2 1. Introduction and Background 1.1. Purpose of the document The purpose of the study is to comply with legal requirements as per Environmental Impact Assessment (EIA) Notification, 14 th September 2006 (and subsequent amendments) of Ministry of Environment & Forest (MoEF) since it involves manufacture of Pesticides Industry and Pesticide Specific Intermediates located in notified industrial area/estate will fall in 5(b) category A of the Environmental Impact Assessment Notification. The environmental impact assessment report has been prepared for obtaining environmental clearance for the proposal activity of HPM Chemicals & Fertilizer Limited Identification of Project and Project proponent HPM Chemicals and Fertilizer Limited (Previously known as HIM Pulverizing Mills Limited) is a well-known company in agrochemical industry. To the farmer community it is simply known as HPM. HPM is a popular name in agri.-inputs industry over last four decades. It has been working extensively with the farming community to help them raise better and healthy crops. Today HPM s reach and impact has crossed geographical boundaries. The organization works hand in hand with farming community to bring innovation linear to life, fulfilling its motto of Yielding Prosperity Description of Project The project is for the manufacturing of technical grade pesticides by HPM Chemicals and Fertilizers Limited at SP 9(D1), RIICO Industrial Area Vill. Khushkhera (District Alwar) Rajasthan Scope of Environmental Impact Assessment Report The EIA preparation will include the following: Visits to the site by EQMS s MoEF approved Sector Co-ordinator along with Functional Area Experts (FAE s) in: Water and Wastewater Solid Waste EQMS India Pvt. 3 Landuse Meteorology, Air Quality Modelling and Prediction Air Pollution Monitoring, Prevention and Control Ecology (Terrestrial and Aquatic/ Marine) Risk Assessment and Hazard Management Geology/ Hydrogeology, & Noise Socio-economics Compilation of action plan, with responsibility and deadlines to convey the requirements of the ToR into a relevant report format, by the individual FAEs Collection of field data as well as secondary data as required by the ToRs document, by the individual FAEs Analysis & commentary on the data, & filling of sub-reports by individual FAEs Compilation of the report by the EIA Sector Coordinator into an acceptable EIA/EMP & RA/DMP report. Specific information that is proposed for collection of primary and secondary information while preparing the EIA/ EMP & RA/DMP reports Environmental Monitoring Air Environment Collection of surface meteorological data like wind speed, wind direction, dry bulb temperature, wet bulb temperature, relative humidity, rainfall, solar radiation, cloud cover and environmental lapse rate in the study area for Post Monsoon Season 2013 of survey. Measurement of 48 hourly average background concentration levels of PM10, Pm2.5, SO2, NOx, VOC, HCl as per Ministry of Environment and Forest (MoEF) guidelines. Noise Environment Monitoring of noise levels covering highways/ residential/ commercial/ sensitive zones and at boundary near existing and proposed noise generating areas of project activities. Water Environment Collection and analysis of surface water within study area Collection and analysis of Ground Water Samples within study area Wastewater generation due to proposed activities and Effluent Treatment Scheme Land Environment Determination of land-use pattern using satellite imagery. The monitoring stations should take into account the pre-dominant wind direction, population zone and sensitive receptors including reserved forest Data for surface water, ground water and noise monitoring should also be included. 18 Air pollution control measures proposed for the effective control of gaseous emission within permissible limits. 19 Design details of Effluent Treatment Plant and treated effluent disposal mode. 20 An action plan to control and monitor secondary fugitive emissions 21 Determination of atmospheric inversion level and assessment of ground level concentration of pollutants from the stack emission based on site-specific meteorological features. Air quality modeling for proposed expansion. 22 Ground water monitoring at 8 locations should be carried out. Geological features and Geohydrological status of the study area and ecological status (Terrestrial an Aquatic). 23 The details of solid and hazardous waste generation, storage, utilization and disposal particularly related to the hazardous waste calorific value of hazardous waste and detailed characteristic of the hazardous waste. 24 Precautions to be taken during storage and transportation of hazardous chemicals should be clearly mentioned and incorporated. 25 Details of landfill along with design details as per CPCB guidelines. Location of secured landfill/ TSDF. 26 Authorization/ Membership for the disposal of solid/ hazardous waste in TSDF. 27 Risk assessment for storage, handling, transportation of flammable and toxic raw materials. 6 28 An action plan to develop green belt in 33% area. 29 Action plan for rainwater harvesting measures at plant site should be included to harvest rainwater from the roof tops and storm water drains to recharge the ground water. 30 Occupational health of the workers needs elaboration including evaluation of noise, heat, illumination, dust, any other chemicals, metals being suspected in environment and going into body of workers either through inhalation, ingestion or through skin absorption and steps taken to avoid musculoskeletal disorders (MSD), backache, pain in minor and major joints, fatigue etc. Occupational hazards specific pre-placement and periodical monitoring should be carried out. 31 Socio-economic development activities should be in place. 32 Note on compliance to the recommendations mentioned in the CREP guidelines. 33 Detailed Environment management plan (EMP) with specific reference to details of air pollution control system, water & wastewater management, monitoring frequency, responsibility and time bound implementation plan for mitigation measure should be provided. 34 EMP should include the concept of waste-minimization, recycle/ reuse/ recover techniques, Energy conservation, and natural resource conservation. 35 Any litigation pending against the project and/ or any direction/ order passed by any court of Law against the project, if so, details thereof.
