10 Plan Components VISION Our aspiration statement that defines where we are going. GPA TARGET Defines an aspirational emissions reduction that we are aiming to achieve across the entire Greater Peterborough Area in the long-term (e.g. 2050). Typically expressed as a percentage reduction below the quantity of emissions released in the baseline year. THEMES & GOALS Aspirational statements that provide the context and direction for broad themes that are based 10 on PCP sectors.

11 Plan Components COMMUNITY-SPECIFIC TARGET Defines a quantitative emissions reduction that we are aiming to achieve for each community in the medium-term (percentage reduction below baseline year). OBJECTIVES Broad statements that establish direction for our efforts. These are descriptive and outcome-based. ACTIONS Recommended activities, initiatives that are directly aligned to the achievement of our objectives. Actions are Short-Term (1-3 years), Medium-Term ( years), and Long-Term (10+ years).

19 Community Energy Facilitate low carbon energy generation and local energy security Conduct a regional study to identify opportunities, feasibility, and how to implement local renewable energy generation (e.g. wind, solar, hydro, micro-hydro, biomass, biogas) Develop a pilot program for solar/thermal hot water heating through a financing program (e.g. Halifax Solar City) Require new buildings to be solar ready by design Develop plans and support for local energy storage 19

20 Community Energy Improve energy efficiency in existing buildings Establish a local improvement charge (LIC) program to assist residents to make energy efficiency upgrades to their homes Institute a home energy audit with recommendations for retrofit program (e.g. Know Your Score) targeting existing households Promote and communicate the availability of incentives and grants available to improve energy efficiency for both homes and businesses Provide roving energy managers to develop energy management plans and conservation measures for multiple partners Encourage local businesses to participate in energy benchmarking through the use of Energy Star Portfolio Manager (provided through Natural Resources Canada) Establish an Operator Training program to educate building operators and managers on ways to improve building performance (e.g. BOMA) Convert non-municipal exterior and parking lot lighting to LED (on sensors and/or 20 dimmers where appropriate)

21 Community Energy Improve energy efficiency in new buildings Implement green building standards, checklists, or guides for all new development Establish building energy efficiency targets and design standards with an associated certification for all new construction and major renovations Work with local home builders to create net-zero or high efficiency homes for market ahead of building code Advocate for a stronger building code in support of increased energy conservation and renewable energy 21

23 Transportation Build an active transportation network and support active transportation Develop and implement an active transportation plan for the County Establish policy to pave road shoulders/other separation as part of building new roads and rebuilding existing ones to allow for pedestrian and cyclist movement at strategic locations Increase local and regional trail connectivity through a coordination of efforts Complete the proposed Short-Term Cycling Network as outlined in the City of Peterborough s Comprehensive Transportation Plan Update Develop and adopt a Complete Streets policy, including consistent sidewalk requirements Implement municipal zoning requirements and policy direction to encourage cycling (reduced car parking, bike storage, employee showers) for new commercial development Install bike racks on buses Expedite completion of the proposed Long-Term Cycling Network as outlined in the City 23 of Peterborough s Comprehensive Transportation Plan Update

26 Land Use Planning Shift the development review process to encompass an ecosystem-based approach Establish a multidisciplinary review team to assess provincial and local land use planning legislation and tools, and make recommendations to decision-makers on how to best implement an ecosystem-based approach to the development application process. Institute a mandatory pre-consultation process for new development applications that starts with a biophysical assessment of sites to guide proposed developments in alignment with the ecological assets of the site. Implement sustainability metrics tool to predict, measure and report the sustainability performance of proposed developments focusing on the built environment, mobility, natural environment, and infrastructure and buildings 26 (e.g. Richmond Hill/Vaughan/ Brampton).

27 Land Use Planning Identify climate change risks and prepare for potential impacts Develop new floodplain models for the Greater Peterborough Area Conduct a Greater Peterborough Area-wide vulnerability assessment of expected climate change impacts Update infrastructure standards to improve climate change readiness. i.e. green infrastructure first approach Increase infrastructure flooding standards to a 200-year storm standard rather than the current 100-year standard 27

29 Land Use Planning Facilitate the building of mixed-use, compact, and higher density communities Establish a policy or direction for municipal staff to educate on the need for increased housing density (and provincial targets) and the implications related to climate change at all points of contact with decision-makers, stakeholders, and the public (e.g. preface presentations to Councils, public meetings with density rationale) Establish maximum housing sizes to encourage smaller, more compact homes Decrease parking minimums for new developments 29

30 Community Waste Reduce the amount of waste generated Implement a campaign to encourage elimination of wasted food Work with producers and retailers to reduce packaging and increase take-back initiatives Support establishment of a food rescue program in partnership with local food retailers, manufactures, restaurants, caterers to collect and redistribute excess food to those in need that would otherwise be disposed of 30
