Green Public Procurement Plan 1 st Green Public Procurement Plan The 1 st Green Public Procurement Plan (GPP Plan) for , was approved by the Cabinet in The Pollution Control Department (PCD) within Ministry of Natural Resources and Environment was assigned to implement GPP Plan with relevant ministries and stakeholders e.g. Thai Environment Institute (TEI), National Science and Technology, Development Agency (NSTDA), private sector. Objective: To encourage governmental units in implementing GPP Target group: Governmental departments within Ministries both in the Central Bangkok and regional offices

Green Public Procurement Plan 2 nd Green Public Procurement Plan ( ) Approved by Pollution Control Committee Objective: To encourage governmental units in implementing GPP To support private sector in green production and to increase green products in markets To change consumption behaviors to sustainable consumption Target group: Governmental departments (both within ministries and municipalities) State enterprises, public organizations, universities Private sector (production, services and distributors) General public

Implementation of Sustainable Consumption and GPP : Eco - labels Thai Green Label: - An eco-label type 1 (according to ISO 14025) - It was formally launched in August 1994 by the Thailand Environment Institute (TEI) in association with the Thailand Industrial Standards Institute (TISI), Ministry of Industry. - valid for 3 years. - Standard covers 72 product group in the Thai Green Label, e.g. refrigerator, paper, printer, washing machine, dry laundry, washing detergents, shampoo, microwave, mirror products were certified.

10 Carbon Reduction Label: - Thailand Greenhouse Gas Management Organisation, TGO, (Public Organisation), Thailand Business Council for Sustainable Development (TBCSD) and Thailand Environment Institute (TEI) have then jointly developed and launched the Carbon Reduction Label. - Label valid for 3 years - Standard covers 9 product groups e.g. food and beverage, packaging, construction materials, rubber, ceramics and pottery, petrochemical, sanitary, electrical appliances and electronics, iron and steel products were certified. (October 2012)

11 Carbon Footprint Label: - In 2009, Thailand Greenhouse Gas Management Organization and National Metal and Materials Technology Centre (MTEC) implemented to promote the carbon footprint in Thailand. - Label valid for 2 years - Standard covers 5 product groups: e.g. food, textile, packaging, building materials, automobile and 4 services: printing, hotel, event organization, supermarkets products were certified. (March 2013)

12 Energy Label No.5: - Responsible by the Electricity Generating Authority of Thailand (EGAT) since To encourage the efficient energy consumption - Valid for 2 years - Standard covers 15 product groups: e.g. television, refrigerator, fan, water heater, computer monitor, fluorescent lamp, electrical rice cooker, air conditioner - 2,652 products were certified. (October 2012)

13 The Green Basket Standard: The transition standard to green lebel The first GPP development of the Green Basket Standard for 14 products and 3 services Product (office consumables): 1. Document file Product (durable goods and others): 11. Fluorescent lamp 12. Primary battery 13. Building paints 14. Steel furniture Service: 15. Photocopier rental service 16. Cleaning service 17. Accommodation service (hotel)

Monitoring and evaluation system
