3 OBJECTIVES Water management is a key priority for most of the Mediterranean countries and most of the water problems are due to the mismanagement of the water resources and to the incoherency among different policies impacting on water. Water DROP Project aims to develop an Integrated Water Resources Management (IWRM) approach at the Mediterranean Basin level for managing the related cross sector issues through the enforcement of multi stakeholder partnerships, in particular with public and private actors. In order to achieve this objectives, the Water DROP Project has been designed on the consideration that the main impacts to be produced concern: implementation and capacity building aspect implementation of the new approach, and tool, will be attained, mainly, by realizing five Pilot Actions in 4 target countries (Palestine, Jordan, Lebanon and Italy). The pilot actions will develop different aspects: marine and freshwater monitoring, water treatment, water governance, and cost benefit analysis; technical methodological aspect the project will develop an integrated approach DSS GIS for the water cycle management; normative aspect elaborating, on the basis of the new tools, approach and experiences, 4 Normative Proposals on water management, leading to the progressive harmonization of the legislation on the issue at the Mediterranean Basin level. 3

4 PILOT ACTIONS About 3 million people will take advantage of the development of the improved common framework for IWRM. Italy: feasibility study for the recovery of Torre Flavia natural wetland on the northern coast of the Lazio region. Jordan: in Al Balqa region, realization of 31 water saving systems in private and public buildings. Lebanon: 1) water monitoring on freshwater/marine interface on Lebanon northern coast 2) realization of a constructed wetlands for treatment of polluted water from aquaculture and 3) realization of 3,5Km sewage system in the Municipality of Hermel. Palestine: in Ramallah area, realization of a constructed wetland for treatment of urban waste water and reuse for agriculture irrigation. 1st Water DROP Meeting ENEA Headquarter Rome, Italy 4

5 PILOT ACTION WATER MONITORING AND POLLUTION CONTROL Lebanon Beirut northern coast Water monitoring on freshwater/marine interface A monitoring programme on the freshwater/seawater interface is set up. 2 campaigns for assessing the contamination from heavy metals will be carried out in two sampling stations selected for each of the three rivers and in the coastal areas. Bacteriological and physicchemical parameters, organic pollutants and nutrients will be investigated in all the sampling stations. Municipality of Hermel Realization of constructed wetlands for treatment of polluted water from aquaculture. Constructed wetlands will be adopted through small scale interventions of re naturalisation of the outlet channels, rather than by building new cleaning basins. This will let to a decrease of the total amount of pollutants (N and P compounds and Suspended Solid) deriving from the trout farms. Realization of 3,5Km sewage system. The system have been designed for collecting wastewater from the restaurant and houses along the river that currently discharge directly in the river. Weak system for wastewater collection (cesspits and septic tanks), high risk for pollution, social conflict Project Implementation Supporting the economic development and contributing to the wellbeing of the community of Bani Zaid through the provision of sustainable sanitation system. Providing alternative resources other than freshwater for irrigation purposes. Protecting the environment through replacing the cesspits by sewage networks and also protecting the aquifers from pollution. Developing a system that is replicable in other rural and suburban regions in Palestine. Enhancing the awareness of the community and developing its capacity with respect to environmental protection, and benefits derived from a clean environment. Expectd impact Olive production will be increased Irrigation technique will be evaluated and developed Farmers will be more educated and aware about the system and reuse Demo place will be created for school awareness in the area, about the importance of the wastewater treatment and reuse. 8 PILOT ACTION WATER FOR ENVIRONMENT Italy Torre Flavia Natural Wetland In order to verify the depuration capacity of Torre Flavia natural wetland, a series of seasonal monitoring campaigns are carried out in 10 stations, located along the water flow from the inlet to the outlet of the wetland. For each season, samples are analysed in the ENEA Casaccia laboratories to evaluate variations of N and P compounds, BOD and COD. To ensure a sustainable management of the natural wetland, a feasibility study aims to evaluate the possibility to supply, during the dry season, with different sources of freshwater, coming also from a depuration system, and to recover its historical vocation, such as extensive aquaculture. 9 PROJECT MANAGEMENT CRITICALITIES JMA procedure are complex and and cannot be shortened. The procedure must be followed as proposed: JMA always send back for modifications documents and files which don t fit with procedures. A step by step financial control of expenses is compulsory and allow Partners to be ready for any procedure at any time. A budget shift/adjustment is always required and must be carefully planned in advance. A pathological delay is normally present in all foreseen procedures The scheduled deadlines are mostly not respected. A strong effort and acceleration, on all implementing activities, are required since the beginning of the project.
