Lae Regioal Air Protectio Agecy (LRAPA) has reviewed the permit applicatio received o December 5, The cotets of the applicatio ad subsequet correspodece with the facility were the basis for the calculatios cotaied withi this review report. 2. Kig Retail Solutios, Ic. operates a retail display productio facility (SIC Code 2541) i Eugee. The facility uses four (4) spray pait booths, two (2) air make-up furaces, oe (1) digital pritig operatio, ad oe (1) baghouse to cotrol emissios from various wood- workig tools that are used to produce sigs for commercial ad private use. The facility added weldig ad laser metal cuttig activities with a baghouse for cotrol durig the draftig phase of the 2018 reewal by way of a No-techical Permit Modificatio. The facility operates approximately 2,080 hours per year (8 hours/day, 5 days/week, ad 52 weeks per year). The scree pritig emissio uit SP-6 was removed durig the permit term ad replaced with a digital pritig uit DP-6. Emissio Poit Idetificatio 3. This actio is a reewal of Air Cotamiat Discharge Permit (ACDP) which was origially issued October 14, 1996, reewed i 2001 ad 2012 ad expired o April 19, The facility operates a process listed i LRAPA Title 37, Table 1, Part B (B Surface Coatig Operatios: coatig operatios whose actual or expected usage of coatig materials is greater tha 250 gallos per moth, excludig sources that exclusively use o-voc ad o-hap cotaiig coatigs) ad is therefore required to obtai a ACDP. The primary reaso for this permit actio is to reew the expired permit. The facility is ot required to obtai a Stadard ACDP because the facility o loger has actual emissios above the 50% of the HAP major source thresholds.

The PSEL of 39 tos VOC per year is below the 40 to per year sigificat emissio rate (SER) as established i LRAPA Title 12. The maximum estimated aual emissios of VOC sice the last permit reewal was 6.2 tos per year i 2014 which is less tha the 40 to/year SER i LRAPA Title 38. Eforcemet Actios 6. There have bee o eforcemet actios agaist the facility sice the last permit reewal. Source Tests 7. No source testig has bee performed at this facility. Safety Data Sheets (SDS), Certified Product Data Sheet (CPDS), ad material usage are used to determie the facility s VOC ad HAP emissios. Hazardous Air Pollutats (HAPs) 8. The maximum estimated aual emissios of total HAPs were 8.5 tos per year i 2000 ad likely represet maximum actual historical emissios. Recetly, HAP emissios are sigificatly lower due to chages i coatigs. For example, i 2014, the maximum 12-moth rollig VOC/HAP emissios were estimated to be 6.2 tos/year. The maximum idividual HAP is Toluee, estimated to be 1 to/year actual ad 3.6 tos/year projected maximum based upo a report submitted to LRAPA from As a area source of HAPs the facility is ot subject to ay major source Natioal Stadard for Hazardous Air Pollutats (NESHAP). Also, the facility is ot subject to ay area source NESHAP icludig the Pait Strippig ad Miscellaeous Surface Coatig Operatios (Subpart HHHHHH) because the facility does ot spray apply coatigs to metal or plastic substrates - oly wood substaces; additioally, the facility does ot spray apply ay coatigs cotaiig the Subpart 6H target HAPs (Cd, Cr, M, Ni, or Pb). Sythetic mior coditios were removed i the previous reewal because the facility has made chages to lower VOC ad HAP coatigs which resulted i emissios that are well below the HAP major source thresholds. However, the permit maitais the HAP emissios estimatio requiremets to allow LRAPA to cotiue reviewig HAP emissios at the facility. 9. The attachmet to this cotais the calculatios ad further explaatio of the emissios estimates. PM PSELs were removed i the previous reewal because the facility emits less tha 0.5 to of PM per year from both woodworkig activities (BH-1) ad laser metal cuttig (BH-2) as well as miimal amouts of weldig fumes. PSELs were evaluated for CO ad NOX but have ot bee added because expected actual emissios from the furaces are less tha the 1.0 to/year de miims level. The devices are categorically isigificat uder the defiitio of the term i LRAPA Title 12. Baselie Emissio Rate (BER) 11. The BER has bee set at zero (0) tos per year for all pollutats sice the facility was ot i operatio durig the 1978 baselie year. Sigificat Emissio Rate (SER) 12. The PSEL icrease over the baselie emissios is less tha the SER, as defied i LRAPA Title 12, for PM, PM10, PM2.5, CO, NOX, VOC, ad SO2 as show below. No further air quality aalysis is required for these pollutats. The facility is subject to the PSEL rules i LRAPA ad To assure compliace with the PSEL, detailed records are required to be maitaied which demostrate that the emissios of VOC ad HAPs are below the limits. Moitorig, Recordkeepig ad Reportig 15. The facility is required to record all ispectios ad maiteace of air pollutio cotrol equipmet icludig the pait booth filters ad baghouse maiteace. The facility is also required to keep records of the amout ad types of VOC- ad HAP-cotaiig materials used, the VOC ad HAP compositios of each material, ad calculatios of VOC ad HAP emissios. Moitorig for NOx ad CO is ot ecessary because maximum emissios from the air make-up furaces are ot capable of emittig over the de miimis level. Additioally, PM, PM10, ad PM2.5 PSEL moitorig is ot required due the low level of particulate emissios (below the de miimis) from woodworkig with baghouse cotrol. Particulate emissios are miimized through regular ispectio ad maiteace of the baghouse. 16. As part of the previous permit reewal requiremets for semiaual compliace reports were removed because the facility was ad is curretly operatig below half of the major source threshold for HAPs. The aual report is due o February 15 th. 17. Additioally, the facility is required to implemet ad maitai a LRAPA-approved Ispectio ad Maiteace (I&M) pla. The pla will be required to specify items such as: proper spray booth filter ispectios ad replacemets, maitaiig closed cotaiers whe ot i use, proper miimizatio ad clea-up of ay spillage, proper spray gu cleaig that miimizes emissios, ad ispectio ad maiteace. Public Notice 18. The draft permit was o public otice from May 11, 2018 to Jue 14, No writte commets were submitted durig the 30-day commet period.
