START OF OZONE SEASON & OTHER AIR QUALITY UPDATES NCTCOG Public Meetings April 2017

March 1 st November 30 th 2017 OZONE SEASON Current 10-County Nonattainment Area for Ozone 2

HOW OZONE IS FORMED Ozone Emission Sources Point and Area Sources Biogenic Sources Non-Road Engines + Volatile Organic Compounds (VOC) + Nitrogen Oxides (NO X ) = Ozone On-Road Vehicles Optimum conditions for the formation of ozone include high temperatures and low winds. 3

100 EIGHT-HOUR NAAQS FOR OZONE HISTORICAL TRENDS Based on 70 ppb (As of April 11, 2017) Exceedance Levels 90 Orange (71-75 ppb) Exceedance Days Orange (76-85 ppb) Red ( ppb) Purple (106+ ppb) Exceedance Level indicates daily maximum eight-hour average ozone concentration. Exceedance Levels are based on Air Quality Index (AQI) thresholds established by the EPA for the for the revised ozone standard of 70 ppb. = Additional level orange exceedance days under the revised standard that were not exceedances under the previous 75 ppb standard. (AQI level orange = ppb) Ozone Season (Year) *Data not certified by TCEQ. ^Not a full year of data. Source: TCEQ, ppb = parts per billion 4

Design Value (ppb) EIGHT-HOUR NAAQS FOR OZONE HISTORICAL TRENDS Standard < 85 ppb (Revoked) Standard 75 ppb 1 (by 2017) Standard 70 ppb (TBD; Marginal by 2020) As of April 11, Consecutive Three-Year Periods 1 Attainment Goal - According to the US EPA National Ambient Air Quality Standards, attainment is reached when, at each monitor, the Design Value (three-year average of the annual fourth-highest daily maximum eight-hour average ozone concentration) is equal to or less than 70 parts per billion (ppb). *Data not certified by the Texas Commission on Environmental Quality. ^Not a full year of data. 5 Source: NCTCOG TR Dept
