The attached Inspection form and photographs outline the concerns identified in the Inspection. The spills identified in the Inspection were reported by the community to the NWT Spill Line at (867) The clean up of the spills will be evaluated in the next Inspection in the fall of The community is currently unlicensed but a completed Water License Application has been submitted and it is expected that the community will be issued Water License W2008L early in The Inspector appreciates the community s efforts to obtain a Water License and operate within the parameters of the NWT Waters Act. The community needs to make sure the daily chlorine levels are recorded for the water trucked to the community. Overall record keeping appears to be good but there are no records in the pump house (Figure 2) for Chlorine levels from September 12 th to 16 th, Please ensure records of free chlorine are kept every day. Chlorine is added as the water is pumped into the truck. The tanks should be pumped into drums and stored on pallets until they can be shipped out for appropriate disposal. The Hamlet needs to do a better job of sorting and burying the municipal waste at the landfill as tires, batteries and household waste are mixed together in the piles of waste (Figure 4). The sewage lagoon is located in the area of the landfill (Figure 5) and is very small with a sandy bottom. There is no visible discharge from the lagoon so it must percolate into the ground. The community expects to have a new lagoon within approximately 2 years. The current lagoon may not effectively meet the community s needs and a new lagoon should allow the community to better manage sewage waste. SURVEILLANCE NETWORK PROGRAM Samples Collected (Hamlet) None (DIAND) SNP NA Signs Posted: SNP None Warning None Record & Reporting Geotechnical Inspection NA NA Non-Compliance of Act of Licence: There are a large number of lead acid batteries scattered around the outside of the Hamlet Garage (Figure 6). These batteries need to be crated so that lead and acid are not leaching onto the ground. Drums of waste oil across from the Hamlet Garage are leaking and there is a significant spill in the area of the waste oil drums (Figure 7). A number of spills that were not reported and have not been cleaned up were visible at the time of the Inspection. Please ensure that spills are reported and cleaned up immediately after they occur. A fresh diesel spill was observed underneath the heating fuel tank (Figure 8) for the Hamlet garage please clean up the spill and submit a spill report to at (867)

4 and the spill must be cleaned up. There also appeared to be a waste oil spill underneath the loader behind the Hamlet garage (Figure 9). Spill reports should be filed and the contaminated soil should be cleaned up immediately. The Inspector is pleased that the community has applied for a Water License and anticipates that the concerns identified in the community will diminish with each Inspection. It is expected that over the next couple of years the community will achieve an acceptable level of compliance with the terms and conditions of the anticipated Water License.
