1 Agenda for the 11 th Northern Region constituents meeting regarding Connectivity/LTA Applications in NR 1.0 Proposal for grant of connectivity to the applications received from Renewable Energy Sources CERC has notified the Detailed Procedure for Grant of connectivity to projects based on renewable sources to ISTS on in the Petition No. 145/MP/2017. As per the procedure, the connectivity applications shall be processed for grant of Connectivity in two stages i.e. Stage-I & Stage-II. Stage-I Connectivity shall be granted by indicating two locations- one Primary and other alternate location. Grant of Stage-I Connectivity shall not create any vested right in favour of the grantee on ISTS infrastructure including bays. The grantee shall be allocated bay in either primary or indicated alternate location which shall be specified at the time of grant of Stage-II Connectivity based on the then availability of bay. The Stage-I Connectivity grantee is required to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity for physical connectivity with the ISTS grid failing which the same shall be ceased. Large number of Connectivity applications in Northern Region have been received prior to the notification of the Detailed Procedure from the renewable energy sources. Grant of Stage-I Connectivity shall not create any right in the favour of grantee on ISTS infrastructure including bays. For the purpose of grant of connectivity, the applications have been grouped as per their locations and details of the applications and proposal for Stage-I Connectivity are as below: 1

5 2.0 Stage-I grantee may update the quarterly progress of development of their generation project and associated transmission infrastructure as per format RCON-I-M. As per the Clause (6) of Regulation 8 of Connectivity Regulations, the Grant of Connectivity shall not entitle an applicant to inter-change any power with the grid unless it obtains LTA, MTOA or STOA. Further, since MTOA & STOA are granted on the margins available in the grid and transfer of power on long term basis is granted only with the LTA, therefore, the applicants are advised to apply for the LTA to ensure power evacuation & transfer to its beneficiaries under LTA. Also as per the prevailing Transmission Planning Criteria of CEA, the N-1 criteria may not be applied to the immediate connectivity of wind / solar farms with the ISTS / Intra-STS grid i.e. the connecting the farm to the grid and the step-up transformers at the grid station. 3.0 As per the Clause of the Detailed procedure for Grant of Connectivity to projects based on Renewable Sources, the dedicated transmission including bays at generation pooling station shall be under the scope of the applicant and the terminal end bays at the ISTS substation shall be under the scope of ISTS licensee owning the substation subject to compliance of relevant provision of tariff policy. 4.0 The new substation/location for grant of Stage-I connectivity, if needed, shall be planned in consultation with CEA, MNRE and other stakeholders. Further, the proposed alternative locations for connectivity are yet to be discussed and shall be firmed up, if needed, in consultation with CEA and other stakeholders. Members may deliberate. 5.0 New LTA Application received by CTU from projects based on Renewable Energy Sources (RES) One LTA Application has been received by CTU from solar generation project with proposed power injection at Bhadla (PG) Pooling station and NR as target region. Details of application are as below: 5
