Concession-type Infrastructures With concession-type infrastructures we generate renewable energy, we desalinate water and we transport electricity 1

Abengoa (MCE: ABG.B/P SM /NASDAQ: ABGB) applies innovative technology solutions for sustainability in the energy and environment sectors, generating electricity from renewable resources, converting biomass into biofuels and producing drinking water from sea water. Sectors Energy The growing global demand for energy means it is important to come up with new solutions, prioritizing those that use clean and renewable sources. Abengoa therefore develops plants that convert energy from renewable sources into electricity and biofuels, as well as constructing the transmission lines that make up our electricity networks. Environment The growth of the population, improved living conditions in developing countries and climate change are going to lead to significant changes in demand for natural resources. Aware of this trend, Abengoa produces drinking water from sea water and waste water. 2

Abengoa carries out its engineering, infrastructure concessions and industrial production activities in both sectors: Engineering and construction Engineering and construction includes our traditional engineering business in the energy and water sectors, with more than 70 years of experience in the market. We specialize in carrying out complex turnkey projects such as solar-thermal plants, solar-gas hybrid plants, conventional generation plants, biofuels plants and water infrastructures, including large-scale desalination plants and transmission lines, among others. Concession-type infrastructures We have an extensive and young portfolio of proprietary concession assets that generate revenues that are governed by long term sales agreements with formats such as take-or-pay contracts or power purchase agreements. This activity includes the operation of electricity generation plants (solar, cogeneration or wind) and desalination plants, as well as transmission lines. These assets generate no demand risk and we focus on operating them as efficiently as possible. Industrial production This activity covers our businesses with a high technology component, such as biofuels and the development of solar technology. The company holds an important leadership position in these activities in the geographical markets in which it operates. 3

Internationalization The internationalization of Abengoa is strengthening our commitment to offering innovative solutions for sustainable development with a local perspective, integrated in a global outlook. Sales 2012 Note: 2013 data Spain Brazil USA Europe (excl. Spain) Latin America (excl. Brazil) Africa Abengoa is committed to internationalization as a key element of its strategic plan. With a presence on five continents, our strategy is based on the following points: Become an international leader for promoting, constructing and operating innovative solutions for sustainable development. Provide customized solutions for all the sectors in which we operate. Guarantee efficient and responsible distribution and sales of our technologies and products around the world. Achieve leadership in technologies such as second-generation biofuels or solar-thermal plants in order to supply a sustainable energy alternative to the planet. 4

Concession-type infrastructures We have an extensive and young portfolio of proprietary concession assets with revenues that are governed by long term sales agreements such as take-or-pay contracts or power purchase agreements. This activity includes the operation of electricity generation plants (solar, cogeneration or wind) and desalination plants, as well as transmission lines. These assets generate no demand risk and our efforts are focused on operating them as efficiently as possible. 1 Electrical transmission Transmission lines allow electricity to be produced where it is optimal but consumed where it is necessary, transporting it in an efficient and instantaneous way. Abengoa is an international leader in the construction of transmission lines and one of the leading private concession holders in Latin America. Following the Brazilian government s approval of the use of private initiatives to develop infrastructures as critical as the electricity transmission network, Abengoa has become the country s leading private concession holder of transmission lines. For example, we operate the section of line that runs from Londrina in the state of Pará to the city of Assis in the state of São Paulo, covering approximately 120 km. 5

In Peru, under similar regulations, we are also one of the most active companies in developing the network, as well as in Chile where we have several important lines. Abengoa currently has 6,693 km of concession transmission lines, of which 1,476 km are operational. This year a total of 129 km has been added thanks to two new lines that Abengoa has been awarded in Chile, while construction is beginning on more than 5,200 km of transmission infrastructures comprising six new lines awarded in Brazil. 2 Cogeneration Cogeneration is an energy efficient solution promoted by Abengoa, which allows both electricity and high temperature heat to be generated at the same time, which can be used in industrial processes. Our cogeneration plants operate under a pricing system that is regulated and guaranteed by the governments of the countries where they are located. Abengoa currently has cogeneration plants in Spain and Mexico with an installed capacity of 400 MW. In 2012 Abengoa began construction of the El Zapotillo aqueduct in Mexico, the Peralta wind farm in Uruguay and three more wind farms in Brazil, which will become company concessions. Abengoa has also been awarded the project to construct and subsequently maintain an electricity power plant for a period of 30 years based on the gasification of municipal waste in Glendale, Arizona. 6

3 Solar electricity The sun is a source of clean and unlimited energy. In existing solar technologies, Abengoa is a pioneer and a global leader in solar-thermal energy, as well as supplying photovoltaic solutions. In 2012 Abengoa s solar business progressed towards its objectives and consolidated its global leadership position in terms of installed capacity in solar technology. The company currently operates 19 solar plants commercially. Solar-thermal energy Solar-thermal technology allows electricity to be generated that is more manageable, since it can be stored more efficiently and in the near future will be produced at a more competitive cost. Our solar plants operate under pricing systems that are regulated and guaranteed by the governments of each country, or under bilateral power purchase agreements with electricity companies. There is no demand risk for Abengoa in either case, since we supply and sell all of the electricity we produce to the network. The installed capacity of the plants operated by Abengoa in Spain, the United Arab Emirates and Algeria is 843 MW. Furthermore, we have major assets under construction such as Solana in Arizona (USA), which will be the world s largest solar plant using parabolic trough technology when it opens in the summer of 2013, which will increase our capacity to more than 1,600 MW in

In the next few years, the concession business will continue to expand thanks to Mojave Solar in California (USA) and Khi Solar and Kaxu Solar in South Africa. We also have an extensive portfolio of projects in development in various regions with sufficient solar potential, where support from local administrations in terms of regulating this new technology is in the early stages. Photovoltaic Electricity can be produced from sunlight by harnessing the photoelectric effect using semi-conductors. Photovoltaic power plants directly convert sunlight into electricity using semi-conductor materials. We have five photovoltaic plants in operation in Spain, totaling 12 MW, operating under tariff agreements. Water desalination Water is an essential but scarce resource in certain areas, either in terms of quantity or quality. We can obtain water that is suitable for human consumption through processes such as desalination, purification and drinking water treatments. The water management and generation market is currently growing quickly, with strong investment forecast around the world, especially in the USA, China, the Middle East, India, Africa and Latin America. This reason for this expansion lies in global population growth and the scarcity of water resources. 8

We operate water generation facilities (mainly desalination plants) under concession agreements. We guarantee the sale of the water we produce through take-or-pay contracts with public water management companies. In 2012 Abengoa invested 5 million in 30 R&D+i projects in order to maintain its technological leadership in desalination plants and to develop new business opportunities. Our desalination plants that are currently operational in Spain, Algeria, India and China have a combined production capacity of 610,000 m 3 /day of desalinated water. We also have two plants under construction, one in Ghana and another in Algeria, with a combined capacity of 260,000 m 3 /day. 9
