2 CESAM-RD-M March 2, 219 Publc Notce No SAM RCV Page 2 of 5 storm surge and normal wave acton has reduced water depths throughout these waterways, restrctng storm water runoff Shallow water depths are mpactng safe use of waterway for recreatonal boaters ncreasng the water depths n the bayou would restore adequate storm water runoff, safer navgaton and enhanced recreatonal opportuntes wthn these waterways ALTERNATVES: The project s ste specfc There were no off-ste alternatves consdered for ths project Dredgng wll be performed va mechancal equpment and barged to an approved dsposal ste f requred, a Sedment Testng Plan of the proposed dredge materal wll be prepared and submtted to the Msssspp Department of Marne Resources for revew and approval Upon approval, sedment testng shall be completed for determnaton of sutablty for dsposal n a MDMR Benefcal Use Dsposal Ste f not, materal may be dsposed of at the Harrson County Development Commsson Dsposal Area C-1 located n the ndustral Seaway or at an approved upland Class or Class Rubbsh Dsposal Ste or other ste deemed acceptable to receve such dredge spols PROPOSED WORK: Ths project proposes to perform mantenance dredgng of the followng navgatonal channels of West ola Rd Bayou and Sde bayous Total Estmated Dredge Quanttes= 12,765 CY over ten years All dredgng wll be performed to a - 5' ML W Depth wth 3: 1 Sde Slopes The project parameters of each algnment s as follows: Algnment No 1 = 2,361' Long x 3 ' Wde wth an estmate of 5,45 CY of dredge materal Algnment No 2 = 17' Long x 15' Wde wth an estmate of 3 CY of dredge materal Algnment No 3 = 44' Long x 2' Wde wth an estmate of 75 CY of dredge materal Algnment No 4 = 8' Long x 15' Wde wth an estmate of 2 CY of dredge materal Algnment No 5 = 22' Long x 15' Wde wth an estmate of 89 CY of dredge materal Algnment No 6 = 385' Long x 15' Wde wth an estmate of 2,2 CY of dredge materal Algnment No 7 = 4' Long x 15' Wde wth an estmate of 2,1 CY of dredge materal Algnment No 8 = 19' Long x 15' Wde wth an estmate of 875 CY of dredge materal AVODANCE & MNMZATON: There were no SAV's and Shell Fsh located wthn the proposed dredge algnments The proposed dredgng wll comply wth the permttng requrement of no dredgng wthn 1 feet of marsh grass and dentfed subaquatc vegetaton and wll not mpact the shorelne marshes or other wetland habtats f bologcally senstve areas are found n the bayou and are located close to the dredgng

3 CESAM-RD-M March 2, 219 Publc Notce No SAM RCV Page 3 of 5 path, sedment slt curtans wll be placed to protect the areas from sltaton durng dredgng f present, senstve areas wll be located and clearly marked before work commences The applcant states that mnmzaton of wll be carred out by use of best management practces The USACE has not verfed the accuracy or adequacy of the applcant s avodance and mnmzaton at ths tme MTGATON: Wetlands wll not be mpacted by ths project; therefore, no mtgaton s proposed Further mtgaton may be requred, f applcable The US Army Corps of Engneers (USACE) has not verfed the adequacy of ths mtgaton proposal at ths tme The applcant has appled for certfcaton from the State of Msssspp n accordance wth Secton 41(a)(1) of the Clean Water Act, and upon completon of the requred advertsng, a determnaton relatve to certfcaton wll be made by the Msssspp Department of Envronmental Qualty The Natonal Regster of Hstorc Places (NRHP) wll be consulted for propertes lsted n or elgble for the Natonal Regster, whch would be affected by the proposed work Copes of ths notce are beng sent to the State Hstorc Preservaton Offcer (SHPO) and the US Department of the nteror, Natonal Park Servce, and Dvson of Archeologcal Servces for further consultaton and comments Prevous nvestgatons for the faclty have determned that no propertes are lsted n or elgble for lstng n the NRHP n accordance wth Appendx C of 33 CFR Part 325, the USACE has determned the permt area s the full area of development for the overall project footprnt The agent representng the applcant submtted a Cultural Resource Assessment of the current permt revew area to the Msssspp Department of Archves and Hstory (MDAH) for revew Copes of ths publc notce are beng sent to the SHPO ENDANGERED SPECES: Prelmnary revew of ths applcaton and the US Department of the nteror Lst of Endangered and Threatened Wldlfe and Plants ndcate the proposed actvty may requre addtonal coordnaton wth the US Fsh and Wldlfe Servce (FWS) The followng federally lsted speces that could potentally occur or be occuped by the West ndan Manatee, Ppng Plover, Red Knot, Wood Stork, Dusky gopher frog, Msssspp Sandhll Crane, Alabama Red Belled Turtle, Gopher Tortose, Gulf Sturgeon, Loggerhead Sea Turtle, or other Federally lsted speces that may occur temporarly or otherwse n coastal Msssspp A survey was conducted along both shorelnes of the bayou and around the nternal marsh slands whch are located wthn the bayou There were no lve Shell Fsh located wthn the proposed dredge algnments Addtonal coordnaton wll be performed wth the FWS on the proposed project Ths publc notce s beng dstrbuted to all known nterested persons n order to assst n developng facts on whch a decson by the USACE can be based For accuracy and completeness of the record, all data n support of or n opposton to the proposed work should be submtted n wrtng settng forth suffcent detal to furnsh a clear understandng of the
