1 In accordance with Law No. (21) For the year 2005 on waste management in the Emirate of Abu Dhabi, Law No. (24) For the year 1999 on the protection development of the environment, and the Executive Committee on the implementation of tariffs on waste in the emirate. The Center of Waste Management - Abu Dhabi will begin the implementation of waste generation tariff on all waste producers operating in the emirate of Abu Dhabi, including Commercial, Industrial, and Professional...etc. establishments Starting March / Accordingly, payment of the tariff value and acquiring a No Objection Certificate (N.O.C) issued by the center of waste management-abu Dhabi will be considered a pre-requisite for completing the procedures at different licensing authorities such as the Department of Economic Development, Abu Dhabi Tourism Authority, and other government entities. Kindly Note that the tariff is calculated annually according to the volume and type of waste generated by the activity. PROBLEMS AND CHALLENGES: Mishandling of waste results in a wide range of environmental issues such as contamination of soil and underground water sources in addition to distortion of the overall landscape, the center of waste management Abu Dhabi statistics shows that, the total volume of waste produced annually in the Emirate of Abu Dhabi is approximately, four million seven hundred forty five thousand metric tons; this is equivalent to 13 thousand tons of various wastes per day. The amount of waste per capita is about 1.8 kg of waste, which represents a high number compared to international average waste generation rates per capita. The Center of Waste Management-Abu Dhabi aims to raise awareness in the various segments of society to maintain a safe and clean environment, and to encourage the various establishments to reduce the production of waste in line with Abu Dhabi 2030 plan and sustainable Abu Dhabi.

2 NADAFA PROGRAM In 2010 the Center of Waste Management-Abu Dhabi launched NADAFA Program which represents pioneering regional initiative lead by the Emirates of Abu Dhabi and supervised by the Center of Waste Management-Abu Dhabi, to ensure the efficient and sustainable use of natural resources and towards a sustainable future. The aim of the program is to promote reducing waste production from the source implementing cutting edge technologies coupled with modern policies and regulation. OBJECTIVES: NADAFA program main objectives are to: 1. Reduce the amount of waste produced in the emirate and to assure its safe disposal and treatment to eliminate damage the environment. 2. Encourage all businesses such as industrial, professional, craft and construction... etc, to treat waste as a source of economic return. 3. Create investment and economic opportunities in the areas of waste management emphasising on waste Reduction, Recycling and Reuse. 4. To proactively contribute in encouraging the provision of raw materials from waste for a number of industries to support a full cycle of environmentally safe production. 5. Support the national economy and income. 6. Raising the level of environmental services in the emirate towards a sustainable environment. HOW TO CALCULATE THE VALUE OF THE TARIFF The following formula illustrates how to calculate the tariff for the first years: T1= R x N x α R= Rate fee per ton = AED 225 N= the number of employees, rooms or tables or production etc. α = coefficient of production of waste by sector

3 Starting from the 2 nd year the following formula will be used to calculate Waste Production Tariff Value including reduction compliance compared to previous year waste production value: T2 =(R x N x α) + (T (n-1) x 20%) + (T (n-1) x M% T = The value of annual fees R = Tariff per ton=aed225 N = The number of employees, rooms or tables or production... etc. α = Coefficient of waste production by sector M = non-compliance rate of waste reduction programs The following formulas will be used to calculate the percentage of non-compliance program (M%) T = B + C = T/A 100% = Rs % TH = BH + CH = TH/AH 100 % =RHs% M% = (Rs% + RHs%) 100% Rs= the compliance rate in using waste recycling B= amount of reuse waste C= quantities of treated waste including recycling A= Total waste quantities T= quantities of waste included in waste reduction programs RHs= Compliance percentage in the Hazardous Waste Recycling BH= quantity of hazardous waste re-used CH= hazardous waste treatment, including recycling AH= total quantities of hazardous wastes TH= quantities of hazardous wastes included in the waste reduction programs M= non-compliance rate of waste reduction programs

4 PROCEDURES: No Steps Fill in and submit the appropriate application at the customer service counter Tariff calculation Payment (cash/deposit) Issuing the (N.O.C) By Customer Customer Service counter/officer/representative Customer Customer service counter/officer/representative Based on the above mentioned the center of waste management- Abu Dhabi will issue a no-objection certificate (N.O.C) for each of the following procedures: 1. Issuance of a new license 2. License renewal 3. Add Activity 4. The tariff will be implemented with licensing authorities such as the Department of Economic Development, Abu Dhabi Tourism Authority and other government entities. Note: in case of amendments to Trade License Information, the establishment should inform center of waste management-abu Dhabi - the customer service office- to update the establishment information accordingly.

A copy of the initial approval A copy of the trade name A copy of the location map inspection form issued by licensing authorities. Copy of the Passport or copy of the ID (if the owner/sponsor attended to complete the required procedure. Copy of the PRO card (if the PRO attended to complete the required procedure. other than that the authorized person should bring authorized letter to complete the required procedure. Notes In case of renewal: 2. copy of the trade name A copy of the chamber of commerce and industry certificate A copy of the location map Company information and company employee list (if any) issued by MOL Copy of the Passport or copy of the ID (if the owner/sponsor came to complete the required procedure. Copy of the PRO card (if the PRO attended to complete the required procedure. Other than that the authorized person should bring authorized letter to complete the required procedure.

6 In the case of the amendment (change the brand name, sponsor, title, addition or deletion of activity, the sale and purchase): 3. Copy of trade name A copy of the chamber of commerce and industry certificate Copy of the location map Copy of the ownership transfer in case of amendment in the company information e.g. a change in the name of the sponsor. Copy of the Passport or copy of the ID (if the owner/sponsor attended to complete the required procedures. Copy of the PRO card (if the PRO attended to complete the required procedures. other than that the authorized person should bring authorized letter to complete the required procedure..
