4 Achieve gender equality and empower all women and girls Gendered energy divide: as primary energy managers in households, women can play powerful roles in extending sustainable modern energy Move to smaller-scale, renewable energy systems => provide communities with affordable energy, promote productivity Energy access for women => combat gender inequality + women s empowerment via time savings (facilitate economic & educational pursuits) Women also respond differently from men to incentives and options for sustainable energy consumption patterns What next? Focus on women in design and content of renewable energy policies Percentage of women in high-level positions in environment, transport, and energy ministries

5 Ensure access to water & sanitation MENA high population growth & inefficient water management => growing scarcity => risk of conflicts: Water Wars Challenges ahead: Unsustainable consumption, over-extraction of freshwater resources, climate change, climate variability Region will increasingly rely on desalinated water (expensive & energyintensive); GCC accounts for more than 40% of the world s water desalination capacity Reforms: regional cooperation & sustainable water management + efficient pricing policy

6 Make cities inclusive, safe, resilient & sustainable By 2025, megacities of 10 million or more people will house more than half the world's population and contribute more than half of global GDP (McKinsey) Investment needed by cities into transport, energy, water, waste and telecommunications infrastructure: est. $57 trillion between now and 2030 (Global Cities Report 2016, CDP) Urbanisation growing by 3% p.a. in Arab countries What reforms are required? ü Boost clean energy: integrate solar energy onto rooftops, capture, recycle waste heat, harness wind power, switch from coal to natural gas etc. ü Energy efficiency investments; in developed countries, ~40% of carbon dioxide emissions come from heating, cooling, and powering buildings ü Upgrade power infrastructure: inter-connected electricity grids, smarter and more resilient electricity and fuel delivery systems

8 Climate Change Rising sea water levels, high temperatures, particulate pollution, lack of freshwater resources makes MENA a climate change hotspot "In future, the climate in large parts of MENA could change in such a manner that the very existence of its inhabitants is in jeopardy," Jos Lelieveld, director at the Max Planck Institute (2016) MENA countries rank low on the Climate Change Performance Index: Saudi Arabia is the lowest ranked Cooperation needed on COP 21 commitments

10 Regional Collaborations towards meeting SDGs Policy coordination across the GCC & wider region Develop and implement RE strategy and policy frameworks: including legal & regulatory framework to enable PPP and liberalization of public utilities to allow for private investment and production and a GCC power market & eventually, an Arab market Coordinate EE and RE policies across GCC countries and integrate water systems and energy infrastructure, including power grids, to benefit from economies of scale Green buildings (regulations, codes) => Green cities Proceeds from a carbon tax => Climate Fund GCC should set-up Green Climate Funds to decarbonise + for urban transformation => paradigm shift towards low-emissions & climate-resilient development Establish Ministries of Climate Change at country-level, with a regional entity for coordination, developing policy frameworks for joint projects
