 ) w CH4,y : is the average ethane fraction of the landfill gas as easured during the year and expressed as a fraction (in N³ CH 4 / N³ LFG). D CH4 : is the ethane density expressed in tonnes of ethane per cubic eter of ethane (not applicable to this project)(tch4/ 3 CH 4 ) CV CH4 : is the calorific value of ethane (not applicable to this project) (TJ/t CH 4 ). CV fuel : is the calorific value of the fuel (not applicable to this project) (TJ/t fuel). EF fuel : CO 2 eissions intensity of the fuel (not applicable to this project) (tc/tj). OF fuel : Oxidizing fraction of the fuel (not applicable to this project) (%). Deleted: cubic eters Foratted: Font: Not Italic As described in the forula for ER y introduced in section B.2., the only project eissions associated with the landfill gas coponent are related to the electricity used for the operation of the flare pups and other auxiliary equipent. The project will calculate project eissions based on the following equation: PE y = EG y * CEF electricity,y Where: PE y : Project eissions fro electricity consued by the project during a given year y (t CO 2 e).

9 CDM Executive Board page 9 EG y : quantity of electricity consued by the gas collecting syste during the year y (MWh). CEF electricity,y : CO 2 eissions intensity of the electricity displaced during year y (tco 2 e/mwh). The CEF for this equation could be calculated using the equations for sall-scale electricity projects Type 1.D. For conservativeness and also to reduce the need of onitoring large aounts of data fro the grid, this project will use the ost conservative CEF for the country, which is tco 2 e/mwh (Orot Rabin Plant), as if the country s energy atrix was entirely based on heavy coal. 10 CDM Executive Board page 10 D.4 Please describe the operational and anageent structure that the project operator will ipleent in order to onitor eission reductions and any leakage effects, generated by the project activity The project onitoring will be conducted by the designated site engineer. The onitoring protocol follows internationally recognized standards. See Annex 4 for details of the operational and anageent structure. D.5 Nae of person/entity deterining the onitoring ethodology: The onitoring study was concluded in Noveber The entities deterining the onitoring and participating in the project as the Carbon Advisors are EcoSecurities Ltd., UK, and EcoTraders Ltd, Israel, listed in Annex 1 of this docuent.

11 CDM Executive Board page 11 Annex 4 MONITORING PLAN This section details the steps taken to onitor on a regular basis the GHG eissions reductions fro the Hiriya Landfill Project in Israel. The ain coponents covered within the onitoring plan are: 1. Paraeters to be onitored, and how the data will be collected 2. The equipent to be used in order to carry out onitoring 3. Operational procedures and quality assurance responsibilities The requireents of this MP are in line with the kind of inforation routinely collected by copanies anaging landfill gas collection and destruction systes, so internalising the procedures should be siple and straightforward. If necessary, the MP can be updated and adjusted to eet operational requireents, provided that such odifications are approved by a Designated Operational Entity during the process of verification. As the Hiriya Landfill project is currently already operating, onitoring has been undertaken since January The onitoring plan details the actions necessary to record all the variables and factors required by the ethodology ACM0001, as detailed in section D of the PDD. All data will be archived electronically, and data will be kept for the full crediting period, plus two years. This teplate shall not be altered. It shall be copleted without odifying/adding headings or logo, forat or font.
