4 Major achievements : Convention Finalization of the revised Annex I reporting guidelines for annual GHG inventories (decision 24/CP.19) For use beginning in 2015 Implements the latest science from the IPCC in calculating GHG emissions, including the 2006 IPCC Guidelines and the IPCC Supplementary Guidance on Wetlands Major differences compared with the current reporting guidelines? The 2006 IPCC Guidelines, replaces use of the Revised 1996 IPCC Guidelines and the IPCC good practice guidance Use of wetlands supplement for drainage/rewetting required; optional for other activities. Discussions will continue at SBSTA 46 on Use of full scope of wetlands supplement ; submissions due 1 March Experience on reporting for HWP using the different approaches set out in the 2006 IPCC Guidelines.

5 Major achievements : Convention Adopted guidelines for the technical review of biennial reports and national communications, including national inventory review (with a placeholder for the GHG inventory reviews). Both the biennial reports and national communications have a GHG inventory component, but focus during these reviews will be on consistency of information reported and they will not include an in-depth examination of the GHG Inventory itself: Overlapping information will be reviewed only once. Secretariat to design and implement training activities for experts and LRs, including assessment of their qualifications under the guidance of the SBSTA to ensure necessary competence Negotiation on Guidelines for the technical review of GHG inventories to continue at SBSTA 40

6 Expectations of negotiations in 2014: The Convention By end of 2014, expectations are for final guidelines for the review of biennial reports and national communications, including national inventory reviews, for developed country Parties that build on your collective experiences and the lessons learned during the first commitment period. 19 Feb 2014: Submissions of detailed views on the structure, outline, key elements, including purpose and scope of the review, timing and reporting, and content of the review guidelines 8-10 April: Workshop SBSTA 40: Draft elements of a decision and draft revised review guidelines Second half 2014: Workshop COP 20: Final review guidelines for use in review of the annual GHG inventories submitted in 2015

8 Major achievements: Kyoto Protocol Finalization on guidance for reporting information on KP-LULUCF activities (decision 6/CMP.9) Including the new CRF tables for KP-LULUCF activities In accordance with decisions 2/CMP.6 and 2/CMP.7 KP-LULUCF CRF tables requested to be included in the CRF reporter Other issues Clarification of the definition of reforestation The cap on FM (para. 13 of decision 2/CMP.7) Other issues (GWP, new gases) addressed in decision 4/CMP.7 Methodologies for KP-LULUCF activities Apply the 2006 IPCC Guidelines in accordance with the revised UNFCCC reporting guidelines Apply the IPCC 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol in a manner consistent with decision 2/CMP.7 And apply the 2013 Supplement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories: Wetlands for wetland drainage and rewetting (not mandatory for other elected activities)

10 Expectations of negotiations in 2014: Kyoto Protocol SBSTA and CMP9 have been discussing other issues related to reporting and accounting These are covered under agenda item implications of the implementation of decisions 2/CMP.7 to 4/CMP.7 and 1/CMP.8 on the previous decisions on methodological issues related to the Kyoto Protocol, including those relating to Articles 5, 7 and 8 of the Kyoto Protocol CMP9 advanced but could not conclude its work on these issues (excluding KP-LULUCF) CMP9 captured progress in a draft text ( Major issues covered in the draft text List of reference changes related to reporting and accounting: housekeeping Implications on the modalities for accounting (calculation of initial assigned amount; cancellation Art. 3, para 7ter; carry-over; share of proceeds) Draft SEF tables for CP2 Other pending issues Review guidelines and adjustments Reporting and review requirements for Annex I Parties with QELRCs for CP2 (and not CP1) Aiming for consideration and adoption at CMP 10 (Lima)

12 Implementing COP19/CMP.9 decisions: The CRF Reporter Past SBSTA 33: requested the secretariat to begin preparatory work for upgrading the CRF Reporter to reflect updated reporting guidelines. Major release for testing in October 2012, additional releases for testing in November 2013 and February Present Latest release reflects final CRF tables (decision 24/CP.19 and decision 6/CMP.9) (first version of wetlands and KP-LULUCF tables) as well as enhanced submission and inventory management. Significant internal and Party testing (currently 9 Parties) Near Future May have additional versions available for testing for interested Parties. Release, by June 2014, at the latest, an upgraded CRF Reporter that will enable Parties to submit their inventories, due by 15 April 2015.

14 CRF Reporter: Key Take Away Information Major differences of the upgraded CRF Reporter Reflects revised UNFCCC Annex I Reporting Guidelines (decision 24/CP.19) and KP-LULUCF tables (decision 6/CMP.9). Web-based; designed for the most common internet browsers and operating systems and with minimum requirements for add-ons or version updates. We welcome your involvement and feedback. If you are interested in testing or viewing the upgraded CRF Reporter software, please contact lhanle@unfccc.int. We recognize the importance of making the upgraded CRF Reporter available in June 2014 to enable Parties to submit their inventories by 15 April 2015.

15 Possible elements of conclusions Negotiations: Noting the wealth of experience amongst themselves as well as other colleagues from both Annex I and non-annex I Parties with regards to conducting GHG inventory reviews. Encourage inventory reviewers to contribute their knowledge and experience during SBSTA discussions to finalize the GHG inventory review guidelines under both the Convention and the Kyoto Protocol so that the GHG inventory review process starting in 2015 will be cost-effective, efficient and practical. CRF Reporter: Welcoming the status update on the development of the upgraded CRF Reporter software and the opportunity to review and test the software. Noting that June 2014 is quickly approaching, urge the secretariat to concentrate efforts to make the upgrade software available by the end of June to enable Annex I Parties to submit their inventories, due by 15 April 2015.
