2 Strategic Direction (SD)-7 Environmental Leadership Environmental leadership is a core value of SMUD. The Board is committed to environmental leadership through community engagement, continuous improvement in pollution prevention, carbon reduction, energy efficiency, and conservation. Therefore: SMUD will conduct its business affairs and operations in a manner that reduces adverse environmental impacts, reduces pollution, and enhances resource conservation and stewardship. SMUD will provide leadership in the reduction of the region s total emissions of greenhouse gases through proactive programs in all SMUD activities and development and support of national, State, and regional climate change policies and initiatives. SMUD will promote the efficient use of energy by its customer-owners. SMUD will proactively engage its customer-owners and other stakeholders in meeting this directive. 6 Building Sustainable Communities SMUD is committed to building sustainable communities through continued partnerships, sponsorships, education, outreach and support for small business. By investing in underserved neighborhoods and working with community partners, SMUD is part of a larger regional mission to deliver energy, health, housing, transportation, education and economic development solutions to support sustainable communities.

7 Building Sustainable Communities Environmental Justice is the fair treatment of people of all races, cultures, and incomes with respect to the development, adoption, implementation, and enforcement of environmental laws, regulations, and policies. (CalEPA) Vulnerable communities include, but are not limited to, women, racial or ethnic groups, low-income individuals and families, individuals who are incarcerated and those who have been incarcerated, individuals with disabilities, individuals with mental health conditions, children, youth and young adults, seniors, immigrants and refugees, individuals who are limited-english proficient (LEP), and Lesbian, Gay, Bisexual, Transgender, Queer, and Questioning (LGBTQQ) communities, or combinations of these populations. (Health and Safety Code Section ) Vulnerable places means places or communities with inequities in the social, economic, educational, or physical environment or environmental health and that have insufficient resources or capacity to protect and promote the health and well-being of their residents. (Health and Safety Code Section ) SB 1000 encourages local CA jurisdictions and community stakeholders to proactively plan for and address Environmental Justice concerns when developing components of a General Plan. 9 Considerations Short-term (2018) Mid-term (2019) Establish SMUD s Framework Document, highlight and assess impacts of SMUD s existing programs Improve information accessibility through targeted Customer Service Programs (language, location, and access times) Engage in collaborative outreach and evaluation to understand community priorities Integrate into existing SDs Collaborate and support local jurisdictions in their SB 1000 efforts Consider leveraging applicable Environmental Justice toolkits and resources Evaluate a community health scoring tool (CalEnviroScreen 3.0) Establish a substation enhancement program Create an internal cross-business unit approach Ensure community impacts are understood as they relate to business decisions Report back to the Board annually (SD-7, SD-9, SD-15) and via Environmental Sustainability Report December 19, Board Strategic Development Committee Meeting and Special SMUD Board of Directors Meeting
