1 To: Paul Bradbury (PWM) Date: Project #: From: Goris-Kolb, Donny (VHB) Lurie, Carol (VHB) Anderson, Dwight (FST) Re: PWM SAMP: Draft Sustainability Goals,, and Metrics This memorandum presents the draft sustainability goals, objectives, and metrics developed as part of the Portland International Jetport Sustainable Airport Master Plan (PWM SAMP). For context, goals are meant to be broad and aspirational, while objectives are narrow and measurable. Metrics are units by which an organization quantifies the sustainability benefits of actions implemented to achieve its sustainability objectives, which ultimately contribute to the organization s sustainability goals. Each objective should have at least one related metric. Figure 1 details the hierarchal relationship among sustainability goals, objectives, actions, and metrics. Figure 1: Sustainability Goal, Objective, Action, and Metric Hierarchy GOAL OBJECTIVE OBJECTIVE ACTION ACTION ACTION ACTION The draft sustainability goals and objectives presented herein incorporate feedback received during an initial review by Airport Management. Together, along with the suggested sustainability metrics, they represent the unique conditions and culture of the Jetport, and are consistent with its owner/operator and larger industry. They reflect the findings of the PWM SAMP Sustainability Baseline Assessment, including elements of the Jetport s existing governance structure such as its mission, vision, values, and team goals. 1 They are aligned with the environmental priorities of the City of Portland, as described in the city s draft Environmental Performance Report, 2 as well as the environmental goals of the Airports Council International North America (ACI-NA). 3 The draft sustainability metrics presented in this memorandum are designed to account for evolving conditions at the Jetport and to promote performance comparisons among other airports regardless of their size (i.e., benchmarking). This ambition was accomplished using normalized metrics (e.g., per enplanement, per square foot), as applicable. Sustainability Goals The purpose of the draft sustainability goals is to establish the framework for the Jetport s sustainability program and to define its commitment to Economic viability, Operational efficiency, Natural Resource conservation, and Social 1 Portland International Jetport. 2 Page 2 responsibility (EONS). 4 One high-level goal is allocated for each sustainability priority category that was identified as part of the PWM SAMP Sustainability Baseline Assessment, namely Governance, Greenhouse Gas Emissions, Energy, Waste Management and Recycling, Ground Access and Transportation, and Social Responsibility. The draft sustainability goals do not contain specific performance targets or completion dates. This will provide the Jetport with the flexibility to adjust its sustainability program in response to any unforeseen implementation impediments, while maintaining its broader sustainability commitments. The draft sustainability goals for the PWM SAMP are provided in Table 1. The draft sustainability objectives and metrics identified in Tables 2 through 7 define how the Jetport intends to achieve its sustainability goals and measure related performance. No more than five objectives are allocated for each sustainability priority category to ensure manageability of the Jetport s sustainability program; more objectives can be added in the future as the program matures.
