1 Peace River Regional District REPORT To: Chair and Directors, Peace River Regional District Date: 24 February 2014 From: Bruce Simard, GM of Development Services and Kim Frech, Chief Financial Officer Subject: Climate Action Revenue Incentive Program - Reporting Requirement Recommendation THAT the Board receives the Climate Action Revenue Incentive (CARIP) Public Report for Background The attached Climate Action Revenue Incentive (CARIP) Public Report for 2013 is submitted per the requirements of the Climate Action Charter. In addition to completing the public report, an annual Carbon Tax Calculation Report has been submitted. For 2012, the Carbon Tax rebate received from the Provincial government was $4,782 and for 2013 the rebate claimed is $5,793. The following information is provided for information purposes to meet the requirement to report publically on the Climate Action Revenue Incentive Program relating to fuel consumption by Local Governments Increase (Reduction) Gasoline (litres) 43,575 39,288 4,287 Diesel (litres) 34,364 11,589 22,775 Natural Gas (gigajoules) 1,556 1, Propane (litres) 19,837 19, Hydro (kilowatts) 581, ,839 56,860 The increase in diesel can be directly related to adding our contracted Solid Waste Haulers and the great distances required to drive. This increase is also attributable to the distances travelled by Field Services staff to undertake the required services at the various water and sewer locations throughout the region. Starting in 2012 the Regional District was required to track the carbon emissions of all of its direct control traditional core services as well as those not under our direct control that funding is provided to and is used to pay for these core services - exceptions are the recreation complex that the District of Chetwynd includes in their reporting and the pool that the City of Fort St. John includes in their reporting, both by written agreement. This reporting also includes our contract haulers which will be included as new contracts are issued (not applicable to existing contracts). The carbon emission tonnage is then converted to carbon credits which will be placed into a reserve for green initiative projects. For the 2014 budget, the amount to place in reserve for the required carbon credits for 2013 is included in each of the applicable functions.
