1 Details of public hearing held on at Kathara Officers Club, C.C.L, Kathara, Bokaro for Environmental clearance for Sand Mining for Govindpur M/s Central Coalfields Limited. As per Environment & Forest Ministry, Government of India, New Delhi notification no S.O 1533/EIA dated and amended notification No. S.O. 3067(E.) Dated for getting environmental clearance JSPCB published the notice of public hearing in daily Hindi newspaper Hindustan Times Dated As per above mentioned notification public hearing was held under the chairmanship of Shri Rajesh Kumar Rai, Director, district Rural Development Authority, Bokaro on A.M at Kathara Officers Club, C.C.L, Kathara, Bokaro. Public hearing of Govindpur sand mining project was done for mm3 normative capacity and mm3 peak capacity per year for sand mining. In this public hearing shri kamlamant pathak, junior environmental engineer, Jharkhand state pollution control board, Dhanbad, shri mithilesh jha, scientific assistant, Jharkhand state pollution control board, Ranchi was present. In addition to this, arvind kumar singh,general Manager, CCL, kithara, Shri Ajay singh, Project Officer, Govindpur, Shri Vijay Kumar, Senior Manager(Personnel), Shri L.K Mahapatra, HOD, P&P, Shri Ram Kripal Pathak, Manager, Govindpur Project, Smt Sangeeta and Shri Manoj Kumar represented CCL, Ranchi. CMpdil representative and many others nearby village people were also present. The proceeding of public hearing was started by welcoming of all the visitors by Shri Vijay Kumar, Senior Manager (Personnel), Govindpur Project. Shri Ajay singh gave brief summary of the project. Shri Mithilesh Jha, scientific assistant, Jharkhand state pollution control board, Ranchi, further proceed the public hearing. Chairman gave the objective of public hearing to the present people. As per his permission the public heaing was started. Thereafter people asked questions one by one related to plantation, education, training, electricity, water supply, Employment, Road repair and they also gave some suggestions. Villagers suggested ensuring control pollution while doing sand mining. Reply of questions asked by villagers was given by Shri Arvind Kumar, General manager, Kathara Area, CCL \, Bokaro. What would be arrangements for e m p l o y m e n t o f villagers? Number of p l a n t a t i o n i s n o t adequate. We don t know how much fund is allotted to us. Employment should be given to those whose land has been taken. Villagers should be involved in sand mining. R e s p o n s e / commitments of Project Proponent P r o p e r arrangements would be implemented to control pollution f r o m transportation by vehicle. Fund provided by headquarter is spend in command area. Proper arrangement would be implemented for employment. This would be taken care of.

3 3. Shri Gulab Chand, village- lehriyatad 4. Shri Krishna Rajak, village- lehriyatad Presently there is only one road for sand transportation. Whether the same road would be used or other road would be constructed? What would be method to give employment? Many species of plant and animal have become extinct. Only after mentioning village and area sand mining work should be done. Where stones will be kept, which will come o u t f r o m 3 0 y e a r s continuous sand mining? River and sand is only our play ground. This mining will affect us. No village comes under sand mining and its distance is only 1.3 km. pollution control measures would be according to EMP provisions. Work would be done in two shift only and in one hour only 5 tipping truck will be use for transport of sand therefore no separate road is required. On everyday fifty eight unskilled labor is required and on t h a t b a s i s 1 0 p e r c e n t s k i l l e d labor will be employed. VRDS, consultant, Chennai surveyed flora and fauna and have not found any such species in this area. Sand mining will b e f o r o n l y 7 months and In raining season that much sand would be replenished naturally. Keeping in view of this sand will be extracted up to 3 m depth. According to EMP, no effect would be on the playground while dining sand mining.

No guard is appointed near sand storage. Villager s children play near sand storage. Last time my child fall into sand bunker and was rescued with lot of difficulty. No attention is given to displaced people rights. In 2014, CCL promised to give training to c e r t i f i e d D i s p l a c e d persons for Over men and Mining, but it has not been given yet. We use this river water for drinking purpose. How we will do our work with sand mining? A d m i s s i o n i n D AV school is no without c e r t i f i c a t e o f displacement. In BKB coal transporter local p e o p l e a r e n o t employed. Under CSR fund only one water tank is constructed but o t h e r s a r e n o t constructed under CSR. In spite of giving our land to company, it break its promises. Guard will be appointed near sand bunker. Training for mining and over men is arranged by headquarter. People applied on local level. As per company R & R policy job and compensation is provided and it will be provided in future also. Sand mining will be done at that place where water is not present. I n c a s e o f a n y i r r e g u l a r i t i e s r e g a r d i n g admission in DAV school anybody can meet general manager. As per policy of C S R i t w i l l b e completed. Company does break its promises made with any village people.

5 8. Shri Balmukund Prajapati, villagegairmajrua, Hazaribagh 9. Shri Govind Prajapati, villagegairmajrua Konar river is demarcated Bermo and Gomia. CCL works negatively in controlling pollution. No water sprinkling is done from loha bridge to chilka bridge. Under CSR water tank was constructed two times but no water connection was given. Village Elder woman bring water from river at the depth of feet. T h e r e s h o u l d b e Coordinated work b e t w e e n C C L a n d v i l l a g e r s b u t i t i s lacking. At nearby places of river rare species of herbs are found which are becoming extinct. CCL discharge polluted water into the river which is used by us for drinking purpose. Till today no CSR fund is used in Basti. Improvement should be in electricity and water supply. The certified map o f b e r m o a n d Gomia tehsil is provided by d i s t r i c t administration and on the basis of map only sand mining proposal was prepared. Regularly water sprinkling, plantation, road construction work is being done. Local civil and electrician will inspect the work for proper a r r a n g e m e n t o f drinking water and electricity. Expert team had studied the nearby places of river and found no rare herbs species. If polluted water is discharged in to river then preventive measure will be taken. Funds provided by headquarter will be use in command area. Supply of water and electricity will be improved.

Shri Naresh Mahtto, village- Govindpur mukhia As per CSR fund no work is done. Villagers should be taken care of. Due to continuous sand mining life of river will be threatened. There are no arrangements for electricity and water supply in Govindpur Basti. Employment guarantee should be given Villager s problem should be solved. Konar river has become shrinked due to which water become scarce. 1. Khata number is n o t s h o w n i n 776/ it has been told that after getting lease villagers will be given facilities but it is not reality Availability of fund and its spending amount is available at local area office which is totally transparent. Plantation and stone pitching would be done to maintain natural river slope. EMP Provision will be definitely followed. As per R&R policy of company job and compensation will be given. Villager s problem will be taken care of. Company will m a k e e f f o r t t o maintain natural slope of river. Khata Number is provided by administration. Under company provisions and s o l u t i o n s suggested in EMP will be implemented properly.

Other name shoul be given to displaced village gair majrua. 3. We could not get NOC of school d e s p i t e o f i t s need. `1. Village which falls under sand mining area should be taken care. Mine is in the north of lehriyatand and sand mining will take place in the south then where villagers will go? 2. What will happen to the farmland and grassland besides Konar river? 1. Regional management will put your s u b j e c t s a t Headquarter level. 2. If the name of Gairmajrua Basti comes under our p o w e r o f delegation then in the next SCC meeting it will be changed. 3. i t w i l l b e discuss 1. No Basti comes under this sand m i n i n g. Preventive measures to control air pollution would be according to E M P provisions. 2. No side effects will be on the farmland and grasslands on the bank of the river.

We are still facing problem of water and electricity Younger people should be given employment. 3. no employment is g i v e n t o t h e people affected by private c o m p a n y, contractor and BKB coal transporter. 4. Road should be constructed. 1. the problem o f w a t e r a n d electricity will be solved. 2. t h e employmen t o f younger people will be taken care of. 3. private company d o e s n o t g i v e employmen t t o t h e villagers, it will be investigate d. 4. road will be constructed from chilka bridge to loha bridge within 2 month.
