1 February 23, 2016 Lee Sims Oakland Unified School District 955 High Street Oakland, California Re: Soil & Asphalt Sampling Burbank Preschool th Avenue, Oakland, CA Dear Ms. Sims, This report presents the findings of the soil and asphalt sampling conducted by ACC Environmental Consultants, Inc. (ACC) at th Avenue in Oakland, California (Site). Fill material and shallow soil beneath the existing asphalt pavement will be hauled off-site as part of proposed playground and parking lot upgrades. The purpose of this investigation was to assess the soil and fill material with regard to disposal at a Class I or Class II waste facility, and to assess whether the existing asphalt pavement at the site contains asbestos. SAMPLE METHODOLGY On February 11, 2016 ACC collected samples at four representative sampling locations (Figure 1) based on the discretion of the school principal (school was in session at the time of sampling). At each location a circular saw was used to core eight-inch-diameter openings in the asphalt. The asphalt pavement ranged from approximately two to five inches in thickness. Fill material beneath the asphalt pavement consisted of brown gravel measuring approximately six inches thick at sample location B1, approximately two inches thick at sample location B2, approximately eight inches thick at sample location B3, and approximately four inches thick at sample location B4. For purposes of waste characterization, representative samples of fill material and underlying soil were sampled at each location by advancing a hand auger to the approximate desired sample depth and collecting the sample from the barrel of the hand auger using dedicated glass jars and stainless steel sleeves subsequently capped with plastic sheeting and tight-fitting plastic caps. Following collection, samples were labeled, logged on a chain-of-custody form and stored on ice pending transport to the laboratory following chain-of-custody protocol. New nitrile gloves were worn and changed frequently (minimum once per sampling location) to prevent potential cross contamination. Sample locations were backfilled to surface grade with fast-setting concrete slurry. SOIL ANALYTICAL RESULTS Soil samples were delivered to in Pittsburg, California and Forensic Analytical in Hayward, California following chain-of-custody protocol. The complete laboratory reports and chain-of-custody are attached as Appendix A. The fill material and underlying soil encountered at each location was composited by the laboratory into respective 4:1 composite samples (one 4:1 composite sample of fill material and one 4:1 composite of underlying soil). Soil samples were analyzed for the following constituents: Total Petroleum Hydrocarbons specified as gasoline-range (TPH-g), diesel-range (TPHd) and motor oil-range (TPH-mo) by method 8015B; Volatile Organic Compounds (VOCs) by method 8260B; CAM 17 (Title 22) Metals by method 6020; Organochlorine Pesticides (OCPs) by method 8081; Polychlorinated Biphenyls (PCBs) by method 8082; Asbestos by PLM; and Solubility Threshold Limit Concentration (STLC), as warranted based on DTSC hazardous waste criteria for metals. VOCs, PCBs, OCPs and asbestos were not detected during this sampling event. TPH-g, TPH-d and TPH-mo: TPH-d and TPH-mo were detected up to respective concentrations of 2.8, 110 and 190 milligrams per kilogram (mg/kg). DTSC hazardous waste criteria are not published for these chemical compounds. The detected TPH concentrations will not likely be considered significant by accepting facilities with regard to disposal at a Class I or Class II disposal facility. CAM 17 (Title 22) Metals: Metals concentrations did not exceed corresponding total threshold limit concentrations for hazardous waste criteria and generally do not appear elevated above background concentrations. Chromium was detected up to 94 mg/kg. Per DTSC hazardous waste criteria, samples with detected chromium concentrations exceeding 50 mg/kg were analyzed by the California Solubility Threshold Limit Concentration (STLC) method. Chromium STLC results were up to 0.18 milligrams per liter (mg/l), which does not exceed the DTSC hazardous waste threshold of 5.0 mg/l. Based on Federal hazardous waste criteria, toxicity characteristic leaching procedure (TCLP) analyses were not warranted. ASPHALT ANALYTICAL RESULTS Asphalt samples were collected at each sampling location and delivered to Forensic Analytical in Hayward, California following chain-of-custody protocol to be analyzed for asbestos by PLM. 3 th Avenue ACC Project Number Oakland, California Page 3 Two layers of asphalt were encountered at sample location B1 and representative samples from each layer at that location were submitted for analyses. Asbestos was not detected in the asphalt samples with a reporting limit of 1%. No traces of asbestos (<1%) were noted by the laboratory. CONCLUSIONS ACC s opinion is that soil and fill material hauled off-site as part of the proposed playground and parking lot upgrades is non-hazardous waste and will be accepted by a Class II waste facility. Asbestos was not detected in the asphalt samples. LIMITATIONS The service performed by ACC has been conducted in a manner consistent with the levels of care and skill ordinarily exercised by members of our profession currently practicing under similar conditions in the area.
