3 2017 Program Update Overview With the 2016 Code, CAHP will update its program requirements, incentive schedule, and program mechanics for the new code. Operating with the same structure as during the 2013 Code Supporting Zero Net Energy (ZNE) as defined in Title 24, using TDV energy Switching from CAHP Score to Energy Design Rating (EDR) Using different entry scores for coastal vs. inland climate zones Updating kicker options and mechanisms Applicable to all 2016 Code permitted homes, starting 1/1/17

4 2017 Program Redesign Goals Focus on 2019 Code and thus 2020 Res ZNE goal Efficiency first, then ZNE through PV solar Continue using a whole-house efficiency metric (EDR) Emphasize and support challenging measures: HPA, HPW, etc. Add non-regulated load reduction measures (i.e., HEMS (plug loads), ESTAR white goods (appliances), 100% LED (lighting) Reward best practices: DOE-ZER, balanced ventilation Maintain conceptual continuity with 2013-Code program for ease of participation 4

6 Energy Design Rating (EDR) Currently modelable in CBECC-Res 2016 and EnergyPro 7.0 Roughly aligned with the RESNET HERS Score Based on TDV Energy and includes all end uses in the home Will base core incentives on the EDR before applying solar Will award ZNE kickers for an EDR of zero (a CA Code ZNE home) 6

7 Coastal Group and Inland Group Different entry scores for coastal and inland climate zones Coastal = CZ 1-7 & 16 Inland = CZ

8 Four Types of Program Kickers 1. ZNE Kickers 2. EDR Performance embedded Energy reductions are calculated in TDV, and given via a reduced EDR commensurate to savings 3. Bonus cash kickers Green, or non-modeled measures that don t lead to direct energy reductions (e.g. DOE-Zero Energy Ready) 4. Hybrid Measures that have performance embedded savings AND a cash kicker to emphasize import (e.g. High Performance Attics) 8

12 Program Implementation Details Program eligibility applied at Plan level rather than Project level Each production plan must achieve an EDR below the entry threshold in all 4 orientations. Projects may build plans that fail to comply. Homes built with those plans are not eligible for incentives PV Offset is not possible as part of the EDR calculation PV is only applied for the Designed for 2020 ZNE kicker (e.g. EDR 0 after solar is applied) Homes may use the PV Offset for Title 24 compliance Permit-to-program rule applies Heat pump water heater and space heater systems do not yield accurate EDR calculations in current software 21 12
