2 Energy Efficiency Incentives Question: Why does Duke Energy offer incentives to save energy? Answer: Since 1951, the Florida Public Service Commission (PSC) has maintained regulatory authority over investor-owned electric utilities. As part of the PSC economic and regulatory goals, Duke Energy agrees to assist consumers in their energy efficiency improvements as part of their rate structure plan. 2

6 Commercial Energy Efficiency Programs Building Envelope: Cool Roof New Construction or Retrofit $0.15 / SF installed by licensed contractor on flat roof Up to $50,000 per building Solar Reflectance greater than 0.76 Energy Star or Cool Roof Rating Council certified roof product meeting ASTM E-903 or C-1549 testing Roofing must be installed over air conditioned space and cooling system must be electric 6

7 Commercial Energy Efficiency Programs Building Envelope: Roof Insulation Upgrade New Construction or Retrofit $0.07 / SF incentive installed by licensed contractor Up to $50,000 per building Entire facility must be cooled and heated by electricity (non-portable) The weighted average R-value of the existing insulation above the conditioned space for upgrade must be less than R-12 - and brought to a minimum level of R-19. For New Construction, incentives will only be provided for insulation over R-38. Must be integral part of roof deck assembly 7

8 Commercial Energy Efficiency Programs Building Envelope: Ceiling Insulation Upgrade Retrofit only Must be pre-qualified in advance. $0.10 SF upgrade to R-19 An additional $0.075 SF to upgrade from R-19 to R-38 Entire facility must be cooled and heated by electricity (nonportable) Building must be greater than 2 years old The average R-value of the existing insulation above the conditioned space for upgrade must be R-12 or less Radiant barriers will not be accepted as substitution for insulation Commercial multi-family units will count as individual units for incentive purpose A free Business Energy Check is required prior to installation Flat roofs must have a minimum of 3 air space above insulation 8

9 Commercial Energy Efficiency Programs HVAC Equipment: Thermal Energy Storage (TES) New Construction or Retrofit Incentive dollar amount determined on a case by case basis Custom Program No maximum rebate HVAC equipment must be all electric Equipment efficiencies shall be obtained from D.O.E, AHRI or other nationally recognized certification program Must be installed by a licensed and insured mechanical contractor, Class A,B or C A/C in AHJ Used equipment does not qualify Customer must provide design study showing design load calculations and the calculation of reduced or shifted on-peak to off-peak kw 9

11 HVAC Equipment: Unitary A/C and Heat Pumps over 65,000 BTUs New Construction or Retrofit Must be installed by a licensed and insured mechanical contractor, Class A,B or C A/C in AHJ $75 per ton for qualifying equipment Unitary efficiencies per AHRI 210/240 for 135,000 BTUs or less Unitary efficiencies per AHRI 340/360 for greater than 135,000 BTUs Water cooled EER based upon EWT 85ºF Used equipment or split parts do not qualify (i.e. evaporator and condenser must both be replaced) Commercial Energy Efficiency Programs 11

12 HVAC Equipment: Small Heat Pumps - under 65,000 BTUs Retrofit only Replacing Less Efficient Heat Pump - $200 for minimum cooling efficiency of 15 SEER and minimum heating efficiency of 8.2 HSPF Replacing Resistance Heat - $375 for minimum cooling efficiency of 15 SEER and minimum heating efficiency of 8.2 HSPF Must be installed by a licensed and insured mechanical contractor, Class A,B or C A/C in AHJ Cooling efficiencies per AHRI 210/ based upon EER (if not available, use SEER) Heating efficiencies shall be rated by Heating Seasonal Performance Factor (HSPF) Used equipment or split parts do not qualify (i.e. evaporator and condenser must both be replaced) Commercial Energy Efficiency Programs 12

13 Commercial Energy Efficiency Programs HVAC Equipment: Packaged Terminal Heat Pumps (PTHP) and Air Conditioners (PTAC) New Construction or Retrofit $100 per ton for qualifying units, $75 for SPVHPs Cooling / Heating efficiencies per AHRI 310/380 Must be able to handle heating load at 31ºF outdoor temperature without the use of electric strip heating PTHP must be all electric Incentives for (PTAC to PTHP) or (PTHP to PTHP) Mini-Split HP qualify under PTHP program Used equipment or split parts do not qualify 13

14 HVAC Equipment: Energy Recovery Ventilation (ERV) New Construction or Retrofit $1.40 / CFM (Minimum 450 CFM per unit) Efficiencies per AHRI Must be greater than 65% certified winter effectiveness at 100% design air flow heating total Does not qualify where ERV is required by code Equipment life design must be equal or greater than 15 years with (1) membrane change out Equipment and supplemental devices must be UL Listed Commercial Energy Efficiency Programs 14

15 Commercial Energy Efficiency Programs HVAC System Services: RTU Recommissioning Packaged units only $25 / ton up to 50% of the project cost Duke Energy must be notified to have an inspector on-site for random inspection of the procedure Must be performed by a licensed and insured mechanical contractor, Class A,B or C A/C Contractor in AHJ Contractor must follow Duke Energy procedures (available online) and documentation submittal requirements for both pre and post commissioning All equipment servicing and calibration must be performed to manufacturer s standards 15

16 Commercial Energy Efficiency Programs HVAC System Services: HVAC Coil Cleaning $20 per unit (PTHP/PTAC) $20 Per Ton for all other AC units Duke Energy must be notified to have an inspector on-site for random inspection of the procedure Steam cleaning recommended as 305ºF at 42 psi One-time incentive not to exceed 50% of the project cost. A free Business Energy Check is required prior to cleaning. 16

18 Commercial Energy Efficiency Programs HVAC System Services: Duct Test & Leakage Repair Existing equipment only 50% of test cost up to $30 for 1 st unit 50% of test cost up to $20 for 2 nd unit Repair duct up to 25% of the cost up to maximum of $50 per unit Repair duct with electric heat shall be 50% of the cost up to max of $150 per unit. Multi-family buildings must review online procedures and terms Central HVAC systems only 5.5 tons or less Must use preferred contractor trained and certified by Duke Energy 18
