3 Group 3 RI Report Available on DTSC-SSFL web site for public review: Public comment until December 4, 2009 Group 3 Remedial Investigation report is the 7 th RFI Group Report submitted Remedial Investigation (RI) Report is equivalent to RCRA Facility Investigation (RFI) Report The change from RFI to RI terminolgy reflects SB-990 requirements. 3

4 RI OBJECTIVES Identify all potential chemical release areas (Contaminant Characterization) Evaluate chemical contamination mobility (Contaminant Fate and Transport) Evaluate human and ecological risk (Risk Assessment) Identify areas requiring cleanup evaluation (Recommendation to proceed to Feasibility Study) 4

5 RI RECOMENDATIONS RI Recommendations can be No Further Action (NFA) Site cleanup evaluation in Feasibility Study (FS) Interim removal or stabilization measures 5

6 IMPORTANT ISSUES STILL IN DEVELOPMENT SB990-compliant risk assessments, with Agricultural Residential Risk-Based Screening Levels (RBSLs( RBSLs) ) need to be completed Updated comprehensive background data set for select chemicals needs to be completed 6

7 RISK ASSESSMENT Report includes both Human and Ecological Risk Assessments of sites Pre-SB990 Risk-Based Screening Levels (RBSLs)) were used in report conclusions and recommendations DTSC has temporarily suspended reviews of RFI risk assessments 7

8 DTSC IS PROCEEDING WITH REVIEWS Review of RI Report will support timely project completion (2017 target date) Additional sample needs and data gaps identified during RI review can be addressed using SB990 more stringent standards DTSC review comments will incorporate public comments and improve final RI Report quality. 8

RI Areas of Chemical Use, Storage, or Disposal RI identifies former AST (SWMU 5.7) as the only chemical use area. RI acknowledges the existence of former Hazardous Waste Storage Area (SWMU 5.8) adjacent to Hazardous Waste Coolant Tank GSU notes that RI does not include any information regarding Hazardous Waste Storage Area (SWMU 5.8). 48

54 GROUP 3 REPORT RECOMMENDATIONS The Group 3 RI Report recommends: 6 sites be carried into next phase of Feasibility Study (FS) for cleanup evaluation 1 site (Hazardous Waste Coolant Tank) identified for No Further Action (NFA) 54

55 PRELIMINARY DTSC REVIEW FINDINGS (1) DTSC's review of the report and historical information is ongoing, and comments are being generated. DTSC can not concur with RBSL-based NFA recommendations for any sites at this time. DTSC generally concurs with recommendation for FS evaluation, provided all chemicals at sites are adequately characterized. 55

56 PRELIMINARY DTSC REVIEW FINDINGS (2) All RI sites must ultimately be addressed using SB990-compliant criteria and updated background data, which may expand the RI site recommendations for FS evaluation Report revisions must ultimately address all specific DTSC technical comments. 56
