6 California CCA Developments: Operational Programs MCE Clean Energy Marin, Napa, Contra Costa Co.s Sonoma Clean Power Sonoma and Mendocino Counties Peninsula Clean Energy San Mateo County Redwood Coast Energy Authority Humboldt County Pioneer Community Energy Placer County Monterey Bay Community Power Monterey, Santa Cruz, San Benito Lancaster Choice Energy City of Lancaster CA Choice Energy Authority - Cities of Pico Rivera, San Jacinto, Rancho Mirage 10.5 MW Solar One project began operating in December; 9 Contra Costa county communities (200,000 customers) enrolled starting April 1; MCE is hiring for several positions in the areas of public affairs, customer programs and power contracts. Check out for more info. SCP recently finalized 3 long-term Cat.1 contracts all based in Northern CA. 20MW solar, 80MW wind and 50MW solar+storage. Will come on line from for more info. PCE recently announced 5 outreach grants with local non-profit partners to expand communications channels and organizational allies in San Mateo County. A consortium of partners including RCEA has been selected to pursue an off-shore wind project along the Humboldt Coast. RCEA is also partnering with Humboldt County, Schatz Energy Center (Humboldt State) and PG&E to build a local microgrid including 2.25 MW solar+ storage project at the regional airport near Eureka/Arcata. Launched February 1 serving 87,000 non-solar residential and municipal/commercial accounts; Pioneer is focusing first on rate savings, currently at 9% below PG&E s electric generation rates with environmental attributes that match PG&E. Additional clean power and local energy programs will be added in years 2-3. Pioneercommunityenergy.ca.gov. Commercial and municipal accounts enrolled starting March 1; residential will follow in July. Opt outs are below 5%. Draft resolution for 3 year energy efficiency program goes before the CPUC for approval in late April; response has been favorable. Check it out at Pico Rivera enrolled residential customers in September 2017; Phase 2 commercial in May; San Jacinto enrolling all customers this month; Rancho Mirage May launch planned. City of Hermosa Beach on hold for now.

7 California CCA Developments: In Process East Bay Community Energy Alameda County Valley Clean Energy Alliance Yolo County, City of Davis and Woodland San Diego County: City of Solana Beach City of San Diego North County Cities Desert Community Energy Cities of Palm Springs, Palm Desert, Cathedral City Other Emergent Communities City of San Luis Obispo Santa Barbara County Butte County Central Valley On target to launch commercial and municipal accounts in June; residential to follow in November. Default product is 85% carbon free and 1.5% lower cost than PG&E, net of PCIA. Voluntary product is 100% carbon free at price parity with PG&E. Cities of Albany and Hayward voted to enroll all customers in 100% carbon free option giving customers choice to opt down to default product. VCEA has 2 positions open including Community Engagement and Assistant GM; hiring ASAP. On track to enroll all customers in a single phase in June Default product will be 42% renewable and 2.5% below PG&E, net of PCIA. Voluntary 100% renewable product offered at slight price premium. Solana Beach on track for June 1 st launch, first one in SDGE territory! Will offer 3% discount for default product which will be 50% renewable, 75% GHG free; 100% clean power product TBD. City of San Diego will decide by end of 2018 whether to pursue CCE or accept SDG&E proposal to get them to goal of 100% clean energy by 2035 North San Diego cities feasibility study in progress and on track DCE on track to enroll all customers August 1 st. Default product will be 3% lower than SCE, 35% renewable and 50% carbon free. Premium product will be 35% renewable and 100% carbon free at price parity with SCE. SLO City planning to issue an RFP for CCA formation services in May; considering JPA partnership with Morro Bay Santa Barbara County new technical study underway; soon complete Butte County Technical Study to be completed by May; County Board will vote this Fall after assessment of local interest Central Valley City of Hanford is conducting technical study with CA Choice Energy; Center for Climate Protection is supporting local govt. and stakeholder outreach in Fresno/San Joaquin Counties

9 CPA Membership CPUC certified most recent Implementation Plan Amendment on March 28, bringing official CPA membership to 31 agencies throughout Ventura and Los Angeles Counties. 10 Product Offerings Phase 1 Phase 1 of CPA customer enrollment began February 1 and is currently providing a 60% renewable energy product to approximately 2,000 LA County municipal accounts. Phase 2 Offerings include three products - 36% renewables, 50% renewables, and 100% renewables Each member agency chooses its own default customer product. 30,000 non-residential customers begin June 25; two of the three member agencies selected the 50% renewable product as their default CLEAN POWER ALLIANCE

13 Procurement Update Issued RFO in March via The Energy Authority. Goals are: Secure 2018 power supply at known/reasonable costs Enable consistent rate setting for Phase 2 customers Begin purchases for 2019 and 2020 to build a diversified portfolio Meet initial and basic program objectives Renewable procurement to support 36%, 50%, or 100% Maximize use of carbon-free generation Preference for local resources Build contractual infrastructure and supplier relationships to facilitate successful 30x expansion of CPA Program In the market for small (<25MW) capacity projects in Southern California Will continue short-term purchase in Fall, combined with determining how to structure, finance and secure long-term contracts CLEAN POWER ALLIANCE

14 Staffing & Contracting Updates CPA continues to staff up, having recently hired for the positions of CFO, Director of Technology Integration & Data Analytics, and Head of Local Government Affairs, and will be soon be making announcements related to the Power Planning/Procurement division Executed contract in March with The Energy Coalition (TEC) for full suite of marketing and outreach services Have additionally brought on consultants to assist with large customer outreach CLEAN POWER ALLIANCE
