2 NATIONAL DEVELOPMENT PLAN: OBJECTIVES: National Development Plan envisages industrial revival and enhancing productivity. It has placed economic growth at 4.3% for as against 3.7% achieved last year. The main features of the development plan are briefly presented. Improvement in Productivity and competitiveness Improvement of skills and entrepreneurship Creating environment for private investment Support Construction Industry Foster Domestic commerce Generating jobs Market reformation through strengthening legal and regulatory framework to foster competition Improving Railways (communication system) Improving governance Improving delivery of public service

3 Strategy to achieve the objectives:- 1. Supporting Higher Education for the development of innovation and entrepreneurship. PSDP allocation Rs billion Government established a number of Higher education Institutions, e.g. Abdul Wali Khan University of Mardan National Textile University, Faisalabad. Peoples University of Medical & Health Sciences for Women, Nawabshah

4 2. Support scientific research to drive the production by introducing value added technologies and innovative ideas. PSDP allocation Rs. 2.9 billion Projects Undertaken by: Pakistan Council for Scientific & Industrial Research Pakistan Science Foundation Pakistan Council of Research in water resources Pakistan Council for Science & Technology Pakistan Council for renewable energy Technologies National University of Science & Technology

5 3. Provide training and skills to the labour force for enhancing their productivity and employability. PSDP allocation Rs. 2.9 billion. Projects of Ministry of Professional & Technical Training (SDC s) 90 ongoing programmes of National Vocational & Technical Training Commission (NAVTEC)

6 4. Support agriculture research to enhance productivity. PSDP allocation Rs. 405 million Research being Carried out at: National Institute of Genomic & Advance Bio-Technology Pak-China Cooperation for Agriculture Research and Development Indigenization of hybrid seed production for enhanced crop production National Bio Saline Agriculture Programme WTO-Establishment of Integrated National Animal & Plant Health Inspection Services.

7 5. Support manufacturing sector to improve efficiency, capacity building, technological upgradation, Infrastructure Development. PSDP allocation Rs. 2.0 billion Assistance to support Manufacturing Sector through: M/O Industries M/O Production M/O Textile

8 6. Encourage foreign capital and technology in Thar Coal Gasification project for power generation. (175 billion tons of ignite coal) Initial Work Started

9 7. Promote markets including elimination of tariff and non-tariff trade barriers and deregulation of prices Pak India Trade Agreement 22-Sept, 2012 Scaling down tariff to a max of 5% Removing all non-tariff barriers by 2020
