4 Freeport C&D Disposal Facility 2 nd Semiannual Report August 10, 2011 Page 4 of INTRODUCTION This report presents the 2 nd Semiannual 2011 water quality monitoring data for the Freeport C&D Disposal Facility located on Highway 20 in Freeport in Walton County, Florida. This report is submitted to comply with the monitoring and reporting requirements of Florida Department of Environmental Protection Permit No SO. The Water Assurance Compliance System (WACS) identification number is QUALITY ASSURANCE Ground water sampling was performed according to the Florida Department of Environmental Protection Standard Operating Procedures (DEP-SOP-001/01) and NOVA Environmental Services, Inc. s Quality Assurance Plan dated December 15, 2002 (revised March 1, 2010). All laboratory analyses were performed by Environmental Conservation Laboratories, Inc. of Orlando, Florida (NELAC: E83182). All samples were preserved, documented, and transported to Environmental Conservation Laboratories, Inc. (ENCO) in Orlando, Florida for analyses of the parameters specified in the permit. The laboratory results were also processed by ENCO using Florida DEP Automated Data Processing Tool (ADaPT) software which automates the review of the data for accuracy and consistency. ENCO also provided to NOVA Environmental Services, Inc. with the required ADaPT Electronic Data Deliverables (EDDs) consisting of a Portable Document Format (PDF) and comma separated text files (.csv format) for both laboratory and field data. Subsequent to the completion and submittal of this report, the EDDs were ed to the DEP by NOVA Environmental Services, Inc. to meet the ADaPT reporting requirements specified by DEP. The DEP uploads the electronic data into their Water Assurance and Compliance System (WACS) database which is also made available to the general public. The completed water quality monitoring certification page [DEP Form (31)] is presented as Attachment 1. A copy of the laboratory report, chain of custody documentation, and ground water sampling log are presented as Attachment WATER QUALITY MONITORING RESULTS 4.1 Ground Water Quality On July 13, 2011, one (1) representative ground water sample was collected each from background Monitoring Well MW-1R, compliance Monitoring Wells MW-2R, and MW-3 and submitted for laboratory analyses for the required semiannual monitoring parameters. 5 Freeport C&D Disposal Facility 2 nd Semiannual Report August 10, 2011 Page 5 of 7 well purging and sampling, static ground water measurements were obtained from all monitoring wells. The total depths all monitoring wells of were measured subsequent to sampling. The monitoring well locations are shown on Figure 1. A summary of the parameters which exceeded the Ground Water Cleanup Target s (GTCLs) promulgated in Chapter Florida Administrative Code are summarized on Table 1. As shown on Table 1: Aluminum (total) in upgradient background Monitoring Well MW-1R (2,650 µg/l) exceeded the GTCL of 200 µg/l. Aluminum was detected above the current water quality standard in upgradient Background Monitoring Well MW-1R which demonstrates it is naturally occurring. As such, further sampling/analyses prior to the next monitoring event is not warranted. Iron (total) in detection Monitoring Well MW-2R (1,510 µg/l) and compliance Monitoring Well MW-2R (29,400 µg/l) exceeded the GTCL of 300 µg/l. Iron was detected above the current water quality standard in upgradient Background Monitoring Well MW-1R which demonstrates it is naturally occurring. However, the Iron concentration in MW-2R is significantly higher. Based on a review of historical data, Iron has been consistently detected above the GCTL in MW-2R since August 2003 when first installed. The facility is continuing to implement site assessment activities to address the exceedences. As such, further sampling/analyses prior to the next monitoring event is not warranted. Arsenic in detection Monitoring Well MW-2R (661 µg/l) exceeded the GTCL of 10 µg/l. Based on a review of historical data, Arsenic has been consistently detected above the GCTL in MW-2R since January 2007 and first shown to be elevated between August 2003 and July 2006 except for between August 2004 and August The facility is continuing to implement site assessment activities to address the exceedences. As such, further sampling/analyses prior to the next monitoring event is not warranted. Sodium in detection Monitoring Well MW-2R (186 mg/l) exceeded the GCTL of 160 mg/l. Based on a review of historical data, Sodium was first detected above the GCTL in MW-2R in January 2009 and sporadically exceeded the GCTL between October 2009 and present. As such, further sampling/analyses prior to the next monitoring event is not warranted. Nitrogen Ammonia in detection Monitoring Well MW-2R (18 mg/l) exceeded the GCTL of 2.8 mg/l. Based on a review of historical data, Nitrogen Ammonia has been consistently detected above the GCTL in MW-2R since January 2005 and first shown to be elevated between February 2002 and August The facility is continuing to implement site assessment activities to address the exceedences. As such, further sampling/analyses prior to the next monitoring event is not warranted. Sulfate in detection Monitoring Well MW-2R (400 mg/l) exceeded the GCTL of 250 mg/l. Based on a review of historical data, Sulfate was first detected above the GCTL in MW-2R in February 2003 and sporadically exceeded the GCTL between February 2003 and present. The facility is continuing to implement site assessment activities to address the exceedences. As such, further sampling/analyses prior to the next monitoring event is not warranted. Total Dissolved Solids (TDS) in detection Monitoring Well MW-2R (2,100 mg/l) exceeded the GCTL of 500 mg/l. Based on a review of historical data, TDS has been consistently detected above the GCTL in MW-2R since February 2002 and sporadically exceeded the GCTL between February 2003 and present. The facility is continuing to implement site assessment activities to address the exceedences. As such, further sampling/analyses prior to the next monitoring event is not warranted. Field ph in upgradient Background Monitoring Well MW-1R (6.0 Standard ) and compliance Monitoring Well MW-3R (4.9Standard ) exceeded the GCTL of between 6.5 to 8.5 Standard. Because the field ph exceedence occurred in the background monitoring well, further sampling/analyses prior to the next scheduled monitoring event is not warranted. The ph value is typical of shallow ground water conditions and G-II ground water classification. 4.2 Surface Water Quality NOVA Environmental Services, Inc.

7 Freeport C&D Disposal Facility 2 nd Semiannual Report August 10, 2011 Page 7 of 7 Representative surface water samples were collected from Surface Waters SW-1 and SW-4, but not SW-2 because it was dry at the time of the monitoring event. The surface water monitoring locations are shown on Figure 1. A summary of the parameters which exceeded the Surface Water Quality Standards (SWQSs) promulgated in Chapter Florida Administrative Code are summarized on Table 2. As shown on Table 2: Iron (total) in downgradient SW-2 (4,500 µg/l) exceeded the SWQS of 1,000 µg/l. Iron exceedences (1,620 micrograms per liter) at upgradient Surface Water SW-1 were documented during the April 25, 2011 monitoring event and demonstrate Iron is naturally occurring. As such, further sampling/analyses prior to the next monitoring event is not warranted. Nitrogen Ammonia in downgradient Surface Water SW-4 (1.3 mg/l) exceeded the SWQS of 0.02 mg/l. Based on a review of historical data, Nitrogen Ammonia has previously been detected in upgradient Surface Water SW-1 at concentrations ranging from and 0.17 mg/l (above the SWQS) indicating Nitrogen Ammonia is naturally occurring, albeit lower than the downgradient value for this monitoring event. As such, further sampling/analyses prior to the next monitoring event is not warranted. 5.0 GROUND WATER FLOW On July 13, 2011 ground water levels were consecutively measured within a three (3) hour period to the nearest 0.01 feet in Monitoring Wells MW-1, MW-2R, and MW-3. Hydraulic heads are presented on Table 2 and include corrected values for total well depths and monitoring wells screen intervals. A ground water contour map using hydraulic heads from Monitoring Wells MW-1, MW-2R, and MW-3 obtained during the monitoring event is presented as Figure 1 and depicts a ground water table flow direction toward the southwest.
