2 SEAP, SECAP and SUMP: main features 1 SUMP: Sustainable Urban Mobility Plans (SUMPs) 2011 White Paper Transport; 2013 Urban Mobility Package Goal: providing integrated solutions to transport and mobility needs of people and goods, guaranteeing technical, economic, environmental and social sustainability. Key concepts: accessibility to all road users; balanced development of all transport modes; efficiency and cost-effectiveness; optimizing use of urban areas; more attractive cities and better quality of life; road safety and security

3 SEAP, SECAP and SUMP: main features 2 SEAP: Sustainable Energy Action Plan Covenant of Mayors (2008 Climate and Energy Package) Role of local authorities in the implementation of sustainable energy policies (mainly: buildings, equipment and facilities, transport, generation of electricity, heating and cooling) Scope: climate mitigation by means of a reduction in fossil fuels consumption Objective: reducing CO 2 emissions by min. 20% by 2020 Focus on: energy efficiency and energy from renewables

7 Sustainable Energy Action Plan SEAP and SECAP Sustainable Energy and Climate Action Plans is a key planning document aimed at promoting energy efficiency and the use of energy from renewable enrgy sources in a local authority s territory overall objective of reducing CO2 emissions by a minimum of 20% by the year 2020 key sectors are the following: Municipal buildings equipment/ facilities Tertiary {non-municipal) buildings equipment/facilities Residential buildings Transport Public lighting Green public procurement Local energy production Are strategic plans promoting energy efficiency, use of renewable energy sources and adaptation to climate change overall objective of reducing CO2 emissions by a minimum of 40% by the year 2030 Key sectors: Municipal buildings equipment/ facilities Tertiary {non-municipal) buildings equipment/facilities Residential buildings Transport Public lighting Green public procurement Local energy production Land Use Planning, Environment & Biodiversity, Economy

8 so SUMPs should be considered as the mobility chapter of a SEAP? unfortunately it s not so simple There are several differences between SEAP/SECAP and SUMPS
